It was moved by Williams, seconded by Jackson, to approve the following cases reviewed in Study Session and found acceptable: Case No. 92 C - PDR ASSOCIATES (Rusty Pelican Restaurant) - Subject to the following revisions: 1. No Building permit be issued until a construction site plan and final landscaping plan for the entire site is approved. 2. Delete stone utilized on upper portion of west and south elevations of buildings. Case No. 74 C - GLANZ AND JOHNSON - Subject to the following conditions: 1. Sign copy technique for individual tenants shall be the same and shall be submitted to staff for approval, on forms provided by the Dept. of Environmental Services. 2• A minimum of 10 ft. separation shall be maintained between signs per Code requirements. 3. That all signs shall be 18 inches by 5 ft. 4. Sign copy color to match the stucco color of. the:lbuilding, with wood . background of sign to match wood used on exterior. 5. The window painted sign for Katina's shall be removed (may be replaced with a sign which ccmplies with Code requirements). CHAN GUNN - Revised final construction and landscaping plans for commercial structure on the north side of El Paseo between Sage and Lupine Lanes. Applicant was present. The Board discussed the items which were revised since the last meeting. Changes to the parking lot layout in order to provide 14 stalls was discussed and determined desirable. Several revisions to the final landscaping plan were discussed with the applicant, who indicated concurrence. The roof tile color was discussed, with .the ultimate decision being that the roof tile be "red On a motion by Williams, seconded by Barton, the Board approved the final construction drawings and landscaping plans, ; subject to the following modifications: 1. That the parking lot be redesigned to provide 14 parking spaces. 2. That all signs facing the street and facing the parking lot shall be 18" high by a maximum 4 ft. long. 3. That within the rear parking lot area, the planter adjacent to the trash enclosure shall contain only one 15-gallon Ficus Retusa. 4. That the two 15-gallon Jacaranda Acutifolia be placed as far apart as feasible. 5. That the street trees be 24" box size and be placed in 3 ft. by 3 ft. wells. 6.. Case No. 175 MF (DP 06-79) - MCLAIN DEVELOPMENT COMPANY - Preliminary site plan, elevations, and landscaping plan for Palm Desert Racquet Club residential project on the southeast corner of Country Club Drive and Portola Avenue. Applicant was present. The Board discussed tree changes which it felt were necessary in the typical landscape concept plans that were submitted by the applicant. The private patio landscaping concept was also discussed and clarified by the applicant. The Board indicated a desire to have variety in the blowsand protection through the use of Eucalyptus trees. The applicant requested --clarification of Condition No. 2, requesting that an alternative solution be determined. However, with the implementation of the reduction of the access areas from 30 ft. to 24 ft. , it was determined that units should be able to be provided with the required apron depth. The applicant questioned the need for Condition No. 4, which requires connecting the access roads along the east side of the property line. After clarification of the reason for this condition, the applicant agreed to joining the roadways together. The applicant also questioned Condition No. 8 requesting that the loop street be increased from 36 ft. to 40 ft. in width. The Board and Staff clarified the reason for requesting the additional width. After discussion regarding alternative widths, it was concluded that a 32 ft. wide loop street was acceptable. DISCUSSION: The subject property is a separate and distinct parcel adjacent on its north and west sides to Valley Palms Estates (DP 06-78) , the applicant's previously approved project. Perimeter development of the subject site should be consistent with the parkway and wall treatment approved for the previous project. Access to the site is gained from 44th Avenue, where a controlled entry is located. The precise design of the entry should provide for stacking room and turn-around area as required by the Director of Public Works, prior to final construction drawing approval . Internal circulation is by means of a single private street terminating on the site. The private street width should be reduced to 30 ft. to discourage curb park- ing, and be provided with a turn-around at the end. Three duplex buildings and three detached units have a garage orientation to the private street. Recreation amenities, consisting a of swimming pool and tennis court, are located in the southeast corner of the site. The proposed tennis court should be depressed a minimum of three feet to reduce fence heights and mass, as viewed from this project and from the units on the adjacent property to the east. Architectural design of dwelling units is a repeat of Valley Palms Estates. Building elements include stucco walls and tile roofs, with a Spanish detailing style. While most desert developers would recognize the fact that a healthy housing market is one in which residents of the Coachella Valley have a choice of housing opportunities and a choice necessary to achieve a stable regional economy, there exists within the Coachella Valley a serious shortage of attractive, decent, safe and affordable housing which per- sons and families of moderate means can afford. The situation is further complicated by the presence of an ever increasing demand for recreation oriented second homes in huge condomi- nium development projects and the unfortunate., yet inevita- ble aspect of inflation caused by the spiraling costs of cons- truction. Transcopic Development Corporation ' s planning objectives with regard to this application are as follows : 1. Accompanying the growth of various commercial activities come the need for primary housing for the local residents.
