Request for approval of a one year time extension for a
117 unit residential project in the PR-3 zone located on the
north side of Mesa View Drive, east of Alamo Drive.
Rec: Approve as presented by staff.
Action:
Moved by Commissioner Richards, seconded by Commissioner powns, to grant a
time extension of six months. Carried 4-0.
VII. PUBLIC HEARINGS
A. Case Nos. PP 84-21 and PMW $4-10 - DAIVIEL RUSSIE and J.P.
CONSTRUCTION, Applicant
Request for approval of a precise plan of design and parcel
map waiver (to merge two lots into one lot) to allow
construction of a 5824 square foot two story commercial
building in the C-1 zone located on the south side of
Alessandro Drive, 150 feet east of San Pablo Avenue.

968, approving PP 84-21 and PMW 84-10, subject to conditions.
B. Case No. TT 19503 - GEORGE FOX, Applicant
Request for approval of a 58 lot tentative tract map and a
Negative Declaration of Environmental Impact on 97 acres
within the HPR,D zone located west of the Palm Valley
Storm Channel, north of the Palm Desert Community
Center.
Action:
Moved by Commissioner Richards, seconded by Commissioner Wood, to continue
this case to August 7, 1984. Carried 4-0.
C. Case Nos. HDP 84-2 and TT 20024 - RICHARD SMITH, Applicant
Request for approval of a hillside development plan, 11 lot
tentative tract map, and Negative Declaration of
Environmental Impact, to allow eight homesites and
dedicated open space on 8.24 acres generally located on
the west side of the Palm Valley Storm Channel across
from the Sommerset condominiums.
Action:
Moved by Wood, seconded by Richards, to approve findings as recommended by
staff. Carried 4-0.
Moved by Wood, seconded by Richards, to adopt Planning Commission Resolution
No. 969, approving HDP 84-2, TT 20024, and a Negative Declaration of
Environmental Impact, subject to the conditions as amended. Carried 4-0.
D. Case Nos. C/Z 84-9, PP 84-24, TT 20199, and DA-8 - ROBERT L. WARD,
PETE BILLINGTON dc ASSOCIATES, and CHARLES MARTIN, Applicants
Request for approval of a change of zone from PR-7 and
R-2(7) S.P. to AHD PR-16, a tentative tract map, precise
plan, development agreement, and Negative Declaration of
Environmental Impact to allow a 48 unit condominium
development on three acres containing ten units affordable
by lower income elderly households to be located at the
southeast corner of Parkview Drive and Fairhaven Drive.
Action:
Legal notification list was incomplete, therefore, the case was continued to August
7, 1984.
E. Case Nos. PP 84-22 and PMW 84-9 - RALPH SANTOPIETRO and CHARLES
MAR7IN, Applicants
Request for approval of a precise plan of design, Negative
Declaration of Environmental Impact, and parcel map
waiver to consolidate the site into one lot to allow
construction of a 12 unit apartment project (utilizing 25%
density bonus allowed by state law) in the R-2 zone located
at the southeast corner of San Pablo and Santa Rosa.

F. Case Nos. PP 84-23 and VAR 84-3 - RALPH SANTOPIETRO and CHARLES
MARTIN, Applicants
Request for approval of a precise plan of design to allow
construction of a three unit apartment complex and zone
variance to reduce the required rear yard setback from 20
feet to 15 feet on a 13,376 square foot lot in the R-2 zone
on the north side of Santa Rosa, 252 feet east of San
Pasqual.
Action:
Moved by Richards, seconded by Downs, to approve the findings as recommended
by staff. Carried 4-0.
Moved by Richards, seconded by Downs, to adopt Planning Commission Resolution
No. 970, approving VAR 84-3 and PP 84-23. Carried 4-0.
VIII. MISCELLANEOUS I'TEMS
A. Case No. C/Z 84-4 -STAN F. LITTLE and Vfl. FRANK LITTLE, Applicants
Approval of a resolution for a change of zone from R-2
(Single Family, max. one unit per 4000 sq.ft. of lot area) to
R-3 (Multiple family, one unit per 2500 sq.ft. of lot area)
for 2 lots on the west side of San Rafael Avenue,
approximately 220 feet north of San Gorgonio Way.
Action:
Moved by Commissioner Wood, seconded by Commissioner Richards, to adopt
Planning Commission Resolution No. 971, recommending approval of C/Z 84-4 to
City Council. Carried 4-0.
B. PMW 84-11 - S.I. RUSSEL - PHILLIP KOENEN TRUST, Applicants
Approval of a parcel map waiver consolidating 15 lots into
one located on the east side of S°�g� Lane, between Green
Way and Beacon Hill.
Action:
Moved by Commissioner Richards, seconded by Commissioner powns, to approve
findings and PMW 84-11. Carried 4-0.
