STARR, Applicant Request for approval of a precise plan of design and negative declaration of environmental impact to allow construction of a 264 unit congregate living senior citizen retirement inn on 10.36 acres located on the east side of Monterey Avenue, 600 feet north of San Gorgonio Way.
