DESERT
Consideration of standards for the installation of home
satellite receivers (television dish antennas).
Mr. Joy reviewed the staff report and stated that this was continued from a
previous meeting because of concerns the commission had. Those concerns were
addressed in the restrictions as part of the amendment. Mr. Joy presented some
pictures of different sizes of dish antennas and introduced Mr. Dennis Stroul, to
give a presentation.

I. DISCUSSION•
DP 06-81 provides for the construction of a 62 unit condominium development on
13.2 + acres in the PR-5 zone on the south side of Hovley Lane, 500 feet west of
Portola Avenue. The original development plan was approved June 2, 1981, by the
planning commission. A one year time extension was granted in May, 1982. The
applicant is requesting a second one year extension. The accompanying tentative
tract map is due to expire December 25, 1983, and can be granted a final one year
extension upon request in November.
II. STAFF RECOMMENDATION:
Staff feels this request is acceptable and recommends:
Approval of a one year time extension of DP 06-81 to June 2, 1984.

L DISCUSSION:
DP 06-81 and TT 17794 provide for the construction of a 62 unit condominium
development,on 13.2f acres in the PR-5 zone on the south side of Hovley Lane, 500
feet west of Portola Avenue. Original approval of the Development Plan was
granted June 2, 1981, by the Planning Commission. The Tentative Tract Map was
approved June 25, 1981, by the City Council.
The applicant is requesting a one year and 18 month time extension for the
Development Plan and Tentative Tract, respectively, as allowed by Municipal
Code. The reason for this request is that the applicant has not been able to fund
construction of the project, due to the economic recession.
11. STAFF RECOMMENDATION:
Staff feels this request is acceptable. Therefore, staff recommends:
A. Approval of a one year extension for DP 06-81, with all previous conditions
to apply;
B. Approval of an 18 month extension for TT 17794 with all previous conditions
to apply.

WHEREAS, the Planning Commission of the City of Palm Desert, California,
did on the 2nd day of June, 1981 , hold a duly noticed Public Hearing to consider
a request by ALEX ADAMEK, c/o HARRY SCHMITZ and ASSOCIATES, to consider a request
for approval of a Development Plan for a 62 unit condominium development on 13.2
acres, generally located on the south side of Hovley Lane, 500 feet west of Porto-

WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-89" , in that the Director of Environmental Services has deter-
mined that the project will not have a significant impact on the environment and a
Negative Declaration of Environmental Impact has been prepared.
WHEREAS, at said Public Hearing, upon hearing and considering all testi-
mony and arguments, if any, of all interested persons desiring to be heard,' said
Planning Commission did find the following facts to justify their actions, as
described below:
a. The proposed project generally conforms to the intent
and purpose of the PR Zone District.
I b. The proposed project is adequately suited for the
lspecific site and is compatible with existing and
proposed development in the area.
c. The proposed project will not be detrimental to the
health, safety and general welfare of the community.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, California, as follows:
1 . That the above recitations are true and correct and
constitute the findings of the Commission in this case.

1. The development of the property shall conform substantially with Exhibit
A (Case No. DP 06-81) on file with the Department of Environmental
Services, as modified by the following conditions.
-- 2. Prior to the issuance of a building permit for construction of any
uses contemplated by this approval , the applicant shall first complete
all the procedural requirements of the City which include, but are not
limited to, Design Review, Subdivision process, and building permits
procedures.
3. Construction of the total development may be done in phases; however,
each individual phase shall meet or exceed all Municipal Code require-
ments to the degree that the City could consider each phase as a
single project.
4. Construction of a portion of said project shall commence within one
year from the date of final approval otherwise said approval shall
become null , void and of no effect whatsoever; effective date of approval
to run from approval date of TT 17794.
5. The development of the property described herein shall be subject to
the restrictions and limitations set forth herein which are in addition
to all municipal ordinances and State and Federal Statutes now in forces
or which hereafter may be in force.
6. All existing electrical distribution lines, telephone, cable antenna
television, and similar service wires or cables, which are adjacent
to the property being developed shall be installed underground as a
part of development from the nearest existing pole not on the property
being developed.
7. All requirements of the City Fire Marshal shall be met as part of the
development of this project per attached letter dated
8. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
9. . Traffic control provisions shall be provided as required by the Director
of Public Works.
10. Curb, gutter, sidewalk or approved pathways, and tie-in paving shall be
provided in conformance with City Standards and/or as required by the
Director of Public Works.
11. Prior to issuance of a building permit for construction of any use
contemplated by this approval , the applicant shall first obtain permits
and/or clearance from the following agencies:
Riverside County Department of Health
Palm Desert Design Review Board Process
City Fire Marshal
Coachella Valley Water District
Evidence of said permit or clearance from the above agencies shall be
presented to the Dept. of Building and Safety at the time of issuance
of a building permit for the use contemplated herewith.
12. No development shall occur on the subject property prior to the record-
ation of a tract map, except for model complex as approved by Planning
Commission.

Gentlemen:
Prior to construction of any of the proposed buildings, the following conditions
must be met:
1. Install a water system capable of delivering 2500 GPM fire flow for a two (2)
hour duration in addition to domestic or other supply. The computation shall
be based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement.

2. Install Riverside County super fire hydrants so that .no point of any building
is more than 250 feet from a fire hydrant measured along approved vehicular
travel ways.

A. Hydrants shall not be located closer than 25 feet to any building.
B. Exterior surfaces of hydrant barrels and heads shall be painted chrome
yellow, and the tops and nozzle caps shall .be painted green.
C. Curbs (if .installed) , shall be painted red 15 feet in either direction from
each hydrant.
3. Prior to issuance of a. building permit, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
- Upon approval , one copy will be sent of the Building Department, and the ori-
ginal will be returned to the developer.
4. The water system plan shall be. signed by a registered civil engineer, 'and
approved by the water company, with the following certification: "I certify
that the design of the water system in. Case Number DP-06-81 & TT 17794 is in
accordance with the requirements prescribed by the Fire Marshal . "
5. Prior to delivery of combustible materials to the building site, the required
water system shall be installed, .operating and delivering the required flow.
6. Alternative access is required. :.-
7. Entry gate must be controlled from emergency vehicles by an approved system.

III. DISCUSSION:
A. Design:
The site consists of 2 full parcels and a part of third parcel on the
south side of Hovley Lane,- ,west of Portola Avenue. The area south of
the westerly parcel is a vacant CVWD well site.-. An easement for access
- - may have to be provided.
The project is designed with a single loaded perimeter street adjacent
to the exterior boundaries. One cul-de-sac is also used to allow
better utilization of the site.
Access to the site is through a single entry from Hovley Lane. The
entry will have to be redesigned to provide a minimum single lane
stacking of 3-4.cars with turnaround provisions for rejected cars. A
second emergency access will also be required to Hovley Lane.
Blowsand protection is required to be provided on the north and west
sides of the site.
Recreational facilities consist of 2 pools and 2 tennis courts. Because
of the site design, staff recommends a third pool be provided in the
open space area between the cul-de-sac and private street to the west.

III. DISCUSSION (cont. )
: The submitted plans show the perimeter wall on the Hovley Lane property
line after dedication. Projects of this type have been required to
place the perimeter wall a minimum of 20 feet back from curb. Therefore,
this project, if approved, should be revised to reflect this.
The submitted elevations indicate a spanish style unit with stucco,
wood trim, and a tile roof.
The project is currently outside the 5 minute response time as established
by the City Fire Marshal . As requested during the consideration of the
Sunrise Co. project staff is preparing an ordinance to require a $100 per
unit fee for the provision of fire suppression facilities. In lieu of
this ordinance, staff is recommending that the fee be imposed as a
condition of approval (payable at the time of building permit issuance)
as required for Sunrise Company.
B. Tentative Tract:
The proposed Tentative Tract Map would create one fee title lot for
each of the 62 units and one lot for the remaining common area.
Major street improvements consist of the half street dedication and
improvement of Hovley Lane.
Because of the possibility of design changes being required, the final
map should not be recorded prior to approval of preliminary plans by
the Design Review Board.
The Municipal Code requires that single family attached be on a minimum
2500 sq.ft. lot. Some of the proposed lots will have to be increased in
size.
Specific findings and justification must be made in order to recommend
approval of a Tentative Tract Map to the City Council . Those findings
are as follows:
1. That the proposed map is consistent with applicable
general and specific plans.
2. That the design or improvement of the proposed subdivision
is consistent with applicable general and specific plans.
3. That the site is physically suitable for the type of
development.
4. That the site is physically suitable for the proposed
density of development.
5. That the design of the subdivision or the proposed
improvements are not likely to cause substantial
environmental damage or substantially and avoidably
injure fish or wildlife or their habitat.
6. That the design of the subdivision or the type of
improvements is not likely to cause serious public
health problems.
7. That the design of the subdivision or the type of
improvements will not conflict with easements, acquired
by the public at large, for access through or use of
property within the proposed subdivision.
The justification for a recommendation of approval for the two Tentative
Tract Maps is as follows:
1. The adopted and proposed General Plan indicate the site
as 3-5 d.u./acre (low density) and the proposed project
is within that range (4.7 d.u./gross acre) .

2. Hovley Lane will be improved and drainage facilities
will be provided in conformance with the adopted
General Plan, Master Drainage Plans, and Zoning Ordinance.
3,4. The site is of sufficient size, shape and topography
for the proposed type and density of development.
5,6. The design of the subdivision is not likely to cause
substantial environmental damage or serious public
health problems because it will be developed in concert'
with applicable local , state and federal regulations.
7. There have been no easements acquired by the public at
large for access through or use of property within the
proposed subdivision.
Staff feels there is sufficient grounds to justify recommending approval .
of the Tentative Tract Map to the City Council . These findings and
justifications can also be applied to the approval of the Development
Plan for this project.
IV. STAFF RECOMMENDATION:
Staff feels the project is conceptually acceptable. Therefore, based on
the findings contained in the draft Resolution, staff recommends:
A. Approval of DP 06-81 by adoption of Planning Commission Resolution No.

The following should be considered as conditions of approval for the above case:
(1 ) Drainage and signalization fund fees as required by City ordinance shall be
paid prior to recordation of the final map.
(2) Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Public Works Director.
(3) Full public improvements, including traffic safety lighting as required by
ordinance and the Public Works Director, shall be installed in accordance
with City standards. F
(4) Improvement plans for water and sewer systems shall be approved by the
respective service districts.
(5) Complete improvement plans and specifications shall be submitted as required
by ordinance to the City Engineer for checking and approval before construc-

WHEREAS, the Planning Commission of the City of Palm Desert, California,
did on the 2nd day of June, 1981, hold a duly noticed public hearing to consider the
request of ALEX ADAMEK for approval of a 63 lot Tentative Tract Map to allow 62 condo-
minium units on 13.2 acres, generally located on the south side of Hovley Lane, 500
feet west of Portola Avenue, more particularly described as:

WHEREAS, said application has complied with the requirements of the "City

12. Prior to recordation of the Final Map, the developer shall furnish the
original and three (3) copies of the water system plan to the Fire
Marshal for review.
13. All requirements of the City Fire Marshal from his letter of
shall be met as a part of the development of this tract.
14. The water system shall be signed by a registered civil engineer and
approved by the water company, with the following certification: "I
certify that the design of the water system of Tract No. 17794 is in accor-
dance with the requirements prescribed by the City Fire Marshal . "

1. The development of the property shall conform substantially with Exhibit
A (Case No. DP 06-81) on file with the Department of Environmental
Services, as modified by the following conditions.
2. Prior to the issuance of a building permit for construction of any
uses contemplated by this approval , the applicant shall first complete
all the procedural requirements of the City which include, but are not
limited to, Design Review, Subdivision process, and building permits
procedures.
3. Construction of the total development may be done in phases; however,
each individual phase shall meet or exceed all Municipal Code require-
ments to the degree that the City could consider each phase as a
single project.
4. Construction of a portion of said project shall commence within one
year from the date of final approval otherwise said approval shall
become null , void and of no effect whatsoever; effective date of approval
to run from approval date of TT 17794.
5. The development of the property described herein shall be subject to
the restrictions and limitations set forth herein which are in addition
to all municipal ordinances and State and Federal Statutes now in forces
or which hereafter may be in force.
6. All existing electrical distribution lines, telephone, cable antenna
television, and similar service wires or cables, which are adjacent
to the property being developed shall be installed underground as a
part of development from the nearest existing pole not on the property
being developed.
7. All requirements of the City Fire Marshal shall .be met as part of the
development of this project per attached letter dated
8. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
9. . Traffic control provisions shall be provided as required by the Director

10. Curb, gutter, sidewalk or approved pathways, and tie-in paving shall be
provided in conformance with City Standards and/or as required by the
Director of Public Works.

Mr. Sawa presented this case describing the design and location of the project.
He noted that this project would be outside the five minute response time for fire
protection, therefore, staff recommended a requirement of a $100 per unit fee. He
reviewed the findings and justifications and recommended approval .
Chairman Miller opened the Public Hearing and asked if the applicant wished
to make a presentation.
MR. HARRY SCHMITZ, 45-900 Paseo Coronado, Indian Wells, concurred with staff's
conditions and requested approval .
Chairman Miller asked if anyone wished to speak in FAVOR or OPPOSITION to
this case. There being none, the Public Hearing was closed.
Minute motion was made by Commissioner Kryder, seconded by Commissioner McLachlan,
to adopt findings as recommended by staff. Carried unanimously (4-0).
Motion was made by Commissioner Richards, seconded by Commissioner Kryder, to
waive further reading and adopt Planning Commission Resolution No. 718, a Resolution

III. DISCUSSION:
A. Design:
The site consists of 2 full parcels and a part of third parcel on the
south side of Hovley Lane,,:west of Portola Avenue. The area south of
the westerly parcel is a vacant CVWD well site.: An easement for access
may have to be provided.
The project is designed with a single loaded perimeter street adjacent
to the exterior boundaries. One cul-de-sac is also used to allow
better utilization of the site.
Access to the site is through a single entry from Hovley Lane. The
entry will have to be redesigned to, provide a minimum single lane
stacking of43nc44Tcars^with turnaround=_pr_o.,visions,for rej?ecaed`cars.—
second emergey access will also be required to Hovley Lane.
Blowsand protection is required to be provided on ther.north and west
sides of the site.
Recreational facilities consist of 2 pools and 2 tennis courts. Because
of the site design, staff recommends a third pool be provided in the
open space area between the cul-de-sac and private street to the west.

III. DISCUSSION (cont. )
rThe`submitted,.plans show the perimeter wall on the Hovley Lane property
line after dedication. Projects of this type have been required to
place the perimeter wall a minimum of 20 feet back from curb. Therefore,
this project, if approved, should be revised to reflect this.
The submitted elevations indicate a spanish style unit with stucco,
wood trim, and a tile roof.
The project is currently outside the 5 minute response time as established
by the City Fire Marshal . As requested during the consideration of the
Sunrise Co. project staff is preparing an ordinance to require a $100 per
unit fee for the provision of fire suppression facilities. In lieu of
this ordinance, staff is recommending that the fee be imposed as a
condition of approval (payable at the time of building permit issuance)
as required for Sunrise Company.
B. Tentative Tract:
The proposed Tentative Tract Map would create one fee tithe lot for
each of the 62 units and one lot for the remaining -common-area.

Major street improvements consist of the half street dedication and
improvement of Hovley Lane.
Because of the possibility of design changes being required, the final
map should not be recorded prior to approval of preliminary plans by
the Design Review Board.
The Municipal Code requires that single family attached be on a minimum
2500 sq.ft. lot. Some of the proposed lots will have to be increased in
size. '
Specific findings and justification must be made in order to recommend
approval of a Tentative Tract Map to the City Council . Those findings
are as follows:
1. That the proposed map is consistent with applicable
general and specific plans.
2. That the design or improvement of the proposed subdivision
is consistent with applicable general and specific plans.
3. That the site is physically suitable for the type of
development.
4. That the site is physically suitable for the proposed
density of development.
5. That the design of the subdivision or the proposed
improvements are not likely to cause substantial
environmental damage or substantially and avoidably
injure fish or wildlife or their habitat.
6. That the design of the subdivision or the type of
improvements is not likely to cause serious public
health problems.
7. That the design of the subdivision or the type of
improvements will not conflict with easements, acquired
by the public at large, for access through or use of
property within the proposed subdivision.
The justification for a recommendation of approval for the two Tentative
Tract Maps is as follows:
1. The adopted and proposed General Plan indicate the site
as 3-5 d'.u./acre (low density) and the proposed project
is within that range (4.7 d.u./gross acre) .

2. Hovley Lane will be improved and drainage facilities
will be provided in conformance with the adopted
General Plan, Master Drainage Plans, and Zoning Ordinance.
3,4. The site is of sufficient size, shape and topography
for the proposed type and density of development.
5,6. The design of the subdivision is not likely to cause
substantial.-eovi.ronmental damage or serious public
health problems because it will be developed in concerts
with applicable local , state and federal regulations.
7. There have been no easements acquired by the public at
large for access through or use of property within the
proposed subdivision.
Staff feels there is sufficient grounds to justify recommending approval .
of the Tentative Tract Map to the City Council . These findings and
justifications can also be applied to the approval of the Development
Plan for this project.
IV. STAFF RECOMMENDATION:
Staff feels the project is conceptually acceptable. Therefore, based on
the findings contained in the draft Resolution, staff recommends:
A. Approval of DP 06-81 by. adoption of Planning Commission. Resolution No.

The following should be considered as conditions of approval for the above case:
(1 ) Drainage and signalization fund fees as required by City ordinance shall be
paid prior to recordation of the final map.
(2) Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Public Works Director.
(3) Full public improvements, including traffic safety lighting as required by
ordinance and the Public Works Director, shall be installed in accordance
with City standards.
(4) Improvement plans for water and sewer systems shall be approved by the
respective service districts.
(5) Complete improvement plans and specifications shall be submitted as required
by ordinance to the City Engineer for checking and approval before construc-
tion of any improvements is commenced. The subdivider shall submit "as-built"
plans prior to acceptance of the subdivision improvements by the City.
(6) All private streets shall be inspected by the engineering department and a
standard inspection fee shall be paid.
(7) Additional storm drain construction shall be contingent upon a drainage
study by the private engineer.

1. The development of the property shall conform substantially with Exhibit
A (Case No. DP 06-81) on file with the Department of Environmental
Services, as modified by the following conditions.
2. Prior to the issuance of a building permit for construction of any
uses contemplated by this approval , the applicant shall first complete
all the procedural requirements of the City which include, but are not .,
limited to, Design Review, Subdivision process, and building permits
procedures.
3. Construction of the total development may be done in phases; however,
each individual phase shall meet or exceed all Municipal Code require-
ments to the degree that the City could consider each phase as a
single project.
4. Construction of a portion of said project shall commence within one
year from the date of final approval otherwise said approval shall
become null , void and of no effect whatsoever; effective date of approval
to run from approval date of TT 17794.
5. The development of the property described herein shall be subject to
the restrictions and limitations set forth herein which are in addition
to all municipal ordinances and State and Federal Statutes now in force$
or which hereafter may be in force.
6. All existing electrical distribution lines, telephone, cable antenna
television, and similar service wires or cables, which are adjacent
to the property being developed shall be installed underground as a
part of development from the nearest existing pole not on the property
being developed.
7. All requirements of the City Fire Marshal shall be met as part of the
development of this project per attached letter dated
8. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
9. . Traffic control provisions shall be provided as required by the Director
of Public Works.
10. Curb, gutter, sidewalk or approved pathways, and tie-in paving shall be
provided in conformance with City Standards and/or as required by the
Director of Public Works.
11. Prior to issuance of a building permit for construction of any use
contemplated by this approval , the applicant shall first obtain permits

III. DISCUSSION:
A. Design: -
The site consists of 2 full parcels and a part of third parcel on the
south side of Hovley Lane, west of Portola Avenue. The area south of
the westerly parcel is a vacant CVWD well site. An easement for access
may have to be provided.
The project is designed with a single loaded perimeter street adjacent
to the exterior boundaries. One cul-de-sac is also used to allow
better utilization of the site.
Access to the site is through a single entry from Hovley Lane. The
entry will have to be redesigned to provide a minimum single lane
stacking of 3-4. cars with turnaround provisions for rejected cars. A
second emergency access will also be required to Hovley Lane.
Blowsand protection is required to be provided on the. north and west
sides of the site.
Recreational facilities consist of 2 pools and 2 tennis courts. Because
of the site design, staff recommends a third pool be provided in the
open space area between the cul-de-sac and private street to the west.

III. DISCUSSION (cont. )
The'submitted plans show the perimeter wall on the Hovley Lane property
line after dedication. Projects of this type have been required to
place the perimeter wall a minimum of 20 feet back from curb. Therefore,
this project, if approved, should be revised to reflect this.
The submitted elevations indicate a spanish style unit with stucco,
wood trim, and a tile roof.
The project is currently outside the 5 minute response time as established
by the City Fire Marshal . As requested during the consideration of the
Sunrise Co. project staff is preparing an ordinance to require a $100 per
unit fee for the provision of fire suppression facilities. In lieu of
this ordinance, staff is recommending that the fee be imposed as a >
condition of approval (payable at the time of building permit issuance)
as required for Sunrise Company.
B. Tentative Tract:
The proposed Tentative Tract Map would create one fee title lot for
each of the 62 units and one lot for the remaining common area.
Major street improvements consist of the half street dedication and
,improvement of Hovley Lane.
Because of the possibility of design changes being required, the final
map should not be recorded prior to approval of preliminary plans by
the Design Review Board.
The Municipal Code requires that single family attached be on a minimum
2500 sq.ft. lot. Some of the proposed lots will have to be increased in
size.
Specific findings and justification must be made in order to recommend
approval of a Tentative Tract Map to the City Council . Those findings
are as follows:
1. That the proposed map is consistent with applicable
general and specific plans.
-- 2. That the design or improvement of the proposed subdivision
is consistent with applicable general and specific plans.
3. That the site is physically suitable for the type of
development.
4. That the site is physically suitable for the proposed
density of development.
5. That the design of the subdivision or the proposed
improvements are not likely to cause substantial
environmental damage or substantially and avoidably
injure fish or wildlife or their habitat.
6. That the design of the subdivision or the type of
improvements is not likely to cause serious public
health problems.
7. That the design of the subdivision or the type of
improvements will not conflict with easements, acquired
by the public at large, for access through or use of
property within the proposed subdivision.
The justification for a recommendation of approval for the two Tentative
Tract Maps is as follows:
1. The adopted and proposed General Plan indicate the site
as 3-5 d.u./acre (low density) and the proposed project
is within that range (4.7 d.u./gross acre).

2. Hovley Lane will be improved and drainage facilities
will be provided in conformance with the adopted
General Plan, Master Drainage Plans, and Zoning Ordinance.
3,4. The site is of sufficient size, shape and topography
for the proposed type and density of development.
5,6. The design of the subdivision is not likely to cause
substantial":environmental damage or serious public
health problems because it will be developed in concert:
with applicable local , state and federal regulations.
7. There have been no easements acquired by the public at
large for access through or use of property within the
proposed subdivision.
Staff feels there is sufficient grounds to justify recommending approval ,
of the Tentative Tract Map to the City Council . These findings and
justifications can also be applied to the approval of the Development
Plan for this project.
IV. STAFF RECOMMENDATION:
Staff feels the project is conceptually acceptable. Therefore, based on
the findings contained in the draft Resolution, staff recommends:
A. Approval of DP 06-81 by adoption of Planning Commission Resolution No.

The following should be considered as conditions of approval for the above case:
(1 ) Drainage and signalization fund fees as required by City ordinance shall be
paid prior to recordation of the final map.
(2) Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Public Works Director.
(3) Full public improvements, including traffic safety lighting as required by
ordinance and the Public Works Director, shall be installed in accordance
with City standards.
(4) Improvement plans for water and sewer systems shall be approved by the
respective service districts.
(5) Complete improvement plans and specifications shall be submitted as required
by ordinance to the City Engineer for checking and approval before construc-
tion of any improvements is commenced. The subdivider shall submit "as-built"
plans prior to acceptance of the subdivision improvements by the City.
(6) All private streets shall be inspected by the engineering department and a
standard inspection fee shall be paid.
(7) Additional storm drain construction shall be contingent upon a drainage
study by the private engineer.

Your comments and recommended conditions of apppproval must be received by this
office prior to 5:00 p.m. May 22 , 1981 , in order to be discussed by
the Land Division Committee at their meeting of May 28, , 1981 .
The Land Division Committee (comprised of Director of Environmental Services,
