A. Minutes of regular meeting of January 17 , 1979
Act ion : The minutes were held over until the meeting of
February 14, 1979.

VI . PUBLIC HEARINGS
A. Case No. CUP 16-77 - ftONALD STEWART, Applicant
Request for approval of an extension of time on the
approval of a Conditional Use Permit to construct 12
condominium units in the R-3 20, 000(3) , S.P. zone on
approximately 1 . 5 acres generally located on the east
side of Ocotillo, south of Tumbleweed.
Staff Recommendation: Approve a twelve-month extension
of time for Case No. CUP 16-77 and related Design
Review Case No. 104 MF, by adopting Planning Commission
Resolution No. 450, subject to conditions.
Act ion: On a motion by C,orrmissioner Fleshnan, seconded by
Comnissioner Snyder, the Cormlission approved a twelve-
month extension of time for Ca,se No. CUP 16-77, by
Planning Conmission Resolution No. 450, subject to
conditions; carried unanimously (5-0).
B. Case No. PM 14163 - I . HAROLD HOUSLEY, Applicant
Request for approval of a Tentative Parcel Map to divide
one parcel into three parcels, located at the southwest
corner of San Jose and Catalina Way.
Staff Recommendation: Approve Parcel Map No. 14163,
by adopting Planning Commission Resolution No.
Act ion: On a motion by C',oirmissioner Berkey, seconded by
Comnissioner Snyder, the case ��a.s continued to the
meeting of February 14; carried unanirr�usly (5-0).

Request for approval of a Tentative Tract Map to create
134 condominium lots and 13 common area lots on
approximately 27 acres at the northwest corner of
Portola and Hovely Lane.
Staff Recommendation: Recommend approval of Tentative
Tract Map No. 14079 to the City Council by adopting
Planning Commission Resolution No. 451 .
Act ion: On a motion by Carmissioner Berkey, seconded by Caimis�_ioncr
Kryder, the C,ormiission approved TT 14Q79, as amended.,
with Planning C,omnission R.esolution No. 451; carried
(4-0-1) AYES: Kryder, Kelly, Snyder; ASTAIN: Fleshnan.
D. Case No. TT 14080 - PRO-CON DEVELOPMENT CORP. , Applicant
Request for approval of a Tentative Tract Map to create
48 lots for condominium purposes and 7 lots to provide
common and recreation areas on approximately 10 acres
within the PR-5 (Planned Residential , 5 d.u. /ac. max. )
zone, located on the north side of Hovely Lane, west
of Portola Avenue.
Staff Recommendation: ftecommend approval of Tentative
Tract Map No. 14080 to the City Council by adopting
Planning Commission R.esolution No. 452 .
Act ion: On a r�tion by Corr�nissioner Snyder, seconded. by C,orrmissione�•
Kryd.er, TT 14080 was approved, as amended, by Planning
Camiission Resolution No. 452; carried (4-0-1) AYES: Kryde�,
Kelly, Snyder; ABSTAIN: Fleshnan.
E. Case Nos. TT 14003 and TT 14004 - LEWIS HOMES OF
CALIFORNIA, Applicant
TT 14003 - Request for approval of a Tentative Tract
Map to allow 140 detached residences on
approximately 52 acres located between
San Pasqual and San Pablo, north of 44th Avenue.
TT 14004 - Request for approval of a Tentative Tract
Map to allow 142 single family condominiums
on approximately 27 acres located between
San Pablo Avenue and San Pasqual , north of
44th Avenue.
Staff Recommendation: Recommend approval of Tentative
Tract Map No. 14003 to the City Council by adopting
Planning Commission Resolution No. 453 , subjec to conditions.
Act ion: On a motion by Cannissioner Kryder, seconded by
CaYmissioner Berkey, TT 14003 was approved as amended by
Planning Comnission Resolut�.on No. 453; carried
unanimously (5-0).
Staff Recommendation: Recommend approval of Tentative
Tract Map No. 14004 to the City Council by adopting
Planning Commission Resolution No. 454 .

F. Case No. DP O1-79 - DAME' -DOTY DEVELOPMENT CO. , Applicant
Request for approval of a Residential Development Plan
to allow 683 attached single-family/multi-family units
and golf course on approximately 210 acres located
west of Portola, northerly of the Whitewater Storm Chanel .
Staff Recommendation: Continue Case No. DP 01-79 to the
Planning Commission meeting of February 27 , 1979.
Act ion: On a motion by Corrmissioner Berkey, seconded by
Coimiissioner Kryder, case wa.s continued to February 14
meeting; caxried unanimously (4-0).

VIII . NEW BUSINESS
A. Consideration of Planning Commission Initiated
Preannexation Zoning -- Annexation Area No. 1.1 .
Staff Recommendation: Initiate
Change of Zone Case No. 01-79, from ' S' (Study) to
PR-6, U.A. (Planned Residential max. 6 d.u. /acre,
Upon Annexation) , or any other zone deemed appropriate,
by adopting Planning Commission Resolution No. 455 .
Act ion: On a motion by Comnissioner Kryder, seconded by
Comnissioner Berkey, Planning Corrmission Resolution No. 455
was adopted as presented; caxried unanimously (4-0).
IX. DESIGN REVIEW BOARD ITEMS
Consideration of the cases reviewed by the Design Review
Board at their regularly scheduled meeting of January 23, 1979.
Staff Recommendation: Approve by Planning Commission
Resolution No. 456.
Act ion: On a motion by Comnissioner Berkeya seconded by
C,orrmissioner Kryder, Planning Corrmission Resolution No. 456
wa.s adopted as amended.; carried unanimously (4-0).
