A. Approval of Minutes of ineeting of June 20, 1979.
Action: On a motion by Commissioner Berkey , seconded by
Commissioner Miller , the minutes of June 20, 1979 were
approved subject to � correction to Paragraph 1, Page Two;
carried unanimously. (5-0) .

Request for approval of a Tentative Parcel Map to divide

Staff R_ecommendation: Approve Tentative Parcel Map No.
14768 , by adopting Planning Commission Resolution No.501 .
subject to conditions.
Action: On a motion by Commissioner Fleshman, seconded by
Commissioner Miller, Case No. PM 14768 was approved by
Planning Commission Resolution No. 411; carried ur�animously
(5-0) .
B. Case No. DP-06-79/TT-14032 - P�1C LAIN DEVELOPMENT CO. ,Applicant
Request for approval of a Tentative Tract Map to allow
256 dwelling units and park site; and, amendment of an
approved Development Plan relative to common open space
to be provi�E�c7 on approximately 80 acres within the PR-4
(Planned Residential, max. 4 du/ac) and O.S. (Open Space)
zones .located at the southeast corner of Portola Ave.
and Country Club Drive.
Staff Recommendation: Approve Case No. DP 06-79 (Amended)
to provide for 47 . 6o common open space, by adopting
Planning Commission Resolution No. 5Q_ Recon�mend
approval to the City Council of Case No. TT 14032 , by
adopting Planning Commission Resolution No. 503 , subject
to cor.�clitions.

by Commi:;:,ioner Kryder, Case No. DP 06-7� was approved
by Planning Commission Resolution No. 50 ; carried
unanimously (5-0) .
On a motion by Commissioner Fleshman, seconded by
Commissioner Kryder, CasE, No. 14032 (Amended) , was
approved by Planning Commission Resolution No. 503 with
an amended Special Condition #6 ; carried unanimously
(5-0) .
C. Case No. VAR 04-79 � HEATH AND CO. , and R.B. FURNITURE,
Applicants.
Request for approval of an exception to the Sign Ordinance
to allow two wall mounted signs oriented to the street
frontage and rear parking a�_e�a for building generally
located on the west side of Hwy. 111, at the common city
limit boundary between Palm Desert and Rancho Mirage.
Staff Recommendation: Deny VAR 04-79 , by adopting Planning
Commission Resolution No. 504 .
Action: On a motion by Commissioner Berkey, seconded by
Commissioner Fleshman, Case No. VAR 04-79 was denied by
Planning Commission Resolution No.504 ; carried 3-2
(AYES: Berkey, Fleshman, Snyder; NOES : Miller, Kryder) .
D. Case No. CUP 04-79 - ELYNOR FALK, C/0 BALLEW/MC FARLAND,
Applicants.
Request for approval of a Conditional Use Permit (upon
annexation) to allow for development of a 176 space.
mobile home park on approximately 40 acres in the RM
(U.A. ) (Mobile Home Park and Mobile Home Subdivision
Residential Dist. , upon annexation) zone located north
of Merle Drive and east of Rebecca Rd.
Staff Recommendation: First determine whether the proposed
level of design effort is acceptable.
a) . If the Commission finds the concept generally
accc��table, a draft Resolution has been provided
for approval ; or,
b) . If the Commission would like to see alternative (s)
to the proposed design, before taking action on the
Conditional Use Permit, directions should be given
as to the concerns.
Ac�tion: On a Motion by Commissioner Kryder, seconded by
Commissioner Berkey, this matter was continued to a
recrular meeting of July 18 , 1979; carried unanimously 4-0
(AYES : Kryder, Berkey, Miller, Snyder; NOES: None) .
E. Case No , DP 08-79 and 178 MF - TRANSCOPIC DEVELOPMENT
CORP. , Applicant.
Request for approval of a Planned Residential (Apartment)
Development and preliminary Desigr Ee•view case to allow
sixty (60) duplex apartments, tennis court and swimming
pool on approximately 10. 87 acres within the PR-5 (Flanned
Residential, max. 5 du/ac) zone located on the east side
of Portola Ave. , south of the Whitewater Storm Channel.

Staff Recommendation: Approve Case No. DP 08-79, and
related Design Review Case N0. 178 MF, by adopting Planning
Commission Resolution No. 505 , subject to conditions.
Action: On a motion by Commissioner Kryder, seconded by
Commissioner Miller, Case No. DP 08-79 and related
Design Review Board Case No. 178 MF were approvec�
by Planning Commission Resolution No. 505 as
presented; carried unanimously (4-0) .
F. Case No. DP 09-79 - T&D INVESTMENTS/PRO-CON DEVELOPMENT,
Applicants.
Request for approval of a Planned Residential Development
to provide 20 single family attached units, recreational
amenities and common open space on approximately 4 . 9 gross
acres within the PR-5 zone.
Staff Recommendation: Approv e by adopting Planning
Commission Resolution No. 506 , subject to conditions.
Action: On a motion by Commissioner Kryder, seconded by
Commissioner Berkey, Case No. DP-09-79 was
approved by Planning Cor.mission Resolution No.
506 as presented; carried unanimously (4-0)�.
G. Case No. DP O1-79 (Amendment) - DAME ' - DOTY DEVELOPMENT C0.
Applicant.
Request for approval to operate a club house, restaurant,
lounge, and snackbar on an open to the public basis within
the PR-5 (Planned Residential, max. 5 du/ac) zone located
within an approved golf course/condominimum development on
the west side of Portola Avenue and northerly of the White-
water Storm Channel.
Staff Recommendation: Approve Case No. DP 01-79 (Amend ,
by adopting Planning Commission Resolution No. 5p7 , subject
to conditions.
Action: On a motion by Commissioner Berkey, seconded by
Commissioner Krydez , Case No. DP O1-79 (Amendment) was
approved by Planning Commission Resolution No. 507 with
Condition #2 amended; carried unanimously (4-0) .

VIII . NEW BUSINESS
A. Coachella Valley County Water District Projects in the City
of Palm Desert.
Staff Recommendation: Find that the subject project is in
conformance with the Palm Desert General Plan by adoption
of Planning Commission Resolution No. 508 ,
Action: On a motion by Commissioner Miller, seconded by
Commissioner Berkey, Planning Commission Resolution
No. 508 was adopted; carried unanimously (4-0) .

IX. DESIGN REVIEW BOARD ITEMS
A. Consideration of case� acted on by the Design Review
Board at their June 26 , 1979 meeting.
Staff Recommendation: Approve Design Review Board action
by adopting Planning Commission Resolution No. 509
Action: On a motion by Commissioner Miller, secor.ded by
Commissioner Berkey, Planning Commission Resolution No.
was 'adopted as presented; carried unanimously (4-0) .
B. Consideration of continued Case No. 116 C - Preliminary
plans for commerci�,l building for BEN BARNUM CONSTRUCTION
CO.
Action: On a motion by Commissioner Berkey , seconded by
Commissioner Kryder, Planning Commission continued Case
No. 116 C to ��uly 18, 1979; carried unanimously (4-0) .
