In accordance with the annexation of Uninhabitated Territory Act of 1939,
as amended, Government Code Sections 35,300-35,326, we respectfully repre-
sent as follows:
1 . We are the owners of Assessor's Parcels Numbers 621350023-2,
621350018-8',621350017-7, 621200020-5, 621350016-6,
621200033-7, and 621200032-6, which have an assessed value
as shown on the Equalized Assessment Roll of the County of
Riverside.
2. We request that such land be annexed to the City of Palm
Desert, subject to the condition that the City of Palm Desert
zone the property in conformance with the Palm Desert Land
Use Plan showing a residential classification with a density
of not less than five (5) units per acre or more than seven
(7) units per acre. If such conditions do not occur, this
petition is withdrawn and shall no longer be effective.
3. There are less than twelve (12) registered voters living within

This is to advise you that the City of Palm Desert is conducting an
initial study to determine potential environmental effects of a pro-
posed annexation of approximately 1 ,050 acres of land located generally
adjacent to and north of the existing City limits.
In accordance with the California Environmental Quality Act of 1970 and
Resolution No. 77-7 of the City of Palm Desert, the City, as the Lead
Agency for this project, herewith requests your comments and recommenda-
tions prior to determining whether a negative declaration or environmental
impact report will be prepared.
Enclosed for your review of the proposed project are: a project location
map; a proposed zoning map; and, a copy of the City' s initial study check-
list.
Since it is intended herein only to provide for informal consultation
with responsible agencies, as prescribed by CEQA, regarding the proposed

C. Discussion of Impacts:
Please briefly explain your answer to question 6(f) and, if you have answered
yes to any of the questions in Section II, why you believe that that aspect
of the project will have no significant adverse environmental effect.
1 (a) - Proposed O.S. zoning would protect unique land forms contained
within the project area.
1 (e) - Mitigation measures would be required to minimize effects of blow-
sand within project boundary.
3 (c) - Proposed O.S. zoning would preserve the habitat of the fringe-toed
lizard located in the project area.
7 (a&b) - Land proposed to be annexed is presently undeveloped, although a
developnent plan has been submitted for a 40-acre parcel located in the
northwest corner of the project area. Proposed zoning of site would
encourage further development of the area, however, individual pro-
jects would be subject to further review by the City when submitted.
The area proposed to be annexed lies within the City's sphere of
influence and is compatible with the City's General Plan for which
an EIR was prepared. The zoning as proposed would reduce the overall
density of the project area from that originally proposed by the
General Plan.

Subject: Preliminary Review of Tentative Tract No. 11791
Dear Mike:
I have reviewed the preliminary materials that you submitted on Tenta-
tive Tract No. 11791 and do find them acceptable in terms of complet-
ness. I would however, suggest that you consider providing at least
one more elevation per floor plan to provide for a greater variety of
residential units.
With regards to scheduling, I would propose to have the Environmental
Impact Report completed on the total annexation , which includes the
property in question by the middle of March. Therefore, I would suggest
that you make your official applications for review of all the appli-
cations, on April 3rd. If the application is made at that time, it will
be considered by the Commission at their meeting of May 2nd, and the
Council would consider the Tentative Tract at their meeting of May 25th.
I would expect the annexation to be completed in about June of this
year.
If the schedule with regard to annexation is completed as expected, you
would be permitted to begin grading and development in June.
If you have any further questions regarding this project or need any
