Action:
Moved by Commissioner powns, seconded by Commissioner Crites, to approve the
minutes as submitted. Carried unanimously 5-0.
V. SUMMARY OF COUNCIL ACTION
Mr. Diaz reviewed the actions of the council for the meeting of January 12, 1984.
VI. CONSENT CALENDAR
All matters listed on the consent calendar are considered to be routine and will be
enacted by one roll call vote. There will be no separate discussion of these items
unless members of the planning commission or audience request specific items be
removed from the consent calendar for separate discussion and action.
A. Case No. CUP 15-80 (Renewal) - FRANZ TIRRE, Applicant
Request for approval of a one year extension of time for a
conditional use permit to allow construction of a 10 unit
condominium project in the R-3 zone at the southeast
corner of Las Palmas Avenue and San Gorgonio Way.
Rec: Approve as presented by staff.
Action:
Moved by Commissioner Richards, seconded by Commissioner powns, to approve
the consent calendar item as presented by staff. Carried unanimously 5-0.
VII. PUBLIC HEARINGS
A. Case Nos. C/Z 11-83, PP 23-83, TT 19824 - KEITH ANDERSON, Applicant
Request for approval of a change of zone from PR-5
(Planned Residential, 5 d.u./acre) to PR-7 (Planned
Residential, 7 d.u./acre), precise plan of design, tentative
tract map and Negative Declaration of Environmental
Impact, to allow construction of a 140 unit condominium
project on 20 acres located on the west side of Portola
Avenue, 660 feet south of Hovley Lane.
Action:
Moved by Commissioner powns, seconded by Commissioner Commissioner
Richards, to continue this matter to February 7, 1984, for further study. Carried
unanimously 5-0.

B. Case Nos. PP 22-83 and PMW 08-83 - SAMUEL I.
RUSSELL, Applicant
Request for approval of a precise plan of design, parcel
map waiver to consolidate two lots into one lot and
Negative Declaration of Environmental Impact to allow
construction of a 7,830 sq.ft. building in a service
industrial zone on the east side of Beacon Hill, 200 feet
north of Sego Lane.
Action:
Moved by Commissioner Crites, seconded by Commissioner Richards, to approve
the findings as recommended by staff. Carried unanimously 5-0.
Moved by Commissioner Crites, seconded by Commissioner powns, to adopt
Planning Commission Resolution No. 921, approving PP 22-83 and PMW 08-83.
Carried unanimously 5-0.
C. Case No. PP 24-83 - MIKE SUKO, Applicant
Request for approval of a precise plan of design to allow
construction of a five unit apartment complex on the east
side of Ocotillo Drive, south of Verba Santa, in the R-3,
20,000 (3) zone.
Action:
Moved by Commissioner Richards, seconded by Commissioner Crites, to approve
the findings as recommended by staff. Carried unanimously 5-0.
Moved by Commissioner Richards, seconded by Commissioner Crites, to adopt
Planning Commission Resolution No. 922, approving Case No. PP 24-83, subject to
conditions, as amended. Carried unanimously 5-0.
D. Case Nos. PP 26-83 and ADJ OS-83 - CHARLES GARLAND, Applicant
A request for approval of a precise plan of design to allow
construction of a two unit residential str�cture and an
adjustment to allow encroachment into a rear and front
setback in an R-2 zone located on the west side of Portola
Avenue, 120 feet south of Shadow Mountain Drive.
Action:
Moved by Commissioner Crites, seconded by Commissioner powns, to continue this
matter to February 7, 1984, for further study. Carried unanimously 5-0.
E. Case No. CUP 24-83 - H.B. FOOD SERVICES, INC., Applicant
A request for approval of a conditional use permit and
Negative Declaration of Environmental Impact to allow
construction and operation of a 6438 square foot restaurant
in a general commercial zone located on property bordered
by Alessandro and Palm Desert Drives at San Jacinto
Avenue, approximately 300 feet east of San Luis Rey.
Action:
Moved by Commissioner Richards, seconded by Commissioner powns, to approve
the findings as recommended by staff. Carried unanimously 5-0.
Moved by Commissioner Richards, seconded by Commissioner pown, to adopt
Planning Commission Resolution No. 923, approving CUP 24-83 subject to amended
conditions. Carried unanimously 5-0.

A. Resolution of Denial for GPA 03-83 and C/Z 08-83 - MAZAHERI
Action:
Moved by Commissioner Erwood, seconded by Commissioner Crites, to approve
Planning Commission Resolution No. 925, denying GPA 03-83 and C/Z 08-83.
Carried unanimously 5-0.
B. Resolution of Approval for TT 19847 and PP 27-83 - TAVAGLIONE
Action:
Moved by Commissioner powns, seconded by Commissioner Crites, to approve the
findings as presented by staff. Carried unanimously 5-0.
Moved by Commissioner powns, seconded by Commissioner Crites, to approve
Planning Commission Resolution No. 926, approving TT 19847 and PP 27-83, as
amended. Carried unanimously 5-0.
X. ORAL COMMUNICATIONS
MR. PAUL LITTLE, 48-838 Mescal Lane, Palm Desert, expressed how impressed he
was with the planning commission and complimented them on a good job.
XI. COMMENTS
Commissioner Wood noted to all commissioners the League of California Cities
Institute in San Diego.
Commission directed staff to report on the concept of averaging densities.
Commissioner Wood asked commissioners how they felt to having all the planning
commission meetings in the evenings. Commission's response was not to change
the afternoon meetings.
Commissioner Crites and Commissioner Richards suggested that perhaps the
applicants should be advised to make more efforts in contacting area neighbors
about proposed development.
