(2 U.A. (Planned C4mmercia1 District, Pon Annexation) zone at the sou heast corner of Country Chub Drive and Monterey Avenue. The attached data was prepared by the applicant and is being forwarded to you for. comments and recommended Conditions of Approval . The City is interested in the probable impacts on the natural environment (e.g. water and air pollution) - and on public resources (e.g. demand for schools, hospitals, parks, power generation, sewage treatment, etc. ) Your comments and recommended conditions of approval must be received by this office prior to 5:00 p.m. April 25 1978, in order to be discussed by the Land Division Committee at their meeting of April 26th. The Land Division Committee (comprised of Director of Environmental Services , City Building Official , City Engineer, Fire Marshal and a representative of CVCWD) will discuss the comments and recommended conditions of approval and will forward them to the Planning Commission through the staff report. Any information received by this office after the receipt deadline will not be discussed by the Land Division Com- mittee nor will it be forwarded to the Planning Commission for consid- eration. Atten: Paul Williams Mr. Williams, We, at McBail Co . , would like to request the City of PaIm Desert for a delay in seeding the front lawns for our Sagewood subdivision until the electrical power has been tuived on by Southern California Edison. As you know, Edison will not turn on the power until the City has finaled the house. Therefore we are as_..ing for a final with the promise the lawn will be seeded promptly upon receipt of power. We are not requesting this for all of the houses, just for the ones the buyers will not be moving into right away. A new lawn should be watered at least 4 times a day in the summer and without personnel on weekends you can see our prob lem without the automatic system in use. We would appreciate your consideration of our request. During the Study Session, the Board allowed a representative of Curt Dunham Construction, to present a request to consider modifications to the sign program at Plaza Del Tiempo. A number of tenants were present to present their. views. After substantial discussion, the Board instructed the applicant' s steps which may be taken temporarily and on a permanent basis. These steps were as follows: 1. Relocate the center sign to provide better visibility. 2. Utilize 5 sq. ft. temporary sign per municipal code requirements. 3. Provide larger scale directory sign for interior tenants. The meeting was called to order at 2.38 P.M. after a 22 hour Study Session. CASES Case No. 113 MF - Approval of landscape and parking lot plan for models for property on east side of Monterey Avenue, approximately 400 ft. south of Country Club Drive; Applicant was not present. On a motion by Holden, seconded by Leung, the Board approved this request, subject to the temporary parking lot being provided with a oil-rock or desert paving area. The meeting was called to order at 2:30 p.m. after a 1z hour Study Session. Members present: Eric Johnson Phyllis Jackson Frank Urrutia Bernie Leung Paul Williams Vern Barton Members Absent: Jim Hill Staff Present: Murrel Crump It was moved by Urrutia, seconded by Leung, that the minutes of March 6, 1979, be approved as amended,. carried. 5-0 (Jackson, Johnson, Urrutia, Leung, Barton). II. Minute motion approving all of those cases found acceptable at the Study Session--NONE. III. CASES Case No. 74 C - GLANZ AND JOHNSON - approval of signing program for commercial building located on the southwest corner of Highway 111 and E1 Paseo. Applicant was not present. The Board discussed signing program alternatives reviewed building elevations and the sign detail submitted. Discussion among the board concerned the 4 size of sign and it's scale with the building. Board members noted that a reduced size on the order of 18" by 5' might be more appropriate. Board members requested to see all sign colors and the typical approach that would `` be taken in terms of sign copy. Motion was made by Urrutia, seconded by Leung, to continue this item for submittal of colors and conceptial signed copy details. carried 4-0 (Johnson, \ Jackson, Urrutia, Leung).. \v Case No. 113 MF - MCBAIL (SAGEWOOD CONDOMINIUMS) - approval of final landscape plans. Applicant was present. The board reviewed the various elements of the landscape plan. They noted that an area could be desirable for storage of landscaping equipment, and (� suggested that a maintenance area be provided in the project. Motion was made by Urrutia, seconded by Barton, to approve the final land- scape plans as submitted; carried 5-0 (Johnson, Jackson, Urrutia, Leung, Barton) . Case No. 91C - HUGHES INVESTMENTS - approval of final landscaping plan for a commercial center located on the south side of Highway III, east of Highway 74. Applicant was present. The Board discussed the detail of the landscape design, dimensions of planter areas, and driveway widths. It was noted that planter widths were deficient as a result of the parking lot design. Additional planter width for the parking row island was deemed necessary, because of vehicle overhang into this planter _ area. The board felt that this issue needed to be reconciled before land- scape approval could be granted. The Board suggested a low growing ground cover be used in place of the turf indicated for the planter areas, observing that this would also require a change in the irrigation plans. Another item of discussion was the grade change in the parking lot areas and how"this affected planter designs, realizing automobiles would overhang the planter areas. The Board felt that they would need a detail section to describe the situation. On a motion by Leung, seconded by Urrutia, the Board continued this item for restudy of landscape planter design and cross sections illustrating grade changes in planter areas; carried 5-0 (Johnson, Jackson, Urrutia, Leung, Barton) . • AGENDA ITEM NO. III - 2 DESIGN REVIEW BOARD DATE March 20, 1979 CASE NO. : 113 MF APPLICANT: Mc Bail (Sagewood Condos) LOCATION: East side of Monterey, south of Country Club ZONING: R-2, 8,000 Preliminary site plan and architectural elevations were approved by the Board on April 25, 1978. Interim plans were later reviewed by the Board on December 12, 1978. The Board had numerous recommen- dations (attached) regarding the details of the landscaping plan. The wind/blowsand protection planting in the current submittal will need to be evaluated as well as other landscape details. STAFF RECOMMENDATION Review landscape plans as to size, type and variety, and indicate any revisions deemed necessary. III. CASES • Case No. 159MF - FRANK C. & H. FRANK OLIVER - Revised preliminary plans for a Pre-School Facility to be located on the northwest corner of Alessandro Drive and Cabrillo. Applicant' s architect was present as his representative. The Board discussed the architectural elevations and colors & materils. They observed that the bell tower feature was out of scale with the building, but felt that some modified version might be acceptable. The landscaping proposed was reviewed and the Board noted that it needed to be substantially upgraded. On a motion by Johnson, seconded by Barton, the Board approved the case sub- ject to the following: 1 . That the belltower be redesigned to scale down the height. 2. That the landscape plan be upgraded with additional trees and plant materials and submitted to the Board for approval . 3. That any graphics to be placed on building walls be specifically approved by the Board. 4. That one handicap space be designated next to the play yard entrance. Applicant was present. The Board reviewed the interium plans to give the applicant input. The Board recommended that a wall be placed around the project or that the buildings be rearranged on the site so that they may be utilized as the buffer by backing them on the corner of Monterey and Country Club Drive. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and State and Federal statutes now in force, or which hereafter may be in force . 2. Complete plans and specifications shall be submitted as required by Ordinance to the Director of Public Works for checking and aucroval before construction of any improvements is commenced. The sub- divider shall submit "as-built" plans prior to acceptance of the subdivision improvements by the City. 9. In order to maintain reasonable fire protection during the construc- tion period, the subdivider shall maintain passable vehicular access - to all buildings . An adequate number of fire hydrants with the re- quired fire flows shall be installed as recommended by the Fire Mar- shal . 10, All requirements of the City Fire Marshal shall be met as a part of the development of this tract per attached memorandum. 11 . All drainage shall be engineered and approved by the Director of Public Works. 10. They observed that the bell tower feature was out of scale with the building, but felt that some modified version might be acceptable. The landscaping proposed was reviewed and the Board noted that it needed to be substantially upgraded. They noted that an area could be desirable for storage of landscaping equipment, and suggested that a maintenance area be provided in the project. Motion was made by Urrutia, seconded by Barton, to approve the final land- scape plans as submitted; carried 5-0 (Johnson, Jackson, Urrutia, Leung, Barton) . Case No. 91C - HUGHES INVESTMENTS - approval of final landscaping plan for a commercial center located on the south side of Highway lll, east of Highway 74. Applicant was present. The Board discussed the detail of the landscape design, dimensions of planter areas, and driveway widths. It was noted that planter widths were deficient as a result of the parking lot design. Additional planter width for the parking row island was deemed necessary, because of vehicle overhang into this planter area. The board felt that this issue needed to be reconciled before land- scape approval could be granted. The Board suggested a low growing ground cover be used in place of the turf indicated for the planter areas, observing that this would also require a change in the irrigation plans. Another item of discussion was the grade change in the parking lot areas and how this affected planter designs, realizing automobiles would overhang the planter areas. The Board felt that they would need a detail section to describe the situation. SCOPE The investigation comprised field exploration and .sampling which consisted of checking the density of the soils and excavating 18 exploratory pits to sample and log the underlying materials; laboratory testing of representative samples to establish moisture content and maximum density-optimum moisture data; evalua- tion of soil conditions; and preparation of this report. Elevations range from 2401 ft at the northwest corner f of the property down to 202± ft near the southeast corner. 1 . � Vegetation consists of low-growing tumbleweeds .(dry at the time of exploring the soils) and a moderately high chaparral brush. Growth varies from sparse to locally moderate throughout the site. Sampling ( A staff geologist directed the exploratory work and logged .the soil profile. Thin lenses of moderately micaceous sand also occur at various depths. In general, the soils are dry to a depth of about one foot and only very slightly moist below this depth. Due to the low moisture contents, the material caves severely when excavated. GROUND-WATER CONDITIONS - Ground water was not encountered in the pitson the date of drilling. i - - - DISCUSSION AND RECOMMENDATIONS - Based on analysis of density test data and evaluation of conditions exposed at . the pit locations, the following recommendations for site development and founda- tion design are provided. Additional recommendations may be provided in the course of work if warranted by field conditions. Grading -The site grading plan is not available for review, however it appears that only nominal grade changes will be required for site development. m Prior to major grading, all surface vegetation and any debris which may be pre- sent should be stripped and removed from the site. Prior to placing fill on any area, the exposed surface soil should be thoroughly moistened to a depth of one foot and uniformly compacted to at least 90% of maxi- mum density. Fill soils should be spread in loose lifts limited to about eight inches in =' thickness, brought to approximate optimum moisture content, and compacted to at least 90% of maximum density. -4-- H. V. To minimize "caving" during construction and to provide additional, uniform support for the proposed buildings, it is recommended that cut areas be thoroughly moistened to a depth of 18 inches and compacted to the degree specified previously. The specified relative compaction should be based on maximum densities deter- . mined by ASTM Test Method D1557-70. It is recommended that a vibratory roller be used to compact the fine sand at the site. In order to effectively minimize caving, the moisture contentin the surface soil zone must be maintained throughout the construction.period by sprinkling the soils as required. j Grading and compaction operations should be observed and tested.by personnel from our office so that anticipated conditions can be verified and so that any supplemental recommendations necessary for proper development of the site can be provided. "Results of the inspections and tests should be provided in the final report for the project along with a statement by the soil engineer regard- ing the adequacy of the work. Foundation Design and Settlement - - If the site is graded and compacted as previously recommended, continuous foot- ings bottomed at least 12 inches below finished grade and designed to impose a maximum soil bearing pressure .of 1,000 pounds per square foot may be used. A minimum footing width of 12 inches will, of course, be required. Ultimate settlement of footings designed as recommended and resting on approved compacted soil. should be negligible. Slab-on-Grade Construction If concrete floor slabs are used, they may be placed directly on the compacted subgrade; rock base will not be required. 5 H. V. l.ANWASTER & CO., "IN( If moisture-sensitive floor covering and/or adhesive is to be applied to any areas of the floor slabs, the use of a waterproofing membrane should be consid- ered. The membrane should be covered with, about an inch of clean sand to aid in curing the slab and low-slump concrete should be used. Backfills All backfills must be adequately compacted to preclude detrimental settlement. Accordingly, it is recommended that backfills placed below slabs and to a dis- tance of five feet beyond building lines, and below asphalt concrete and Port- land .cement concrete flat work, and within 10 feet of slopes be compacted to at least 90% of maximum density. A minimum relative compaction of 85% is con- sidered adequate for non-structural backfills placed. elsewhere on site. Site materials mechanically compacted into place may be used, or alternatively, the trenches may be backfilled with a sand-cement slurry containing at least five percent cement per cubic yard. If a slurry is used, field density testing will be waived by this office, however, batch plant tickets and periodic inspec- tion during placement may be required. If the alternative method of backfilling ,is selected, it is recommended that an 18-inch-thick cap of compact site material be provided in the areas to be landscaped to promote plant growth. Tests should be secured by the soil engineer's representative at maximum vertical intervals of two feet during placement.of compacted backfill to' verify that the specified relative compaction is obtained so that approval of the backfills can be granted. Expansive Soil ConditionsThe sand at the site is non-expansive and will not require special considera- tion in design. Caving The sand is prone to cave when unsupported and this condition may present some problems .during grading and/or construction. -The regulations of Cal/OSHA should, of course, be observed during performance of all underground work. Sulfate Contents Tests should be conducted at the conclusion of grading operations to determine the amounts of water-soluble sulfate in the soils. Pursuant to U.B.C. Section a 2604(c)2G, Type V cement will be required. if sulfate contents exceed 0.2 percent. Mr. Williams reviewed the staff report and noted that Staff recommended two changes to the element . First the plan should be revised to conform with the pre-zoning approved in the previous case with regard to the Sand Dune Park . Second, the 50' wide pedes- trian way on Shadow Mountain should be deleted. Commissioner Snyder asked what the status was of the Ironwood park. Mr. Williams stated that the deeds would be presented to the City Council at their meeting of July 13th. Commissioner Fleshman asked about the Civic Center park site.. Mr . Williams noted that the site is out of scale on the map but that it is a large site . The park site would be 6 to 10 acres in conjunction with a 6 to 15 acre civic center . Commissioner Fleshman suggested that the road near the sand dune should be changed. Chairman Berkey asked if any of the Parks and Recreation Com- missioners had any comments at this time. Mr. Williams reviewed the Staff Report and showed the Commission renderings of the proposed units . He noted that the subdivision con- tains pedestrian access to the commercial development . Gallagher noted that there would be 45 and in answer to a question by Commissioner Kryder as to whether they would be spread out , he stated that they would be. Commissioner Kryder asked if the Design Review Board had had any comments on the pool and jacuzzi area. He noted that there would 1 be children in the area and perhaps the applicant should consider an area for children in the major pool area or a wading pool in the recreation center area. Further he noted that the Association is opposed to annexations because of the Excise Tax involved. RICHARD GUELICH, Santa Cruz, noted the extensive work that the Staff had put into the report on the pre- zoning and he noted his concern for the ability of the City to maintain the open space. Chairman Berkey stated that he felt the case should be continued for further review. Commissioner Kelly stated that more input is needed on the utilities in the area and the maintenance of the sand dunes . Commissioner Kryder indicated more information was needed on the traffic situation. X. DESIGN REVIEW BOARD ITEMS A. Review of Cases acted on by the Design Review Board at their meeting of May 16, 1978. Mr. Cipriani reviewed the cases noting that with regard to Case No. 28C that the street will be realigned per the Redevelopment Plan for the City which will change the line of site problem. The Design Review Board was concerned the the landscaping; Case No . ot F - Design Review Board concerns were with landscaping ; Case No . - the applicant was asked to rework the shop locations and traffic ern, also there is a need for more parking (Mr. Williams noted that this case should be continued and deleted from the Resolution as the related cases had been continued) ; and, Case No. 81C - the applicant presented a model of the proposed structure and noted that it will blend with the building that was previously approved. A discussion followed regarding the exterior design , height and back wall effect of the proposal . It was noted that the applicant will have to get a Variance for the back area involving the 10 ft . of landscaping needed. Case No . 71C - a new design concept was presented for the RB Furniture Store proposed on Highway 111 , which is much more in line with the concerns noted by the Design Review Board and the Planning Commission than the previously presented concept . We feel that a sufficient buffer zone is proposed by the developer to not interfer with the single-family homes. There is a recreation area planned between the commercial and single-family homes, also a six (6) foot decorative block wall will be erected separating the lots located adjacent to the commercial area. 2. The developer has dedicated an additional ten (10) feet for right- of-way on Monterey Avenue, which will meet the ultimate full width dedication of 110 feet. 3. Regarding the frontage of the lot sizes, we have requested the developer revise their plot plan to increase the frontages to a more compatible width. We feel the 8,000 sq. ft. lots for this type of development, is compatible with the City's adopted General Plan for this area. The Staff believes that the irregular shaped lots and flag lots create a much more interesting residential tract and provides the developer with flexibility to provide interesting and diverse site plans and landscaping. With regard to density, at 3. 5 du/acre the proposed project does not exceed Rancho Mirage's 3.0 du/acre significantly. 4. Attached you will find a letter dated April 21 , 1978 from Mr. William Probert, City Manager, addressed to Mayor Ed Mullins, asking for an extension of time to allow the Planning Commission an opportunity to comment. The City Planning Commission recommends denial of Case DP-03-78 subject to the following reasons as outlined in staff report dated April 20, 1978. 1 . The commercial activity being proposed so close to the proposed use by single family residences is not a good mix. 2. The plan shows Monterey Avenue as having a 50' dedication for a half width street. The City's General Plan indicates Monterey as a 55 ' half width street with an ultimate full width dedication of 110' . 3. The lot size as provided in the residential area is a minimum 8,000 sq.ft. .and the Commission feels this minimum .is too small and should at least be compatible with the City's minimum of 10,000 sq.ft. Many of the lots within the residential development are irregular in shape and have street frontages as small as 20' . This does not meet the City's minimum design standards and the Commission feels this small frontage causes problems in the future and is not good design. The density of the residential project is 3.5 units per acre, exceeding the density of 3 units per acre per City of Rancho Mirage requirements. It is not a desirable density. 4. BACKGROUND: (Cont. ) During the Design Review Board's review of this project, it was determined that the major concern that would have to be addressed by the applicant is that of blowsand. The Board agreed that wind protection measures would have to be utilized on the perimeter of the entire project, but parti'cularly on the north and west sides of the project. The applicant agreed that it might be possible to use the major commercial structure itself as protection from the wind. As a result, a modified site plan was developed and presented to the Staff during the interim period between Design Review and Planning Commission consideration of the project. The Staff recommended several modifications to the revised plan as indicated in the Design Review Condi= tions. Staff received correspondence from the City of Rancho Mirage regarding this project. It is believed that Rancho Mirage's comments actually pertained more to the tentative tract map filed for this project, so that those concerns expressed in the attached letter have been addressed in the Discussion Section for related Case No. TT 11791 . V. DISCUSSION: The applicant has presented the Staff with a modified Development Plan which reflects a reduction in the total square .footage of the project from the original 114,400 sq. ft. to 95,000 sq. ft. This reduction in floor space permitted additional parking which was extremely deficient in the original plan. The present proposal provides for 478 parking spaces where 475 spaces are required by the Municipal Code. A densely landscaped buffer zone is pro- vided along the south perimeter.of the project to protect the proposed re- sidential development to the south. A one-way service access has been in- dicated behind the major supermarket-retail structure which accounts for the increased landscaping along Monterey and Country Club Drive. A 7' decorative wall is being provided along both Monterey and Country Club to serve as a form of blow sand protection in addition to the large landscaped buffer zone. The proposed Development Plan is greatly improved compared with the original submittal . The commercial activity being proposed so close to the proposed use by single family residences is not a good mix. 2. The plan shows Monterey Avenue as having a 50' dedication for a half width street. The City's General Plan indicates Monterey as a 55' half width street with an ultimate full width dedication of 110' . 3. The lot size as provided in the residential area is a minimum 8,000 sq.ft. and the Commission feels this minimum is too small and should at least be compatible with the City's minimum of 10,000 sq. ft. Many of the lots within the residential development are irregular in shape and have street frontages as small as 20' . This does not meet the City's minimum design standards and the Commission feels this small frontage causes problems in the future and is not good design. The density of the residential project is 3.5 units per acre, exceeding the density of 3 units per acre per City of Rancho Mirage requirements. It is not a desirable density. 4. DISCUSSION: During the Design Review Board' s review of this project it was determined that the major concern' that would have to be addressed by the applicant is that of blowsand. The Board agreed that wind protection measures would have to be utilized on the perimeters of the entire project, but particularly on the north and west sides of the project. The applicant agreed that it might be possible to use the major commercial structure itself as protection from the wind. As a result, a modified siterplan has been developed and presented to the .Staff during the interim period between Design .Review and Planning Commission consideration of the project. The Staff is recommending several modifications to the revised plan as indicated in the Design Review Conditions. The project proposed consists of a .service station, an office-restaurant structure, two structures containing small shops and-a major structure containing a supermarket and ancillary shops. The bui:l'ding area is approximately 104,450 sq. ft. or approximately 25% of the total site area. The applicant is proposing a total of 348 parking spaces or 1 per 300 sq. ft. where the City's Municipal Code requies 1 per 200 sq. ft. or a total of 522 spaces. As a result, the site plan will have to be reworked in order to provide the additional parking. Injaddition, the Staff is recom- mending that the shops proposed at the southwestern corner of the project be relocated to join the shops on the other side of the supermarket. As a result, the entire structure .could'[be,relocated closer to the intersection of Monterey Avenue and Country Club Drive and a service entrance to the supermarket off of the Monterey'Avenue entrance .could be provided. This modification would also open up the central portion of the site to allow additional parking and intensive landscaping between the structure and Monterey Avenue and Country Club Drive. Staff. has received correspondence from the City of Rancho Mirage regarding this project. It was believed that .Rancho-Mirage'.s comments actually pertained more to the tentative tract map filed for this project, so that those concerns expressed in the attached letter have been addressed in the Discussion Section for related Case No. TT 11791 . On behalf of our client, we formally request that the Planning Commission recommend, and the City Council approve, the Pre- Zoning of the subject property as follows: R-2-8000 for Lots 1 through 103, and Planned Commercial for Lot 104; all being within and as shown on Tentative Tract 11791. Objectives The objectives sought in this plan focus on providing Commercial goods and services to the growing population of the Palm Desert/Rancho Mirage area, particularly those individuals and families settling in the immediate vicinity of.Country Club Drive, .and along Monterey Avenue. Current trends in growth for the area north of Highway 111 would indicate that a sizeable market will be present in the next two years. In order to serve that market, preliminary planning should begin at this time. B. Location and Facilities The site is considered.excellent.for District Commercial services. It has good access via Country Club Drive and/or-Monterey Avenue. Each of these streets will be improved, with abutting development, to Arterial status. Monterey Avenue is ultimately planned for extension and access to the Interstate 10 Freeway. Adequate utilities are also available to the site. Both water and sewer lines existing in Country Club and Monterey Avenue. C. Buildings and Uses The site plan submitted proposes the main commercial building to.be _ well set back from both the Monterey and Country Club frontages. This building would include the principal use - a name chain supermarket - in the center, flanked by ancillary shops, and two large .stores (drugs/ hardware) on either end. A covered exterior walkway with abutting landscaping would provide comfortable movement for shoppers. Vh Page Three City of Palm Desert March 2, 1978 Two satellite buildings are included in the plan. A service station is proposed for the corner of Country Club and Monterey. The building would be oriented toward the interior.of the site and the corner area would be landscaped. The second satellite building is proposed for multi-purpose office/ professional use, to include space for a medium-sized restaurant. The building would be two or more stores in height. Parking for all uses would be .provided in the central portion of the site, as well as arounii the respective buildings. Service to the main building would be to the rear of the building with direct access to Monterey Avenue. C. Access Principal ingress/egress points to the site are proposed as follows: Monterey Avenue (assuming no median) : One main customer entrance/exit, one service entrance/exit, and one entrance/exit for the service station. Country Club Dirve (assuming a median) : One main and two secondary customer entrys with right-turn only exits. Street A, TT 11791: This street would' inter"sect with Country Club mile from the Monterey intersection and therefore is planned to have full intersection access. Off of Street A will be a divided entry/exit drive to the Shopping Center. - Pedestrian access from the residential portion of TT 11791 will be via a gate and walk around the southeastern side of the main building. D. Landscaping and Signing Landscaping will include 20 foot wide planting strips along Country Club, varying to 20 feet along Monterey, and a 20 foot buffer screen, including a 7 foot wall along the rear property line common to the residential subdivision. Accent -landscaping will be located around the main building, the direct entry off Country Club Drive, and the indirect entry/exit via Street A. Free-standing signs will be limited to four locations along Country Club: the service station,-main entry, professional building and Street A. One free-standing sign may be appropriate for Monterey traffic. Architectual Character The overall Architectual design theme for the District Commercial site has yet to be fully established: The obvious intent is to develop a theme which ties all .three buildings together, and properly reflects the desert setting. The use of local materials will be emphasized. Precise building plans will be proposed in a later submittal . F. Quantitative Data Sheet 11, the District Commercial site plan contains the basic statistics for the proposed 'layout. The total building area, excluding the service station, is + 114,000 square feet, which is approximately 28% of the net useable area. Landscaping will involve .mor-e than 15% of the site, and parking, drives, loading and service areas will utilize the remaining land. G. Development Schedule A definite schedule for developing the site has not been prepared to date. Preliminary estimates would have more detailed studies and plans being prepared in late 19!79.
