A: BAC[CGROUDD:
Annexation #22 involves the Valley Industrial Park and Country Club
Estates Residential area on the west side of Cook Street north of the
Whitewater Channel.

On May 26 LAFOD approved the annexation and directed the city to proceed. .
Since it is an inhabited annexation, there must be a hearing with
opportunity for voter and property owner protests. If protests total less
than 25% of the registered voters residing within the territory and less
than 25% of the number of owners of land owning less than 25% of the
assessed value, than the attached final resolution can be approved. If
the land owner protests exceed 25% and the voter protest is less than 50%
than an alternate resolution would have to be prepared ordering an
election. If voter protests exceed 50% than a termination resolution
world have to be prepared.
There was no negative testimony given at the LAFOD hearing. LAFCO's
Resolution No. 47-88 can be summarized as follows:
1. Preliminary proceedings were commenced by the resolution of the City
of Palm Desert.
2. The annexation is proposed to provide more municipal services by the
City of Palm Desert.
3. An environmental assessment was made on the proposal and a negative
declaration filed thereon by the City of Palm Desert pursuant to the
California Environmental Quality Act. The negative declaration has
been reviewed and considered.
4. This annexation is consistent with the spheres of influence of the
City of Palm Desert and all other affected local agencies.
5. The City of Palm Desert is designated conducting authority.

A RESOLUTION OF THE CITY COJNCIL OF THE CITY OF
PALM DESERT, CALIFORNIA, ANNEXING CERTAIN
CONTIGUOUS TERRITORY TO SAID CITY UNDER THE
PROVISIONS OF THE CORTESE/KNOX LOCAL GCVMW4E FT
REORGANIZATION ACT OF 1985, WHICH PROCEEDINGS ARE
DESIGNATED AS PALM DESERT ANNEXATION NO. 22
LAFUD NO. 88-12-4.
WHEREAS, on November 12, 1987, the City Council did adopt Resolution No.
87-102 initiating annexation proceedings for Annexation No. 22; and
WHEREAS, the Local Agency Formation Commission of the County of Riverside
adopted its Resolution No. 47-88 on May 26, 1988, making determinations and
approving the proposed annexation to the City of Palm Desert of territory
described in Exhibits A & B, attached hereto and by this reference incorporated
herein; and
WHEREAS, the reasons for the annexation are:
1. The proposed territory to be annexed is adjacent to and substantially
surrounded by the City of Palm Desert, and, therefore, represents a
logical expansion of the city's boundary.
2. The area is predominately urban in character and requires a higher
level of urban services than are currently offered by the County of
Riverside. The City of Palm Desert can provide these services which
include higher levels of police, fire, paramedic and general code
enforcement and participation in the local Palm Desert political
process.
WHEREAS, the regular county assessment roll is utilized by this city; and
WHEREAS, the affected territory will not be taxed for existing general
bonded indebtedness of this city; and
WHEREAS, a public hearing on this annexation was called for and held by
this council on June 23, 1988, and this council finds and determined that the
value of written protests filed and not withdrawn is less than 25 percent of
the registered voters residing within the territory proposed to be annexed and
less than 25 percent of the number of owners of land owning less than 25
percent of the assessed value of land within the territory.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm
Desert hereby orders the territory described in Exhibit A annexed, and directs
the City Clerk of the City of Palm Desert to transmit a certified copy of this
resolution with applicable fees required by Section 54902.5 of the Government
Code to the executive officer of the Local Agency Fbrmaticn Commission of
Riverside County.

proposal . Any previous descriptions which do not conform to the attachment
should be corrected or destroyed.
Any special conditions, authorizations, or amendments are noted in the
attached resolution, and must be complied with by your Council in its role as
Conducting Authority.
It is now the responsibility of your Council to complete proceedings in
accordance with the laws governing this approved application (Cortese-Knox
Local Government Reorganization Act of 1985, Section 57000) .
Upon completion of proceedings, it is requested that you furnish LAFCO with
fifteen certified copies of your resolution and a check made payable to the
State Board of Equalization in the amount of $ 480.00
You should keep in mind that unless proceedings are completed within twelve
months from the date of .LAFCO's approval, the application will automatically
be abandoned (Cortese-Knox Local Government Reorganization Act of 1985,
Section 57001) . If there are extenuating circumstances, please notify us in
writing at least 30 days'prior to the end of this one-year period to secure an
authorized extension of time.

6 BE IT RESOLVED AND DETERMINED by the Local Agency Formation Commission
7 in regular session assembled on May 26, 1988, that the annexation of
8 approximately 119 acres generally located north of the Whitewater Channel ,
9 south of 42nd Avenue, west of Cook Street and east of the City limits of Palm
10 Desert, as more particularly described in Exhibit "A", attached hereto and made
11 a part hereof, to the City of Palm Desert, is approved.
12 BE IT FURTHER RESOLVED, DETERMINED AND FOUND that:
13 1 . Preliminary proceedings were commenced by the resolution of the
14 City of Palm Desert.
15 2. The annexation is proposed to provide more municipal services by
16 the City of Palm Desert.
17 3. The distinctive short form designation of the proposed annexation
18 is LAFCO No. 88-12-4, Annexation No. 22 to City of Palm Desert.
19 4. An environmental assessment was made on the proposal and a
20 negative declaration filed thereon by the City of Palm Desert pursuant to the
21 California Environmental Quality Act. The negative declaration has been

23 5. The boundaries of the territory as set forth in Exhibit "A",
24 attached hereto and incorporated herein by this reference, have been approved
25 by the County Surveyor, are contiguous to the City of Palm Desert, and are

28 registered voters residing therein.

t A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, DETERMINING THE
r AMOUNT OF PROPERTY TAX REVENUE TO BE EXCHANGED
BETWEEN THE COUNTY OF RIVERSIDE AND THE CITY
^t OF PALM DESERT RELATING TO ANNEXATIONS TO THE
CITY OF PALM DESERT, CLAIFORNIA.
BE IT RESOLVED by the City Council of the City of Palm
Desert in regular session assembled on this 24th day of Sept-
1
981, that:
1. The County of Riverside and the City of Palm Desert
are the agencies whose area or responsibility for service
would be affected by annexations to the City of Palm Desert.
2. Representatives of each of the affected agencies have
met and negotiated an exchange of property tax revenue as follows,
to become effective for tax purposes beginning July 1, 1981,
for all areas annexed to the City until such time as this
resolution is rescinded or superceded.
A. The City of Palm Desert shall assume responsibility
for all general municipal services to areas annexed as are
required by law or presently provided throughout the City, and
for such service, the City shall receive 25% of that portion
of the property tax revenue generated within territories annexed
under the ad valorem tax rate established by Article XIII A of
the Constitution of the State of California, that represents
the County of Riverside's share of such property tax revenue.
B. The County Auditor shall upon annexation by the City
convert the above-established percentage figure into actual
dollar figures and thereafter allocate to the City such property
tax revenue in accord with the provisions of Section 95 et, seq.
of the Revenue and Taxation Code.
3. The City Council of the City of Palm Desert does hereby
agree to the above-recited exchange of property tax revenue.
4. The Clerk shall transmit a certified copy .of this
resolution to each affected agency and to the Executive Office
of the Local Agency Formation Commission and to the Auditor of
the County of Riverside pursuant to Section 99 of the Revenue
and Taxation Code.

SUBJECT: Value of written and oral protests against Annexation t22
I. BACKGROUND:
Section 57051, attached, provides explicit standards for the evaluation or
protests. Protest signatures must be dated on or after the publication date
of the notice of hearing (June 8) . All signatures without a date or bearing
a date prior to the date of publication must be disregarded. Written
protests can only be accepted up to the commencement of the hearing. Once
the hearing has been closed, no new protests are possible. A 25% protest by
owners or voters would trigger an election.
II. ANALYSIS:
A. PROPERTY OWNER PETITIONS
Fourty eight (48) property owner protests were submitted of which eight
(8) were dated after the June 8th publication date. One of those eight,
Hugh Hoard (74-992 Joni Drive) withdrew his protest at the hearing
leaving seven (7) valid protests. There are 209 individual property
owners in the area. The seven (7) property owners account for
$1,849,623 in assessed valuation. Total assessed valuation in the area
is $30,555,455.
Conclusion:
Valid property owner protest numbers equal 3.3% of owners and 6% of
total valuation.
B. REGISTERED VOTER PETITIONS
Twenty three (23) voter protest signatures were submitted of which
twelve (12) were dated after June 8th. Eleven (11) signatures were
undated. There are 191 registered voters in the area.
Conclusion:
Registered voter protests total 6.2%.

III. RECOMMENDATION:
Upon finding that the value of written protests filed and not withdrawn is
less than 25% of the registered voters residing within the territory proposed
to be annexed and less than 25% of the number of owners of land owning less
than 25% of the assessed valuation; adopt Resolution No. 88-70 annexing the
territory Palm Desert Annexation #22, LAFCO #88-12-4.

Annexation #22 involves the Valley Industrial Park and Country Club
Estates Residential area on the west side of Cook Street north of the
k1hitewater Channel.
On May 20 LAFCO approved the annexation and directed the city to proceed.
Since it is an inhabited annexation, there must be a hearing with
opportunity for voter and property owner protests. If protests total less
than 25$ of the registered voters residing within the territory and less
than 25% of the number of owners of land owning less than 25% of the
assessed value, than the attached final resolution can be approved. If
the land owner protests exceed 25% and the voter protest is less than 50%-
than an alternate resolution would have to be prepared ordering an
election. If voter protests exceed 50% than a termination resolution
would have to be prepared.
There was no negative testimony given at the LAFCO hearing. LAFCO's
Resolution No. 47-88 can be summarized as follows:
1. Preliminary proceedings were wed by the resolution of the City
of Palm Desert.
2. The annexation is proposed to provide more municipal services by the
City of Palm Desert.
3. An environmental assessment was made on the proposal and a negative
declaration filed thereon by the City of Palm Desert pursuant to the
California Environmental Quality Act. The negative declaration has

CONTIGUOUS TERRITORY TO SAID CITY UNDER THE
PROVISIONS OF THE OORTESE/KNOX LOCAL GOVERNMENT

WHEREAS, on November 12, 1987, the City Council did adopt Resolution No.
87-102 initiating annexation Proceedings for Annexation No. 22; and
WHEREAS, the Local Agency Formation Commission of the County of Riverside
adopted its Resolution No. 47-88 on May 26, 1988, making determinations and
approving the propcsefl annexation to the City of Palm Desert of territory
described in Exhibits A & B, attached hereto and by this reference incorporated
herein; and
WHEREAS, the reasons for the annexation are:
I. The Proposed territory to be annexed is adjacent to and substantially
surrounded by the City of Palm Desert, and, therefore, represents a
logical expansion of the city's boundary.
2. The area is predominately urban in character and requires a higher
level of urban services than are currently offered by the County of
Riverside. The City of Palm Desert can provide these services which
include higher levels of police, fire, paramedic and general code
enforcement and participation in the local Palm Desert political
process.
WHEREAS, the regular county assessment roll is utilized by this city; and
WHEREAS, the affected territory will not be taxed for existing general
bonded indebtedness of this city; and
WHEREAS, a public hearing on this annexation was called for and held by
this council on June 23, 1988, and this council finds and determined that the
value of written Protests filed and not withdrawn is less than 25 percent of
the registered voters residing within the territory Proposed to be annexed and
less than 25 percent of the number of owners of land owning less than 25
Percent Of the assessed value of land within the territory.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm
Desert hereby Orders the territory described in Exhibit A annexed, and directs
the City Clerk of the City of Palm Desert to transmit a certified copy of this
resolution with applicable fees required by Section 54902.5 of the Government
Code to the executive officer of the Local Agency Formation Commission of
Riverside County.

board of supervisors and the clerk or other

(f) (1) Except as otherwise provided in
paragraph (2) , a statement of the time, date,

6 BE IT RESOLVED by the Board of Supervises of the County
7lof Riverside, State of California, in regular session assembled on
8 October 13, 1981, that:
9 1. The County of Riverside and the City of Palm Desert
10 are the agencies whose area or responsibility for service would be
n affected by annexations to the City of Palm Desert.
12 2. Representatives of each of the affected agencies have
13 met and negotiated an exchange of property tax revenue to become
14 effective for tax purposes beginning July 1, 1981, for all areas .
151annexed to the City until such time as this Resolution is rescinded
16 or superseded, as follows:
17 a. The City of Palm Desert shall assume the responsi
18. bility for all general municipal services to areas annexe
19 as are required by law or presently provided throughout
20 the City, and for such service shall receive 25% of that
21 portion of the property tax revenue generated within
22 territories annexed under the ad valorem tax rate estab-
23 lished by Article XIII A of the Constitution of the State
24 of California, that represents the County of Riverside' s
25 share of such property tax revenue.
26 b. The County Auditor shall upon annexation by the
27 City convert the above-established percentage figure into
28 actual dollar figures and thereafter allocate to the City

WHEREAS, on November 12, 1987, the City Council did adopt Resolution No.
87-102 initiating annexation proceedings for Annexation No, 22; and
WHEREAS, the Local AGency Formation Cartnissien of the County of Riverside
adopted its Resolution No. 47-88 on May 26, 1988,
approving the Proposed annexation to the Citymaking determinations and
described in Exhibits A & B, attached hereto and of Palm Desert of territory.

WHEREAS, the reasons for the annexation axe:
1. The proposed territory to be annexed is adjacent to and substantially
surrounded by the City of Palm Desert, and, therefore, represents a
logical expansion of the city's boundary.
2. The area is predominately urban in character and requires a higher
level of urban services than are currently offered by the Cbu my of
Riverside. The City of Palm Desert can provide these services which
include higher levels of police, fire, paramedic and general oode
enforcement and participation in the local Palm Desert political
process.
WHEREAS, the regular county assessment roll is utilized by this city; and
WHEREAS, the affected territory will not be taxed for existing general
banded indebtedness of this city; and
WHEREAS, a public hearing on this annexation was called for and held by
this council on Jame 23, 1988, and this council finds and determined that the
value of written protests filed and not withdrawn is less than 25 percent of
the registered esters residing within the territory proposed to be annexed and

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Palm
Desert City Council to consider a resolution approving an annexation of
approximately 119 acres to the City of Palm Desert generally bounded by Cook
Street on the east, the Whitewater Storm Channel on the south, 42nd Avenue on
the north and existing Palm Desert boundary on the west. The annexation was
initiated by the City of Palm Desert on behalf of a group comprising 21% of the
registered voters in the area. The reasons for annexation include:
1 . The proposed territory to be annexed is adjacent to and substantially
surrounded by the City of Palm Desert, and, therefore, represents a
logical expansion of the city's boundary.
2. The area is predominately urban in character and requires a higher level
of urban services than are currently offered by the County of Riverside.
The City of Palm Desert can provide these services which include higher

6 BE IT RESOLVED AND DETERMINED by the Local Agency Formation Commission
7 in regular session assembled on May 26, 1988, that the annexation of
8 approximately 119 acres generally located north of the Whitewater Channel ,
9 south of 42nd Avenue, west of Cook Street and east of the City limits of Palm
10 Desert, as more particularly described in Exhibit "A", attached hereto and made
11 a part hereof, to the City of Palm Desert, is approved.
12 BE IT FURTHER RESOLVED, DETERMINED AND FOUND that:
13 1. Preliminary proceedings were commenced by the resolution of the
14 City of Palm Desert.
15 2. The annexation is proposed to provide more municipal services by
16 the City of Palm Desert.
17 3. The distinctive short form designation of the proposed annexation
18 is LAFCO No. 88-12-4, Annexation No. 22 to City of Palm Desert.
19 4. An environmental assessment was made on the proposal and a
20 negative declaration filed thereon by the City of Palm Desert pursuant to the
21 California Environmental Quality Act. The negative declaration has been
22 reviewed and considered.
23 5. The 'boundaries of the territory as set forth in Exhibit "A",
24 attached hereto and incorporated herein by this reference, have been approved
25 by the County Surveyor, are contiguous to the City of Palm Desert, and are
26 approved.

SUBJECT: LAFCO 88-12-4--ANNEXATION 22 TO CITY OF PALM DESERT
PROPOSAL:
This is a proposal to annex approximately 119 acres to the City of Palm Desert
for municipal services.
INITIATED BY:
City of Palm Desert, 73-510 Fred Waring Drive, Palm Desert, California 92260.
LEGAL REQUIREMENTS:
This proposal has met all legal filing requirements. The map and legal
description were approved by the County Surveyor on March 25, 1988. The City
of Palm Desert conducted an environmental assessment which resulted in the
filing of a negative declaration.
POPULATION:
The applicant estimates the population within the proposed annexation
boundaries is 400. The Registrar of Voters reports there are 176 registered
voters within the affected area.
LAND USE:
The Open Space and Conservation Map of the Riverside County Comprehensive
General Plan identifies the property as "Areas Not Designated As Open Space."
The Land Use Element of the General Plan shows the property to be located
within the Upper Coachella Valley Planning Area. Additionally, the property
is within the Western Coachella Valley Community Plan area, and is subject to
the categorical land use designations therein. The northern 40 acres of the

subject property is designated as M ( Industrial/Manufacturing) land uses. The
existing zoning is M-SC (Manufacturing-Service Commercial) , and the City of
Palm Desert' s prezoning is SI (Service-Industrial ) . The eastern 16 acre
portion of the property is designated 2A-MF (Residential, Multi-family) . The
existing zoning is R-2-4000 (Multiple Family Dwelling, Minimum Lot Size of
4,000 square feet) . The prezoning is R-3 (Multiple Family Dwellings) . The
remaining 63 acres of the property is designated as Category 2B (Urban
Residential ) . The existing zoning is a mixture of R-1 (One Family Dwellings),
R-1-8,000 (One Family Dwelling, Minimum Lot Size of 8,000 square feet) , and
R-2-4,000 (Multiple Family Dwellings, Minimum Lot Size of 4,000 square feet) .
The City' s prezoning is R-1 (One Family Dwellings) . The County Planning
Department finds the proposed annexation to be consistent with the County
Comprehensive General Plan.
The Environmental Resources and Hazards Element identifies the property as not
being subject to any significant environmental hazards. The northeast portion
of the property lies within Groundshaking Zone IVC, with the southwestern
portion in Zone IIIC. The proposed land uses are designated as "Generally
Suitable" for these seismic/geologic conditions. The property is within an
area known for the existence of archeological artifacts; the probable
existence level for the area is designated as "low."
MARKET VALUE:
The County Assessor reports the total 1987-88 land value is $7,600,673 and
structure value is $21 ,686, 179 for a total market value of $29,346,852.
COMMENTS:
The proposed annexation encompasses approximately 119 acres and is generally
located north of the Whitewater Channel, south of 42nd Avenue, west of Cook
Street and east of the City limits of Palm Desert. The affected territory is
inhabited, contiguous to the City of Palm Desert and consistent with the
City's sphere of influence. The area contains 291 parcels of land and is
substantially developed with industrial and mixed residential land uses.
The City of Palm Desert gives the following reasons for initiating the
proposed annexation:
1 . The proposed territory to be annexed is adjacent to and substantially
surrounded by the City of Palm Desert, and, therefore, represents a
logical expansion of the City' s boundary.
2. The area is predominately urban in character and requires a higher
level of urban services than are currently offered by the County of
Riverside. The City of Palm Desert can provide these services.
Additionally, the City of Palm Desert indicates the proposal is supported by a
group of residents within the area who wish to be represented by, and to fully
participate in, the local political process. Written documentation in support
of the proposed annexation has been submitted by 21 percent of the registered

voters within the affected territory.
The City of Palm Desert has prezoned the property and as previously mentioned,
the City's prezoning designations are consistent with the County's
Comprehensive General Plan.
FISCAL IMPACTS:
The County Auditor-Controller reports the total property taxes generated
within the affected area are $293,468. At present, the County's share of the
property tax is approximately 28.92 percent or $84,871 . In accordance with
the negotiated property tax split agreement between the County of Riverside
and the City of Palm Desert, the City would receive 25 percent of the County' s
share or approximately $21 ,376. The remainder of the taxes generated will
continue to be divided among the other affected agencies including: County
Free Library, Desert Sands Unified School District, Coachella Valley Water
District and Coachella Valley Recreation and Park District just to name a few.
It should be pointed out that approval of this annexation would also result in
a corresponding exchange in service responsibility. For example, the County
would no longer be responsible for providing a number of services, including,
but not limited to: police and fire protection (unless by contract) , planning
and land use regulations, street cleaning and maintenance and building
inspection. However, certain countywide services such as health, general
hospital, social services and justice systems would continue to be the
responsibility of the County. To provide for these on-going services, the
County would retain approximately $63,495 of the property tax generated within
the affected area.
PLAN FOR THE PROVISION OF MUNICIPAL SERVICES:
To support its application, the City of Palm Desert has submitted a Plan for
the Provision of Municipal Services. Following are excerpts from that Plan:
- Water and Sewer: Portions of the area are presently being provided with
water and sewer services from the Coachella Valley Water District
(CVWD) . The District currently has water and sewer lines located along
Cook Street which forms the eastern boundary of the annexation. If
necessary, CVWD could provide additional service through line extensions
from existing facilities. In addition, CVWD' s sewage treatment plant is
located east of Cook Street immediately adjacent to the proposed
annexation.
- Police Protection: If annexed, the City of Palm Desert would provide
police protection services under contract with the Riverside County
Sheriff' s Department. Existing manpower and equipment include four
cars, 20 officers and a full-time crime prevention officer. The City
estimates emergency response time to the annexation site would be 3-5
minutes.
- Fire Protection: If annexed, the City of Palm Desert would provide fire

protection services under contract with the Riverside County Fire
Department. The area is within a 5-minute response zone of both the
Portola and Indian Wells fire stations. Manpower and equipment include
54 full-time personnel , 15 volunteers, 4 pumpers, 2 rescue squads, 2
rescue-salvage vehicles and 2 paramedic units.
SUMMARY:
- The proposed annexation is contiguous to the City of Palm desert and
consistent with the City's sphere of influence.
- The area is legally defined as inhabited, as there are 176 registered
voters within the proposed boundaries.
- Written documentation in support of the annexation has been submitted by
21 percent of the registered voters within the affected territory.
- The City of Palm Desert has prezoned the site S-I (Service-Industrial) ,
R-1 (Single-family Residential ) and R-3 (Multi-Family Residential) which
is consistent with the County's Comprehensive General Plan.
- The City of Palm Desert is willing and able to extend municipal services
as required.
- The proposed annexation is a logical extension of the City' s boundaries.
RECOMMENDATIONS:
Based upon the factors outlined above, IT IS RECOMMENDED that the Commission:
1 . Certify it has reviewed and considered the City of Palm Desert' s
environmental assessment which resulted in the filing of a negative
declaration;
2. Find the annexation is inhabited;
3. Find the annexation is consistent with the City of Palm Desert' s sphere of
influence and the spheres of all affected local agencies;
4. Approve LAFCO 88-12-4--Annexation 22 to City of Palm Desert; and,
5. Designate the City of Palm Desert as Conducting Authority.

A negative declaration of environmental impact and preannexation zoning of
approximately 119 acres directly adjacent to the City of Palm Desert's eastern
boundary, west of Cook Street between the Whitewater Storm Channel and 42nd
Avenue. City of Palm Desert zoning shall be consistent with the existing
County of Riverside zoning and will include service industrial (S. I . ) for
the northerly 40 acre existing industrial park, multi-family residential R-3
4,000 (one unit per 4000 square feet of lot area) for properties east of
Clifford and Christian Streets and R-1 single family for the existing single

I . DESCRIPTION OF SERVICES
The area proposed to be annexed is substantially developed and is
currently served by the Southern California Edison Electric Company,
Southern California Gas Company, General Telephone Company, Palmer
Cable Vision, Coachella Valley Water District and the Coachella Valley
Recreation and Park District. The provisions of these utilities will not
be impacted by the proposed annexation. Services provided directly by
the City of Palm Desert would be in land use planning, building and
safety. building code review and inspections, public works - street
cleaning maintenance and repair, abatement of public nuisances and
general code enforcement. By contract. the city provides for trash
disposal with Palm Desert Disposal and police, fire and paramedic service
with the County of Riverside through the Tri-Cities District.
Ii . LEVEL OF SERVICE
Current utility service would be maintained and improved as demands
requires by the various utility companies and special districts. Land
use planning, building and safety review and inspection and general code
enforcement would be provided on the basis of need.
Police Services: The City of Palm Desert provides. under contract with
Riverside County Sheriffs Department. four cars and 20 officers per 24
hour period in addition to a full-time crime prevention officer at city
hall . On a daily basis 112 hours of police services are provided.

Department. 54 full-time personnel . 15 volunteers. 4 pumpers. 2 rescue

Fire Department stations in Bermuda Dunes and Rancho Mirage. Mutual aid
agreement with City of Indio.
Fire Insurance Classification: source of rating: Robinson's Rating
Service. 4 to 6. Adjacent unincorporated area. 6 to 9.
The area is within the five minute response zone of both the Portola and
Indian Wells fire stations. Backup would be provided by the Town Center.
Rancho Mirage. Bermuda Dunes and Thousand Palms stations. Paramedic
ambulance service would be provided by the Indian Wells fire station.
Ill . TIMING OF SERVICE EXTENSIONS
Citv services would be available immediately in the areas of planning.
building and General code enforcement, road maintenance and repair,
Police, fire and paramedic. The extension of new utilities ( le: sewers)
and road redesign ( le: curb, autters and storm drains) would be timed
according to the needs and desires of the residents and property owners
in the area.
IV. FINANCING
Generalized city services for the area would be financed through property
taxes and state subventions tied to increased population. The expanded
level of police, fire and paramedic services would be financed through
the special fire tax of $48/year for a single family unit. $36/apartment
unit and approximately $40/year for a typical 5,000 square foot Industrial
building. New units would be required to pay a $100 fire facility fee.
The city in general has experienced a substantial increase in sales tax
and hotel occupancy tax revenues which will provide increasing_ levels for
existing and new services to Palm Desert residents.
To make the annexation a more logical expansion of the city's boundary.
the 40 acre industrial park directly north of the residential area has
been added to the proposal creating a total of 119 acres.

1 . DESCRIPTION OF SERVICES
The area proposed to be annexed is substantially developed and is
currently served by the Southern California Edison Electric Company.
Southern California Gas Company, General Telephone Company. Palmer
Cable Vision. Coachella Valley Water District and the Coachella Valley
Recreation and Park District. The provisions of these utilities will not
be impacted by the proposed annexation. Services provided directly by .
the City of Palm Desert would be in land use planning, building and
safety. building code review and inspections, public works - street
cleaning maintenance and repair, abatement of public nuisances and
general code enforcement. By contract. the city provides for trash
disposal with Palm Desert Disposal and police. fire and paramedic service
with the County of Riverside throuah the Tri-Cities District.
11 . LEVEL OF SERVICE
Current utility service would be maintained and improved as demands
requires by the various utility companies and special districts. Land
use planning, building and safety review and inspection and general code
enforcement would be provided on the basis of need.
Police Services: The City of Palm Desert provides, under contract with
Riverside County Sheriffs Department. four cars and 20 officers Per 24
hour Period In addition to a- full-time crime prevention officer at city
hall . On a daily basis 112 hours of police services are provided.
See attached memo from Lieutenant Bowser for more details.

ANNEXATION NO. 22
Fire Services: Fire protection is provided by Riverside County Fire
Department. 54 full-time personnel . 15 volunteers. 4 pumpers. 2 rescue
squads. 2 rescue-salvage, 2 paramedic units. Back-up coverage by County
Fire Department stations in Bermuda Dunes and Rancho Mirage. Mutual aid
agreement with City of Indio.
Fire Insurance Classification: source of rating: Robinson's Rating
Service. 4 to 6. Adjacent unincorporated area. 6 to 9.
The area is within the five minute response zone of both the Portola and
Indian Wells fire stations. Backup would be provided by the Town Center,
Rancho Mirage. Bermuda Dunes and Thousand Palms stations. Paramedic
ambulance service would be provided by the Indian Wells fire station.
111 . TIMING OF SERVICE EXTENSIONS
City services would be available immediately in the areas of planning,
building and general code enforcement, road maintenance and repair.
Police. fire and Paramedic. The extension of new utilities ( ie: sewers)
and road redesign ( ie: curb, gutters and storm drains) would be timed
according to the needs and desires of the residents and property owners
in the area.
IV. FINANCING
Generalized city services for the area would be financed through property
taxes and state subventions tied to increased population. The expanded
level of Police. fire and Paramedic services would be financed through
the special fire tax of $48/year for a single family unit, $36/apartment
unit and approximately $40/year for a tvoical 5.000 square foot industrial
building. New units would be required to Pay a $100 fire facility fee.
The city in general has experienced a substantial increase in sales tax
and hotel occupancy tax revenues which will Provide increasing level's for
existing and new services to Palm Desert residents.
To make the annexation a more logical expansion of the city's boundary,

A group of residents and property owners in your area (see attached map) have
submitted petitions requesting annexation to the City of Palm Desert.
Presently the area on the west side of Cook Street between the Whitewater
Channel and 42nd Avenue is unincorporated Riverside County territory with
governmental services originating from Indio or Riverside. Although your
neighborhood is profoundly influenced by decisions made by the City of Palm
Desert, your unincorporated status prevents you from participating in local
elections or representation on the Palm Desert City Council . As citizens of
Palm Desert, permanent residents would be able to vote for city council
members, local initiatives and referendums, run for local office yourself or
serve on various appointed commissions and committees. Non-resident property
and business owners, although not eligible to vote in Palm Desert elections,
have historically been afforded open access and responsive representation by
city officials. Since incorporation the city has consistently pursued policies
In consultation with business and property owners to protect and enhance
property values and promote a prosperous business environment.
in addition to gaining a voice in local affairs, becoming part of Palm Desert
will result in expanded urban level police and fire services and free paramedic
and ambulance services. These additional services are financed by a special
tax of $48 per year for each single family residence and $36 per apartment
unit. Commercial buildings are assessed according to their fire rating and
range between $30 and $70 per year for a 5,000 square foot structure. Since
Palm Desert does not have a property tax there would be no increase over what
you currently pay to the county.
The first step in the process is the designation of specific land uses and
zoning for the area. We are proposing that the uses permitted under the
county shall be maintained. Uses currently legal under county zoning would
remain legal under city zoning.
The City of Palm Desert is looking forward to welcoming you into our city. We
feel the advantages to all concerned are substantial .
