A. Minutes of regular meeting of December 30, 1980.
Action: Approved as submitted.

VI. PUBLIC HEARINGS
A. Case Nos. CUP 14-80 and TT 17104 (REVISED) - LEWIS HOMES OF CALIFORNIA,
Applicants.
Request for approval of an amendment of a Conditional Use Permit and
Tentative Tract Map, to allow the subdivision of 31 existing duplex
lots into a one lot subdivision consisting of 16 phases (62 units)
on 9.8 acres within the R-2 (5) , S.P. (Single Family Residential , one
unit per 5,000 sq.ft. of lot area, Scenic Preservation Overlay) zone
generally located at the northwest corner of Rutledge Way and Portola
Avenue.
Staff Recommendation: Recommend approval of Case Nos. CUP 14-80 and
TT 17104 Revised to City Council , subject to conditions.
Action: Recommended approval of Case No. TT 17104 (Revised) to the City
Council by adoption of Planning Commission Resolution No. 671; and,
approved Case No. CUP 14-80 by adoption of Planning Commission Resoluion
No. 672, subject to conditions.
B. Case No. CUP 05-79 - WESTSIDE ENTERPRISES, LTD. , Applicants.
Request for approval of a one year extension of time for a previously
approved Conditional Use Permit for a 36 unit planned residential
development in the R-2 8,000 zone (Single Family Residential , 8,000
sq.ft. lot) located east of Chia Drive, between Skyward Way and
Homestead Road.
Staff Recommendation: Approve a one (1 ) year Time Extension of CUP 05-79,
subject to original conditions contained in Planning Commission Resolution
No. 528.
Action: Approved time extension by adoption of Planning Commission Reso1ution
No. 673, subject to original conditions contained in Planning Commission
Resolution No. 528.
C. Case Nos. C/Z 03-80 and CUP 17-80 - J. CAMERON ALLARD and BALLEW/
MCFARLAND, INC. , applicants. -
Request for approval of a pre-annexation change of zone from R-1

tola Avenue (extended) and Frank Sinatra Drive (extended) .
Staff Recommendation: Recommend approval to City Council of C/Z 03-80
and a�prove CIiP 1 �0.
Actior�: Recommended approval of C/Z 03-80 to the City Council by adoption
of Planning Commission Resolution No. 674; and, approved CUP 17-80 by
adoption of Planning Commission Resolution No. 675, subject to conditions.
D. Case Nos. C/Z 04-80 and CUP 18-80 - ABE REIDER and BALLEW/MC
FARLAND, INC. , applicants.
Request for approval of a pre-annexation change of zone from R-1

minimum lot size) to R.M. (Mobile Home subdivision residential
district) and a conditional use permit to allow development of an
874 unit mobile home subdivision on 263 acres located at the north-

Staff Recommendation: Recommend approval to City Council of C/Z 03-80
and ap�rove Cl7P 1 �-80.
Action: Recor�nen�ed ap�roval of C/Z 03-80 to the City Council by adoption
of Fl�nning Cor.�r�ission Resolution No. 676; and , approve� �4�P 17-80 by
adoption of Planning Commission Resolution No. h77, subject to conditions
as ar�er::c::.
VII. OLD BUSINESS:
A. Review of Mayer Park Design at the northeast corner of Monterey
Avenue and Country Club Drive.
Action: Minute Motion was made approving revised plan.
VIII. NEW BUSINESS:
A. Proposed amendments to Zoning Ordinance - Temporary Uses and Model
Home Complex.
Action: Continued .
IX. DESIGN REVIEW BOARD ITEMS
Consideration of cases acted on by the Design Review Board at their
meetings of January 6th, 1981 and December 9, 1980.
Staff Recommendation: Review the actions of the Board to determine
acceptability; confirm acceptable action by Resolution.
Action: 138 C McLachlan - this was continued because of lack of a quorum.
222 MF Hoffman Builders - approved DRB action by adoption of
Planning Commission Resolution No. 678.
X. ORAL COMMUNICATIONS- NONE
Any person wishing to discuss any items on the agenda may address the
Planning Commission by stepping to the lectern and giving their name
and address for the record. Remarks shall be limited to a maximum of
five minutes unless additional time is authorized by the Planning
Commission.

XI. COMMENTS
A. Planning Staff
1. Mr. Sawa noted a conference in Sacramento from the League of
California Cities was scheduled for Commissioners.
2. Mr. Diaz reminded Commission of the joint meeting on Jan. 29th.
B. Planning Commission
1. Commissioner Kryder requested staff to notify CVAG regarding
why they were not receiving any notices.
