A. MINUTES of regular meeting of March 28, 1978.
Action: On a motion by Commissioner Kelly, seconed by Commissioner
Snyder the minutes were approved as amended; carried
unanimously (4-0) .
V. WRITTEN COMMUNICATIONS
A. Letter received from Mr. Gil Brault regarding the request by
David Fuller for approval of a Variance for the Seibu Apartments
sign.
Recommendation: Forward to City Council for consideration as a
part of appeal by Mr. Fuller.
VI. PUBLIC HEARINGS
A. Continued Case No. TT 12202, SUNRISE COMPANY, Applicant
Consideration of a request for approval of a Tentative Tract
Map to divide approximately 155 acres within the PR-4, S.P. and
PR-6, S.P. zones into 33 lots to provide for approximately 460
condominium units, common recreation areas, water well sites
and buffer areas on property generally located east of Monterey
Avenue and contiguous to the south border of the proposed Desert
Squire Country Club.
Staff Recommendation: Recommend to the City Council approval of
the Tentative Tract subject to the conditions
of approval by Planning Commission Resolu-
tion No. 351.
Action: On a moti_on by Commissioner Snyder, seconded by Commissioner
Kryder, the Commission approved the Case 6y Planning Commis-
sion Resolution No. 351 ; carried (3-1 AYES: Berkey, Kryder,
Snyder; NOES: Kelly) .

VIII. NEW BUSINESS
A. A Resolution of the Planning Commission of the City of Palm Desert,
California, suspending Planning Commission Resolution No. 346 which
approved a Conditional Use Permit to construct and operate a Church-
Related Retirement Center for Elderly Clergy, until a determination
is made by the Planning Commission as to the appropriateness of a
Change of Zone from R-1-9,000 to PR-5.
Staff Recommendation: Waive further reading and adopt.
Action: On a motion by Commissioner Snyder, seconded by Commis-
sioner Kryder the Commission revoked Planning Commission
Resolution No. 346 by Planning Commission Resolution No. 350;
carried unanimously (4-0 .
B. County Referral PM 11695, JAY C. BE SEMIER, Et A1 , Applicant
Request for approval of a Parcel Map in the Pinyon Crest area.
Staff Recommendation: No Comment
Action: On a motion by Commissioner Snyder, seconded by Commissioner
Kelly, the Commission gave no comment on this case.
C. County Referral TT 11969, CLARENCE ENRIGHT, Applicant
Request for approval of a Tentative Tract to create 80 single-
family residential lots within the R-1-9,000 zone on property
located north of 44th Avenue and east of Shadow Lane extended.
Staff Recommendation: Direct Staff to forward Planning Commission
comments to Riverside County Planning Depart-
ment.
Action: On a motion by Commissioner Snyder, seconded by Commissioner
Kelly, the Commission directed the Staff to forward its
comments to Riverside County Planning Departmen�; carried (4-0) .
D. Consideration of an Amendment to Resolution No: 76-1 which would in-
corporate Additional Landscaping Standards in�o those standards already
adopted.
Staff Recommendation: By Minute Motion, recommend to the City Council
adoption of proposed Resolution No. 78-_
Action: On a miniute motion by Commissioner Snyder, seconded by
Commissioner Kelly, the Commission recommended adoption of
the proposed Resolution to the Ci�y Council ; carried
unanimously (4-0) .
XI . DESIGN REVIEW BOARD ITEMS
A. Review of Cases acted on by the Design Review Board at their meeting of
April 4, 1978.
Staff Recommendation: Approve the Design Review Board actions by
Planning Commission Resolution No. 352•
Action: On a motion by Commissioner Kelly, seconded by Commissioner
Kryder, the Commission approved the actions of the Design
Review Board by Planning Commission Resolution No. 352;
carried unanimously (4-0) .

X. DISCUSSION ITEMS
A. Joint review of the Draft Master Plan of Parks by the Planning
Commission and the Parks and Recreation Commission. �
Staff Recommendation: Instruct the Staff to begin Public Hearing
process.
Action: The Commission directed the Staff to begin the Public
Hearing process and hold its first Public Hearing on
May 17, 1978.
B. Discussion of proposed agenda outlining the topics tentatively scheduled
for discussion at the State sponsored, CVAG Coordinated Planning and
Training Seminar.
C. "How To Be A More Effective Commissioner or Public Board Member" Work-
shop in Riverside on May 13, 1978.

Any person wishing to discuss any item not on the Agenda may address the
Planning Commission at this point by stepping to the podium and giving
their name and address for the record. Remarks shall be limited to a maxi-
mum of five (5) minutes unless additional time is authorized by the Plan-
ning Commission.
