Written comments concerning all items covered by this public hearing notice shall be accepted up to the date of the hearing. INTRODUCTION: Pursuant to Section 56653 of the State Government Code, the city is required to file with any new annexations a plan outlining the method by which services will be provided in the area to be annexed. This report represents the required plan for services for proposed Annexation No. 33 . The City of Palm Desert, being a contract city, must rely on many other agencies to provide for services both in the community and areas subsequently annexed. In addition, many services provided such as water and sewer, electricity and gas are provided without regard to city limit lines; therefore, the area proposed to be annexed is presently served or has the capability of being served by many of these agencies . The major emphasis of this report is to address those services provided directly by the city either through city staff or direct contact with the city by other agencies . In addition, Wherever possible this report will address the methods by which other service agencies would provide needed facilities in the area. II . DESCRIPTION OF SERVICES: Utilities have already been extended into the area proposed to be annexed and they would consist of the services of the Coachella Valley Water District for water and sewer, Southern California Edison Company, Southern California Gas Company, General Telephone Company and Continental Cable. The services provided by this city directly would be in planning and building, public works, parks, administration and code enforcement services. By contract the city would also provide for trash disposal, police and fire services. Public transportation would be provided by the Sunline Agency. PALM DESERT ANNEXATION NO. 33 III. LEVEL OF SERVICE: The level and range of services provided would include sufficient sized water, sewer, gas and electrical facilities to service the existing development and any further proposed development for the area. Planning, building, public works and code enforcement services as provided by the city directly would be on the basis of need. The area is within the five minute response zone of the Portola and Country Club fire station. Backup would be provided by the El Paseo/Town Center, Indian Wells, Rancho Mirage, Bermuda Dunes and Thousand Palms stations . Paramedic ambulance services would be provided by the Town Center Way station. The Fire Department indicates that at build out paramedics may also be dispatched from the Portola and Country Club fire station. The city presently contracts from Riverside County Sheriff Department for 171 hours per day for citywide patrols which will be expanded as needs require. IV. TIMING FOR SERVICE EXTENSIONS: Basic utility services exist adjacent to the property. The city services would be available immediately in the area of planning, building and code enforcement, public works, police and fire. Road improvements (widening of Portola Avenue and Frank Sinatra Drive have already been accomplished. V. REQUIREMENTS OF NEW DEVELOPMENT AND FINANCING: No new development is proposed but any future new development would be required to provide for needed municipal facilities through the city's development ordinances. A fire facilities fee of $100 . 00 per residential unit will be used to finance the necessary fire facilities . The provision of planning and building services would be P provided through the fees generated from new development. Ongoing maintenance of roads created in the area would be provided on the basis of sales tax generated from commercial facilities in the area. In summary, it is felt that this area developed as a golf course and auxiliary uses would result in a balance between needed services and the revenue to provide said services . The area on the south and west is developed as a mobil home tract and county club and is within the unincorporated territory of Riverside County. LAND USE: There will be no changes of land use associated with this proposal. SIGNIFICANT ISSUES: There are no significant issues associated with this proposal. The boundaries are a logical extension of the City of Palm Desert. The City of Palm Desert provides city administrative, planning, code enforcement services. Additionally fire and Police services are provided by contract. Water, sewer, electrical, natural gas, parks and recreation are provided via private utility or special district. Fiscally the annexation appears to balance cost of services and revenue to the city. DETACHMENT FROM COUNTY WASTE RESOURCES NMDWA14ENNT DISTRICT(RCWRMD)-: On March 24, 1994 the Commission approved the formation of the RCWRMD as a separate financial and legal entity, to operate and finance solid waste facilities in Riverside County, with an effective date of May 2, 1994 . As part of the Commission's action, it determined that future city annexations should also detach from RCWRbID, unless those cities have annexed into the District. This is based upon the understanding between the County and the Councils Of Governments (WRCOG and CVAG) , that annexation of the cities to RCWRMD will '-do accomplished in an organized manner to ensure appropriate representation on the governing board of the District. Therefore, staff will recommend concurrent detachment from the District. County Service Area 152 : The City of Palm Desert has annexed into County Service Area (CSA) 152 as a funding mechanism for the City's implementation of the National Pollutant Discharge Elimination System (NPDES) . The NPDES program deals with groundwater runoff and the pollutants which could be picked up by the storm water runoff. Government Code Sections 25210. 90 and 22613 provide for the automatic detachment from a CSA upon annexation by a City. As detachment would deprive the area the needed services provided by this CSA, staff recommends that detachment from CSA 152 be waived, per Government Code Section 56375 (p) . CONCLUSION: This proposal has the support of 100% of the landowners. This application has been initiated by resolution of application by the City of Palm Desert. INTRODUCTION: Pursuant to Section 56653 of the State Government Code, the city is required to file with any new annexations a plan outlining the method by which services will be provided in the area to be annexed. This report represents the required plan for services for proposed Annexation No. 33 . The City of Palm Desert, being a contract city, must rely on many other agencies to provide for services both in the community and areas subsequently annexed. In addition, many services provided such as water and sewer, electricity and gas are provided without regard to city limit lines; therefore, the area proposed to be annexed is presently served or has the capability of being served by many of these agencies. The major emphasis of this report is to address those services provided directly by the city either through city staff or direct contact with the city by other agencies . In addition, wherever. possible this report will address the methods by which other service agencies would provide needed facilities in the area. II . DESCRIPTION OF SERVICES: Utilities have already been extended into the area proposed to be annexed and they would consist of the services of the Coachella Valley Water District for water and sewer, Southern California Edison Company, Southern California Gas Company, General Telephone Company and Continental Cable. The services provided by this city directly would be in planning and building, public works, parks, administration and code enforcement services. By contract the city would also provide for trash disposal, police and fire services. Public transportation would be provided by the Sunline Agency. PALM DESERT ANNEXATION NO. 33 III. LEVEL OF SERVICE: The level and range of services provided would include sufficient sized water, sewer, gas and electrical facilities to service the existing development and any further proposed development for the area. Planning, building, public works and code enforcement services as provided by the city directly would be on the basis of need. The area is within the five minute response zone of the Portola and Country Club fire station. Backup would be provided by the El Paseo/Town Center, Indian Wells, Rancho Mirage, Bermuda Dunes and Thousand Palms stations . Paramedic ambulance services would be provided by the Town Center Way station. The Fire Department indicates that at build out paramedics may also be dispatched from the Portola and Country Club fire station. The city presently contracts from Riverside County Sheriff Department for 171 hours per day for citywide patrols which will be expanded as needs require. IV. TIMING FOR SERVICE EXTENSIONS: Basic utility services exist adjacent to the property. The city services would be available immediately in the area of planning, building and code enforcement, public works, police and fire. Road improvements (widening of Portola Avenue and Frank Sinatra Drive have already been accomplished. V. REQUIREMENTS OF NEW DEVELOPMENT AND FINANCING: No new development is proposed but any future new development would be required to provide for needed municipal facilities through the city's development ordinances . A fire facilities fee of $100.00 per residential unit will be used to finance the necessary fire facilities. The provision of planning and building services would be provided through the fees generated from new development. Ongoing maintenance of roads created in the area would be provided on the basis of sales tax generated from commercial facilities in the area. In summary, it is felt that this area developed as a golf course and auxiliary uses would result in a balance between needed services and the revenue to provide said services . INTRODUCTION: Pursuant to Section 56653 of the State Government Code, the city is required to file with any new annexations a plan outlining the method by which services will be provided in the area to be annexed. This report represents the required plan for services for proposed Annexation No. 33 . The City of Palm Desert, being a contract city, must rely on many other agencies to provide for services both in the community and areas subsequently annexed. In addition, many services provided such as water and sewer, electricity and gas are provided without regard to city limit lines; therefore, the area proposed to be annexed is presently served or has the capability of being served by many of these agencies . The major emphasis of this report is to address those services provided directly by the city either through city staff or direct contact with the city by other agencies . In addition, wherever possible this report will address the methods by which other service agencies would provide needed facilities in the area. II . DESCRIPTION OF SERVICES: Utilities have already been extended into the area proposed to be annexed and they would consist of the services of the Coachella Valley Water District for water and sewer, Southern California Edison Company, Southern California Gas Company, General Telephone Company and Continental Cable. The services provided by this city directly would be in planning and building, public works, parks, administration and code enforcement services. By contract the city would also provide for trash disposal, police and fire services . Public transportation would be provided by the Sunline Agency. PALM DESERT ANNEXATION NO. 33 III. LEVEL OF SERVICE: The level and range of services provided would include sufficient sized .water, sewer, gas and electrical facilities to service the existing development and any further proposed development for the area. Planning, building, public works and code enforcement services as provided by the city directly would be on the basis of need. The area is within the five minute response zone of the Portola and Country Club fire station. Backup would be provided by the E1 Paseo/Town Center, Indian Wells, Rancho Mirage, Bermuda Dunes and Thousand Palms stations . Paramedic ambulance services would be provided by the Town Center Way station. The Fire Department indicates that at build out paramedics may also be dispatched from the Portola and Country Club fire station. The city presently contracts from Riverside County Sheriff Department for 171 hours per day for citywide patrols which will be expanded as needs require. IV. TIMING FOR SERVICE EXTENSIONS: Basic utility services exist adjacent to the property. The city services would be available immediately in the area of planning, building and code enforcement, public works, police and fire. Road improvements (widening of Portola Avenue and Frank Sinatra Drive have already been accomplished. V. REQUIREMENTS OF NEW DEVELOPMENT AND FINANCING: No new development is proposed but any future new development would be required to provide for needed municipal facilities through the city' s development ordinances . A fire facilities fee of $100 .00 per residential unit will be used to finance the necessary fire facilities . The provision of planning and building services would be provided through the fees generated from new development. ongoing maintenance of roads created in the area would be provided on the basis of sales tax generated from commercial facilities in the area. In summary, it is felt that this area developed as a golf course and auxiliary uses would result in a balance between needed services and the revenue to provide said services . The general plan would have permitted a planned residential zoning; however, the applicants have no desire to be able to develop the site residentially.
