DISCUSSION: As noted in the Background section of this report, conceptual Development Plan approval for the subject site has expired, the present application represents a refiling of the same project. A request for time extension of the related Tentative Tract Map has been continued by the City Council until March 13, 1980, to allow for action on a new Development Plan application. The design scheme of- the development features duplex units arranged around the peri.meter of the site. The center core of the development is used for vehicular circulation, guest parking (islands and bays) , and active recreation. The northern portion of the site contains guest parking rows opposite dwelling units , divided by an entrance driveway. At the approximate mid-point of the site the main entrance and circulation driveway splits to circle around the active recreation area. IV. STAFF.
