This is a request under the Public Records Act ,
California Government Code Section 6250 , gt sea. ("Act") ,
to inspect and copy certain documents prepared , owned , used
or retained by the City of Palm Desert ("City") . These
requests generally relate to the Altamira Country Club
project and the Draft Environmental Impact Report -
Altamira Country Club Project (SCH #91012061) (the "Draft
EIR") and the property described in that Draft EIR to be
developed into a proposed golf course and residential
project (the "Property" .)
The categories of documents I request are as
follows:
1 . All documents relating to Pacific Southwest
Biological Services , one of the City's consultants for the
Draft EIR. This request includes , without limitation , all
studies , memoranda, letters , notes , data compilations ,
minutes of meetings and surveys , whether created by
Pacific Southwest, the City or some third party, except for
the Report of Biological Investigation and Assessment of
Biological Impacts , etc . appearing as Appendix J to the
Draft EIR.
2 . All documents reflecting or relating to all
land use regulations , entitlements or similar measures that
have been applicable to or proposed for all or any portions
of the Property from 1980 to the present . Such documents
include , without limitation , all zoning regulations ,
specific plans , subdivision maps , and redevelopment plans ,
and explicitly includes all documents reflecting or
relating to the Bella Vista Specific Plan .

OF PALM DESERT, CALIFORNIA, ANNEXING CERTAIN

CONTIGUOUS TERRITORY TO SAID CITY UNDER THE
PROVISIONS OF THE MUNICIPAL ORGANIZATION ACT
OF 1977, WHICH PROCEEDINGS ARE DESIGNATED AS
ANNEXATION NO. 17, LAFCO NO. 83-90-4.
WHEREAS, on October 27, 1983, the City Council did adopt Resolution No. 83_112,
initiating annexation proceedings for Annexation No. 17; and
WHEREAS, the Local Agency Formation Commission held a public hearing relative
to Annexation No. 17 on February 23, 1984, and aproved said annexation with the
determination that the City Council of the City of Palm Desert be authorized to proceed
as the conducting authority; and .
WHEREAS, a duly noticed public hearing was held by the City Council at its
regularly scheduled meeting of April 26, 1984, at which time all persons desiring to be
heard did give input and no written protests were filed by any owners of land and
improvements within the territory to be annexed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
I. That the territory described in Exhibits "A" and "B" attached hereto and made
a part hereof by reference, be and the same is hereby, by this resolution annexed to the
City of Palm Desert.
2. That the city clerk is hereby instructed and directed to transmit seven (7)
certified copies of this resolution to LAFCO along with any other required submittals.

The land referred to In this report Is situated in the County of Riverside,
State of California, and Is described as follows:
Beginning at the Northeast corner of Section 6, Township 6 South, Range 6
East,San Bernardino Merldian;
Thence South along the East line of said Section 6 to the East quarter
corner thereof;
Thence West along the East-West center of Section line to a point of
intersection with the centerline of State Highway_74;

AMOUNT OF PROPERTY TAX REVENUE TO BE EXCHANGED
j BETWEEN THE COUNTY OF RIVERSIDE AND THE CITY
M OF PALM DESERT RELATING TO ANNEXATIONS TO THE
ei CITY OF PALM DESERT,. CLAIFORNIA.
BE IT RESOLVED by the City Council of the City of Palm
Desert in regular session assembled on this 24th day of Sept.
1981, that:
1. The County of Riverside and the City of Palm Desert
are the agencies whose area or responsibility for service
would be affected by annexations to the City of Palm Desert.
2. Representatives of each of the affected agencies have
met and negotiated an exchange of property tax revenue as follows,
to become effective for tax purposes beginning July 1, 1981,
for all areas annexed to the City until such time as this
resolution is rescinded or superceded.
A. The City of Palm Desert shall assume responsibility
for all general municipal services to areas annexed as are
required by law or presently provided throughout the City, and
for such service, the City shall receive 25% of that portion
of the property tax revenue generated within territories annexed
under the ad valorem tax rate established by Article XIII A of
the Constitution of the State of California, that represents
the County of Riverside's share of such property tax revenue.
B. The County Auditor shall upon annexation by the City
convert the above-established percentage figure into actual
dollar figures and thereafter allocate to the City such property
( tax revenue in accord with the provisions of Section 95 et. seq..
of the Revenue and Taxation Code.
3. The City Council of the City of Palm Desert does hereby
agree to the above-recited exchange of property tax revenue.
4. The Clerk shall transmit a certified copy of this
resolution to each affected agency and to the Executive Office
of the Local Agency Formation C6nmission and to the Auditor of
the County of Riverside pursuant to Section 99 of the Revenue
and Taxation Code.

ARE DISIGNATED AS ANNEXATION NO. 17, LAFCO NO.

WHEREAS, on October 277 1983, the City Council did adopt Resolution No. 83-112,
instructing the city clerk to file an application with the Local Agency Formation
Commission for Annexation No. 17, and thereby initiate preliminary proceedings;and
WHEREAS, the distinctive short form designation of the proposed annexation is
LAFCO NO. 83-90-4, Annexation No. 17 to the City of Palm Desert; and
WHEREAS, Annexation No. 17 comprises approximately 238 acres generally located
east of the Palms to Pines Highway (also known as Highway 74) and south of the existing
city limits, or more particularly described as Exhibits "A"and "B"attached hereto;and
WHEREAS, LAFCO determined that the territory to be annexed is uninhabited,
there being fewer than 12 registered voters residing therein;and
WHEREAS, the proposed annexation would be a logical expansion of the city
boundaries, is consistent with the Municipal Organization Act which encourages limiting
the number of annexatons to those areas considered logical growth areas and is of
satisfactory size to provide municipal services without adversely affecting the rest of the
•;�c community; and
WHEREAS, the LAFCO resolution of approval provides that the annexation shall be o
subject to the terms and conditions which are presently imposed on similar annexations to
the City of Palm Desert and the provisions of Government Code Section 35200 et seq.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That a noticed public hearing on the proposed annexation be scheduled for
April 26, 1984, at 7:00 P.M. in the Civic Center Council Chamber located at 73-510 Fred
Waring Drive, Palm Desert.
2. Any owner of land within the territory may file a written protest against the
annexation with the Clerk of the City at any time prior to the conclusion of the hearing
scheduled in section 1 above.

SUBJECT: LAFCO N83-90-4--Annexation #17 to City of Palm Desert
PROPOSAL:
This is a proposal to annex approximately 258 acres to the City of Palm Desert
for municipal services.
INITIATED BY:
City of Palm Desert, 45-275 Prickly Pear Lane, Palm Desert, California 92260.
LEGAL REQUIREMENTS:
This proposal has met all requirements of the law. The map and legal were approved
by the County Surveyor on February 1, 1984. The City of Palm Desert filed a
Negative Declaration on December 7, 1983. No appeals have been filed.
POPULATION:
There are no registered voters in the area proposed for annexation.
LAND USE:
Current zoning in the area is R-1 (Single-family Residential ) . The City has pre-
- its per acre and HPR D Hillside
zoned the area PR-5 (Planned Residential 5 units p ) , (Hillside
Planned Residential , Drainage Way Overlay) . Some of the proposed uses within the
area requested for annexation would be inconsistent with the County General Plan.
MARKET VALUATION:
The full 1983 land value is $2,347,032. There are no structures.

COMMENTS:
The City of Palm Desert proposes an unhabited annexation of approximately 258 acres
generally located east of the Pines to Palms Highway and south of the existing
City limits .
The City is presently working with a major property owner who intends to develop
approximately 464 condominium units on 103 acres and a 500-unit hotel and golf
course on 122 acres of the site. Owners of the remaining 33 acres of land have no
current plans for development.
ENVIRONMENTAL:
The City filed a Negative Declaration. Given the projected population growth in
the City, the County Planning Department has no objection to this annexation
proposal .
SERVICES:
The City has submitted a Plan for the Provision of Municipal Services . Being a
contract city, Palm Desert relies on many other agencies to provide certain
services . Police and fire protection for the area will be provided through contract
with the County of Riverside. Sewer and water are provided to the area by the
Coachella Valley Water District.
The services provided directly by the City would be planning and building, public
works, administration, code enforcement services, and parks . Park needs in the
area to be annexed will partially be fulfilled by on-site recreational amenities.
In addition, land dedication and in-lieu fees will be collected as development
occurs for the implementation of the recreation element on the Palm Desert General
Plan.
PROPERTY OWNERS' DESIRES:
The City has filed for annexation on behalf of a major property owner in the area.
Other property owners were notified of the proposed annexation. In response, four
of the six property owners have responded with concurrence on the annexation. No
opposition has surfaced to date.
If the Commission does not have documentary evidence of 100 percent property owners '
consent, the law requires the conducting authority to advertise and hold a public
hearing.
SUMMARY:
- Given the proposed development, it appears the area will soon be in
need of a higher level of municipal services;
- The proposed annexation seems to be a logical and orderly extension
of the City's boundaries;

- The area proposed for annexation is within the City's present sphere
of influence;
- The City is acting on behalf of a major landowner in the area; and
- The majority of the other landowners have concurred with the annexation
and no opposition is apparent.
RECOMMENDATIONS:
It is recommended that the Commission:
1. Certify it has reviewed the City's Environmental Assessment on the t
proposed annexation;
2. Approve Annexation #17 to the City of Palm Desert; and
3. Designate the City of Palm Desert as Conducting Authority.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, ANNEXING CERTAIN
r1 CONTIGUOUS TERRITORY TO SAID CITY UNDER THE
PROVISIONS OF THE MUNICIPAL ORGANIZATION ACT
OF 1977, WHICH PROCEEDINGS ARE DESIGNATED AS
ANNEXATION NO. 17, LAFCO NO. 83-90-4.
I
WHEREAS, on October 27, 1983, the City Council did adopt Resolution No. 83-112,
initiating annexation proceedings for Annexation No. 17; and
WHEREAS, the Local Agency Formation Commission held a public hearing relative
to Annexation No. 17 on February 23, 1984, and aproved said annexation with the
determination that the City Council of the City of Palm Desert be authorized to proceed
as the conducting authority; and .
WHEREAS, a duly noticed public hearing was held by the City Council at its
regularly scheduled meeting of April 26, 1984, at which time all persons desiring to be
heard did give input and no written protests were filed by any owners of land and
improvements within the territory to be annexed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That the territory described in Exhibits "A" and "B" attached hereto and made
a part hereof by reference, be and the same is hereby, by this resolution annexed to the
' City of Palm Desert.
2. That the city clerk is hereby instructed and directed to transmit seven (7)
( certified copies of this resolution to LAFCO along with any other required submittals.

AMOUNT OF PROPERTY TAX REVENUE TO BE EXCHANGED
BETWEEN THE COUNTY OF RIVERSIDE AND THE CITY
OF PALM DESERT RELATING TO ANNEXATIONS TO THE
CITY OF PALM DESERT, , CLAIFORNIA.
BE IT RESOLVED by the City Council of the City of Palm
Desert in regular session assembled on this 24th day of Sept . ,
1981, that:
1 . The County of Riverside and the City of Palm Desert
are the agencies whose area or responsibility for service
would be affected by annexations to the City of Palm Desert.
2. Representatives of each of the affected agencies have
met and negotiated an exchange of property tax revenue as follows ,
to become effective for tax purposes beginning July 1 , 1981,
for all areas annexed to the City until such time as this
resolution is rescinded or superceded.
A. The City of Palm Desert shall assume responsibility
for all general municipal services to areas annexed as are
required by law or presently provided throughout the City, and
for such service, the City shall receive 25% of that portion
of the property tax revenue generated within territories annexed
under the ad valorem tax rate established by Article XIII A of
the Constitution of the State of California, that represents
the County of Riverside' s share of such property tax revenue.
B. The County Auditor shall upon annexation by the City
convert the above-established percentage figure into actual
dollar figures and thereafter allocate to the City such property
tax revenue in accord with the provisions of Section 95 et, seq. .
of the Revenue and Taxation Code.
3 . The City Council of the City of Palm Desert does hereby
agree to the above-recited exchange of property tax revenue,

PROCEEDINGS AND SET A HEARING DATE TO ANNEX
CERTAIN CONTIGUOUS TERRITORY TO SAID CITY
UNDER THE PROVISIONS OF THE MUNICIPAL

ARE DISIGNATED AS ANNEXATION NO. 17, _LAFCO NO.

WHEREAS, on October 272 1983, the City Council did adopt Resolution No. 83-112,
instructing the city clerk to file an application with the Local Agency Formation
Commission for Annexation No. 17, and thereby initiate preliminary proceedings; and
WHEREAS, the distinctive short form designation of the proposed annexation is
LAFCO NO. 83-90-4, Annexation No. 17 to the City of Palm Desert; and
WHEREAS, Annexation No. 17 comprises approximately 258 acres generally located
east of the Palms to Pines Highway (also known as Highway 74) and south of the existing
city limits, or more particularly described as Exhibits "A" and "B" attached hereto; and
WHEREAS, LAFCO determined that the territory to be annexed is uninhabited,
there being fewer than 12 registered voters residing therein; and
WHEREAS, the proposed annexation would be a logical expansion of the city
boundaries, is consistent with the Municipal Organization Act which encourages limiting
the number of annexatons to those areas considered logical growth areas and is of
satisfactory size to provide municipal services without adversely affecting the rest of the
community; and
WHEREAS, the LAFCO resolution of approval provides that the annexation shall be
subject to the terms and conditions which are presently imposed on similar annexations to
the City of Palm Desert and the provisions of Government Code Section 35200 et se .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That a noticed public hearing on the proposed annexation be scheduled for
April 26, 1984, at 7:00 P.M. in the Civic Center Council Chamber located at 73-510 Fred
Waring Drive, Palm Desert.
2. Any owner of land within the territory may file a written protest against the
annexation with the Clerk of the City at any time prior to the conclusion of the hearing
scheduled in section 1 above.

6 BE IT RESOLVED by the Board of Supervisrs of the County

9 1. The County of Riverside and the City of Palm Desert
101 are the agencies whose area or responsibility for service would be
11 affected by annexations to the City of Palm Desert.
12 2 . Representatives of each of the affected agencies have
13 met and negotiated an exchange of property tax revenue to become
14 effective for tax purposes beginning July 1, 1981, for all areas .
151annexed to the City until such time as this Resolution is rescinded
16 or superseded, as follows:
17 a. The City of Palm Desert shall assume the responsi
18 bility for all general municipal services to areas annexe
19 as are required by law or presently provided throughout
20 the. City, and for such service shall receive 25% of that
21 portion of the property tax revenue generated within
22 territories annexed under the ad valorem tax rate estab-
23 lished by Article XIII A of the Constitution of the State
24 of California, that represents the County of Riverside' s
25 share of such property tax revenue.
26 b. The County Auditor shall upon annexation by the
27 City convert the above-established percentage figure into
28 actual dollar figures and thereafter allocate to the City

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, INITIATING
PROCEEDINGS AND SET A HEARING DATE TO ANNEX
CERTAIN CONTIGUOUS TERRITORY TO SAID CITY
UNDER THE PROVISIONS OF THE MUNICIPAL
ORGANIZATION ACT OF 19779 WHICH PROCEEDINGS
ARE DISIGNATED AS ANNEXATION NO. 17, LAFCO NO.
83-90-4.
WHEREAS, on October 27, 1983, the City Council did adopt Resolution No. 83-112,
instructing the city clerk to file an application with the Local Agency Formation
Commission for Annexation No.17, and thereby initiate preliminary proceedings; and
WHEREAS, the distinctive short form designation of the proposed annexation is
LAFCO NO. 83-90-4, Annexation No. 17 to the City of Palm Desert; and
WHEREAS, Annexation No. 17 comprises approximately 258 acres generally located
east of the Palms to Pines Highway (also known as Highway 74) and south of the existing
city limits, or more particularly described as Exhibits "A" and 'B" attached hereto; and
WHEREAS, LAFCO determined that the territory to be annexed is uninhabited,
there being fewer than 12 registered voters residing therein; and
WHEREAS, the proposed annexation would be a logical expansion of the city
boundaries, is consistent with the Municipal Organization Act which encourages limiting
the number of annexatons to those areas considered logical growth areas and is of
satisfactory size to provide municipal services without adversely affecting the rest of the
community; and
WHEREAS, the LAFCO resolution of approval provides that the'annexation shall be
subject to the terms and conditions which are presently imposed on similar annexations to
the City of Palm Desert and the provisions of Government Code Section 35200 et M.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That a noticed public hearing on the proposed annexation be scheduled for
April 26, 1984, at 7:00 P.M. in the Civic Center Council Chamber located at 73-510 Fred
Waring Drive, Palm Desert.
2. Any owner of land within the territory may file a written protest against the
annexation with the Clerk of the City at any time prior to the conclusion of the hearing
scheduled in section I above.
PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert City
Council, held on this 22nd day of March, 1984, by the following vote, to wit:

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of
the City of Palm Desert, California, to consider annexing approximately 258 acres
generally located east of the Palms to Pines Highway (also known as Highway 74) and
south of the existing city limits as shown on the attached exhibit. Preliminary
proceedings for said annexation were initiated by resolution of the city council.
The reasons for the proposed annexation are that it would be a logical expansion of the
city boundaries; it is consistent with the Municipal Organization Act which encourages
limiting the number of annexations to those areas considered logical growth areas; and it

hearing February 23, 1984, and approved of the proposed annexation and aPpointed

required legal notices were mailed to owners of property within the -territory to be
annexed. April 6, 1984, the legal notice was published in the: Desert Post. This will.
be the fourth and final public hearing unless council decides to continue the

Municipal Organization Act Section 35229, copy attached, delineates action to he

This is a proposal to annex approximately 258 acres to the City of Palm Desert
for municipal services.
. INITIATED BY:
City of Palm Desert, 45-275 Prickly Pear Lane, Palm Desert, California 92260.
LEGAL REQUIREMENTS:
This proposal has met all requirements of the law. The map and legal were approved
by the County Surveyor on February 1, 1984. The City of Palm Desert filed a
Negative Declaration on December 7, 1983. No appeals have been filed.
POPULATION:
There are no registered voters in the area proposed for annexation.
LAND USE:
Current zoning in the area is R-1 (Single-family Residential ) . The City has pre-
zoned the area PR-5 (Planned Residential-5 units per acre) , and HPR,D (Hillside
Planned Residential , Drainage Way Overlay) . Some of the proposed uses within the
area requested for annexation would be inconsistent with the County General Plan.
MARKET VALUATION:
The full 1983 land value is $2,347,032. There are no structures.

COMMENTS:
The City of Palm Desert proposes an unhabited annexation of approximately 258 acres
generally located east of the Pines to Palms Highway and south of the existing
City limits.
The City is presently working with a major property owner who intends to develop
approximately 464 condominium units on 103 acres and a 500-unit hotel and golf
course on 122 acres of the site. Owners of the remaining 33 acres of land have no
current plans for development.
ENVIRONMENTAL:
The City filed a Negative Declaration. Given the projected population growth in
the City, the County Planning Department has no objection to this annexation
proposal .
SERVICES:
The City has submitted a Plan for the Provision of Municipal Services. Being a
contract city, Palm Desert relies on many other agencies to provide certain
services. Police and fire protection for the area will be provided through contract
with the County of Riverside. Sewer and water are provided to the area by the
Coachella Valley Water District.
The services provided directly by the City would be planning and building, public
works, administration, code enforcement services, and parks. Park needs in the
area to be annexed will partially be fulfilled by on-site recreational amenities.
In addition, land dedication and in-lieu fees will be collected as development
occurs for the implementation of the recreation element on the Palm Desert General
Plan.
PROPERTY OWNERS' DESIRES:
The City has filed for annexation on behalf of a major property owner in the area.
Other property owners were notified of the proposed annexation. In response, four
of the six property owners have responded with concurrence on the annexation. No
opposition has surfaced to date.
If the Commission does not have documentary evidence of 100 percent property owners '
consent, the law requires the conducting authority to advertise and hold a public
hearing.
SUMMARY:
- Given the proposed development, it appears the area will soon be in
need of a higher level of municipal services;
- The proposed annexation seems to be a logical and orderly extension
of the City's boundaries;

- The area proposed for annexation is within the City 's present sphere
of influence;
- The City is acting on behalf of a major landowner in the area; and
- The majority of. the other landowners have concurred with the annexation
and no opposition is apparent.
RECOMMENDATIONS:
It is recommended that the Commission:
1. Certify it has reviewed the City's Environmental Assessment on the
proposed annexation;
2. Approve Annexation #17 to the City of Palm Desert; and
3. Designate the City of Palm Desert as Conducting Authority.

OF PALM DESERT, CALIFORNIA, MAKING
APPLICATION TO THE LOCAL AGENCY FORMATION
COMMISSION FOR A CHANGE OF ORGANIZATION
KNOWN AS, "PALM DESERT ANNEXATION NO. 1711,
PURSUANT TO SECTION 35140 OF THE STATE
GOVERNMENT CODE.
WHEREAS, the California Environmental Quality Act has been complied with,
pursuant to City Council Resolution No. 80-89, in that all responsible agencies have been
contacted and a negative declaration has been prepared; and
WHEREAS, the City Council has determined that the proposed change of
organization is appropriate for the following reasons:
1. The request is a logical expansion of the city boundaries.
2. The proposed annexation is consistent with the Municipal
Organization Act which encourages limiting the number of

I. INTRODUCTION:
Pursuant to Section 35102 of the State Government Code, the city is required to file
with any new annexations, effective January 1, 1978, a plan outlining the method by
which services will be provided in the area to be annexed. This report represents the
required plan for services for proposed Annexation No. 17. The City of Palm Desert,
being a contract city, must rely on many other agencies to provide for services both
in the community and areas subsequently annexed. In addition, many services
d as are provided without regard to

city limit lines; therefore, the area proposed to be annexed is presently served or has
the capability of being served by many of these agencies. The fact is substantiated by
the letters received from responsible agencies as a part of the environmental review
process and in conjunction with preannexation zoning considerations.
The major emphasis of this report is to address those services provided directly by
the city either through city staff or direct contract with the city by other agencies.
In addition, wherever possible this report will address the methods by which other
service agencies would provide needed facilities in the area.
II. DESCRIPTION.OF SERVICES:
The utilities which would be extended into the area proposed to be annexed would be
as part of actual development and they would consist of the services of the Coachella
Valley County Water District in the area of water and sewer, Southern California
Edison Company in the area of electricity, Southern California Gas Company in the
area of gas, General Telephone Company in the area of telephone and Able Cable in
the area of cable television. The services provided by this city directly would be in
planning and building, public works, parks, administration and .code enforcement
services. By contract the city would also provide for trash disposal, police and fire
services. Public transportation would be provided by the Sunline Agency.
Major road improvements will involve the development of Highway 74 abutting the
area to its ultimate 50 foot half cross-section.
Public park needs in the area to be annexed will partially be fulfilled by on-site
recreational amenities. In addition, land dedication and in-lieu fees will be collected
as development occurs for the implementation of the recreation element of the Palm
Desert General Plan.
III. LEVEL OF SERVICE:
The level and range of services provided would include sufficient sized water and
sewer, gas and electrical facilities to service development proposed for the area.
Planning and building, public works and code enforcement services as provided by the
city directly would be on the basis of need.
The area is within the five minute response zone of the Mesa View Fire Station,
backup would be provided by the new El Paseo/Town Center Station, Rancho Mirage,
Indian Wells, Bermuda Dunes and Thousand Palms Stations.
Paramedic ambulance services would be provided by the Indian Wells Fire Station.
The present Riverside County Sheriff contracts 60 hours per day citywide patrols
which will be expanded as needs require.

IV. TIMING FOR SERVICE EXTENSIONS:
Basic utility services would occur as a part of development. The city has on file
letters from the various utility companies assuring us that these services would be
available. The city services would be available immediately in the area of planning,
building and code enforcement, public works, police and fire. Road improvements
would occur as a part of new development. Parks would be built as development
occurs through dedication and collection of in-lieu fees.
V. REQUIREMENTS OF NEW DEVELOPMENT AND FINANCING:
New development would be required to extend roads around the area and to provide
for needed municipal facilities through the city's subdivision ordinance. A fire
facilities fee of $100.00 per residential unit and $100.00 per 1,000 square feet of
commercial space will be used to finance the necessary fire facilities.
The provision of planning and building services would be provided through the fees
generated from new development..Ongoing maintenance of roads created in the area,
would be provided on the basis of sales tax generated from commercial facilities in
the area. In summary, it is felt that development of this area would result in a
balance between needed services and the revenue to provide said services.
