Dear Mr. Tarenton:
This letter will confirm the meeting held in Mr. Bouman's office on April 28,
1981 , clarifying the zoning boundaries of the Hahn Center.
At the time of approval of the Development Plan and Zoning for the Palm Desert
Center, it was impossible to draw an exact zoning boundary between the multiple
Residential (R-3) and Regional Commercial (PC-3) areas; because the final site
area boundaries had not been established by survey. However, since the Develop-
ment Plan and Conditions of Approval applied thereto would determine the site's
development; the R-3 boundary line would be drawn on an angle connecting El Paseo
and the intersection of Fairhaven and Rancho Grande intersecting at a point
100 ft. from the major department store on the west end of the Center.
I trust this letter will clarify the location of the zoning boundary line at the
Palm Desert Center.

SUBJECT: HAHN CENTER FIRE STATION - SEWER CONNECTION DATE: JULY 23, 1981
The department has been informed that in order to connect the proposed Fire Station
to sewer the cost would be between $16,200 and $20,080. The cost involved can be
broken down as follows:
1. Sewer connection charge $3000 .
2. Distance from centerline of Avenue 44--604 feet plus 75 to 100 feet
to station; @$15 to $20 a foot.
The alternative would be to install a septic tank and stub out, and connect to the
sewer when properties adjacent to the Hahn Center develop. The cost of this alter-
native would be $2000.
The architect has spoken to officials of CVWD who have indicated a preference to have
the sewer installed prior to E1 Paseo paving.
Because the sewer cost in relation to the project cost is minimal staff would recom-
mend that the City proceed with the sewer connection alternative.

serve the proposed project; but only as all information service. Its
intent is to notify you that the Southern California Gas Company has
facilities in the area w;)ere the above named project is proposed. Gas
service to the project could be provided from an existing main without
any significant impact on the environment. The service would be in
accordance with the Company's policies and extension rules on file with
the California Public Utilities Commission at the time contractual
arrangements are made.
The availability of natural gas service, as set forth in this letter,
is based upon present conditions of gas supply and regulatory policies.
As a public utility, the Southern California Gas Company is under the
jurisdiction -of the California Public Utilities Commission. We can

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
PALM DESERT, CALIFORNIA, APPROVING A DEVELOPMENT PLAN TO
ALLOW A FIRE STATION AND STORM WATER RETENTION BASIN/OPEN
SPACE AREA ON EAST SIDE OF EL PASEO (EXTENDED) APPROXI-
MATELY 1,300 FEET NORTH OF HIGHWAY 111.
CASE NO. DP 08-80 ,
WHEREAS, the Planning Commission of the City of Palm Desert, California,
did on the 1st day of July, 1980, hold a duly noticed Public Hearing to consider
a request by ERNEST W. HAHN, INC. for approval of a Development Plan to allow a fire
station and storm water retention basin/open space area on approx. 1.78 acres, with-
in the PR-6, S.P. (Planned Residential , max. 6 d.u./ac. , Scenic Preservation Overaly)
zone generally located on the east side of E1 Paseo (Extended) approximately 1,300
feet north of Highway 111, more particularly described as:

WHEREAS, said application has complied with the requirements of the
"City of Palm Desert Environmental Quality Procedure Resolution No. 7832" , in
that the Director of Environmental Services has determined that the project has
previously been assessed in connection with Case Nos. C/Z 08-79, DP 12-79 and
CUP 06-79 and no further documentation is deemed necessary.
WHEREAS,. at said Public Hearing, upon hearing and considering all
testimony and arguments, if any, of all interested persons desiring to be
heard, said Planning Commission did find the following facts to justify their
actions, as described below:
a. The proposed project generally conforms to the intent
and purpose of the PR Zone District.
b. The proposed project is adequately suited for the
specific site and is compatible with existing and
proposed development in the area.
C. The proposed project will not be detrimental to the
health, safety and general welfare of the community.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Palm Desert, California, as follows:
1. That the above recitations are true and correct and
constitute the findings of the Commission in this case.
2. That the Planning Commission does hereby approve
conceptual Development Plan No. 08-80 (Exhibit A) subject
to those conditions attached hereto.

Planning Commission, held on this 1st day of July, 1980, by the following

CONDITIONS OF APPROVAL
CASE NO. DP 08-80
Standard Conditions:
1. The development of the property shall conform substantially with Exhibit
A (Case No. DP 08-80) on file with the Department of Environmental
Services, as modified by the following conditions.
2. Prior to the issuance of a building permit for construction of any
uses contemplated by this approval , the applicant shall first complete
all the procedural requirements of the City which include, but are not
limited to, Design Review, Subdivision process, and building permits
procedures.
3. Construction of the total development may be done in phases; however,
each individual phase shall meet or exceed all Municipal Code require-
ments to the degree that the City could consider each phase as a
single project.
4. Construction of a portion of said project shall commence within one
year from the date of final approval otherwise said approval shall
become null , void and of no effect whatsoever.
5. Prior to the issuance of any City permits for the commencement of
construction- on said project, the applicant shall agree in writing to
these Conditions of Approval .
6. The development of the property described herein shall be subject to
the restrictions and limitations set forth herein which are in addition
to all municipal ordinances and State and Federal Statutes now in force,
or which hereafter may be in force.
7. All existing electrical distribution lines, telephone, cable antenna
television, and similar service wires or cables, which are adjacent
to the property being developed shall be installed underground as a
part of development from the nearest existing pole not on the property
being developed.
8. Traffic control provisions shall be provided as required by the Director
of Public Works.
9. Curb, gutter, sidewalk or approved pathways, and tie-in paving shall be
provided in conformance with City Standards and/or as required by the
Director of Public Works.
10. Prior to issuance of a building permit for construction of any use
contemplated by this approval , the applicant shall first obtain permits
and/or clearance from the following agencies:
Riverside County Department of Health
Palm Desert Design Review Board Process
City Fire Marshal
Coachella Valley Water District
Evidence of said permit or clearance from the above agencies shall be
presented to the Dept. of Building and Safety at the time of issuance
of a building permit for the use contemplated herewith.
11. No development shall occur on the subject property prior to the record-
ation of a revision to PM 15723.

SPECIAL CONDITIONS
1. The retention basin shall be designed to retain a minimum of a one hundred
(100) year storm intensity volume originating on the t 62 acre shopping center
site. All work required in this condition shall be subject to the approval of
the City Director of Public Works, based upon hydrologic calculations sub-
mitted by the applicant's engineer.
2. The fire station site, as defined in the Fire Departments letter dated July 1,
1980, shall be offered to the City as a dedication.
3. Perimeter screening of the site to the north, east and west shall specifically
be submitted for the Design Review Process.
4. Precise design of the fire station site when developed shall be submitted to
the Design Review Board and their action forwarded to the Planning Commission
for confirmation.
AGREEMENT
I accept and agree, prior to use of this permit or approval , to comply with all
the conditions set forth, and understand that the Department of Building and
Safety will not issue a building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the Department of Environmental
Services.

Request for approval of a Development Plan to allow a fire
station and storm water retention basin/open space on approx.
1.78 acres, within the PR-6, S.P. (Planned Residential , max.
6 d.u./ac. , Scenic Preservation Overlay) zone generally
located on the east side of El Paseo (extended) approximately
1,300 feet north of Highway 111.
Mr. Williams presented this case indicating that this proposal would be to
allow a fire station and storm water retention basin/open space in the northerly
boundary of the center, east of the extended El Paseo (approx. 2z acres) . He noted
that the Fire Department felt it would be more desirable for the dimensions of the
new Fire Station to be 185 x 250. He added other concerns expressed were the
signalization of -the intersection on E1 Paseo and Hwy 111; the extension of El Paseo
to 44th; signalization at that intersection; and, installation of a signal device
for the exiting of the Fire Station.
Mr. Williams stated that the Director of Public Works suggested a 25 year
intensity design with an outlet to the Palm Valley Storm Channel . The applicant had
an alternative suggesting a retention area on the basis of 100 year storm intensity
with no outlet. He added that after a discussion with the Director of Public Works,
the alternate plan may be preferrable. He reviewed the Special Conditions noting
Special Condition No. 2 should be revised as follows: "The fire station site, as
defined in the Fire Department's letter dated July 1, 1980, shall be offered to the
City as a dedication. "
Chairman Miller opened the Public Hearing asking if anyone present wished to
speak in FAVOR or OPPOSITION to this case.
MR. HANNEY TADROS, Rep. of South West Engineering, felt that an outlet to
the channel would be useless and that a bigger retention basin for 100 year storm
would be a greater service to the site. He explained why the outlet would not work
and asked for approval of the suggested alternative. He further explained how the
water would flow.
Commissioner Kryder asked where the water would flow north of the retention
basin. Mr. Tadros explained that area was not their property.
Mr. Tadros asked for a revision to Special Condition No. 1--After some discussion
Commission concurred to revise Special Condition No. 1 as follows: "The retention
basin shall be designed to retain a minimum of a one-hundred year storm intensity
volume originating on the t 62 acre shopping center site. All work required in this
condition shall be subject to the approval of the City Director of Public Works,
based upon hydrologic calculations submitted by the applicant's engineer. "
MR. MILLARD ARCHULETA, Architect for Palm Desert Town Center, clarified that
there would De an additional 35 feet for the new Fire Station.
Chairman Miller closed the Public Hearing.
Motion was made by Commissioner Kryder, seconded by Commissioner Richards, to
approve this case by adoption of Planning Commission Resolution No. 616, as amended.
Carried unanimously (5-0) .

III. DISCUSSION:
The subject request is sought to allow a portion of a proposed future
fire station site and open space retention basin to occupy property in
the PR-6, S.P. zone; both uses are generally provided for as permitted
activities in this zone. The fire>station site would be forctheebenefit
. of the City as a whole, whiiTe the open space retention basin would accomo-
date stormwaters originating from the shopping center site to the south.

(1 ) It is recommended that the retention basin be designed to retain a minimum
of a ten-year storm intensity. It is also suggested that an overflow pipe
be constructed from the retention basin to the Palm Valley Channel . The
Director of Public Works approval is required for this work and is contin-
gent upon hydrology calculations being submitted by the developer's engineer.
It appears the runoff factor will be 100 percent in this development.

Dear Bruce :
In 1977 , the Riverside County Fire Department, which is the fire
protection agency for the City of Palm Desert , conducted a study
to determine area fire protection needs . The study showed several
needs in the existing level of .fire protection. Some of these
needs were: Increased staffing above the present level ; need for
aerial apparatus ; ' and three new sites for fire stations to be
built as needs developed. A 1979 Cove Communities Study, which
includes the City of Palm Desert , reaffirms those needs and fur-
ther expands needs beyond those found in 1977.
The proposed fire station to be funded under the Riverside County
Urban Development Action Grant was a need identified in the 1977
fire study. The development of the proposed Palm Desert Town
Center makes this fire station a critical need at this time. The
critical needs as expressed by the County of Riverside Fire Depart-
ment include the following :
1. The station will replace an existing fire station that is
30 years old and inadequate in size to house the manpower
and equipment necessary to provide protection for the com-
munity. Equipment and manpower located in the old facility
will be located in the new facility.
2. The facility and the propsoed equipment will serve the needs
of the region. If those needs are not met and a major fire
ensued, the resulting losses in the Town Center and in other
areas of the community would have drastic and far reaching
effects on the community. Those effects would include
losses of jobs by individual employees in commercial
occupancies , loss of home, particularly to moderate
income housing areas .

It is essential that an aerial apparatus be included in the equip-
ment housed in the station. Such need for aerial apparatus has
been documented by the Riverside County Fire Department. Due
to the density and fire flow required, a major fire in the Town
Center and in any other areas would require aerial applications
of water to prevent the fire from reaching conflagration propor-
tions . Both the 1977 and 1979 Riverside County Fire Department
studies indicate such potential . An evaluation by the Insurance
Services Office indicates the need for aerial equipment.
The proposed station will become a headquarters fire station
facility of approximately 10, 000 to 12, 000 square feet. Based
on current construction costs for such a facility of approxi-
mately $60. 00 a square foot, the following cost breakdown is
shown:
Construction Costs------------------$690, 000
Planning & Architectural Costs------ 48, 000
Contingency------------------------- 62, 000
Fire Station. Construction----------------------$800, 000
Aerial Firefighting Equipment-=-------=-------- 250 , 000
TOTAL GRANT REQUEST--------------------------$1 050 000
The fire station site that has been donated by the Ernest W. Hahn
Company, developer of the Town Center, is the best available site
for the location of such facility and apparatus .

Enclosed please find materials describing a project for which the
following is being requested:
Development Plan to allow fire station and storm water retention
basin/open space area,on 1.78 acres on east side of E1 Paseo
(extended) approximately 1,300 feet north of Hwy 111.
The attached data was prepared by the applicant and is being forwarded
to you for comments and recommended Conditions of Approval . The City
is interested in the probable impacts on the natural environment (e.g.
water and air pollution) and on public resources (e.g. demand for
schools, hospitals, parks, power generation, sewage treatment, etc. )
Your comments and recommended conditions of approval must be received
by this office prior to 5:00 p.m. June 24 , 1980, in order to be
discussed by the Land Division Committee at their meeting of June 25
r The Land Division Committee (comprised of Director of Environmental
Services, City Building Official , City Engineer, Fire Marshal and a
representative of CVCWD) will discuss the comments and recommended
conditions of approval and will forward them to the Planning Commission
through the staff report. Any information received by this office after
the receipt deadline will not be discussed by the Land Division Com-
mittee nor will it beforwarded to the Planning Commission for consid-
eration.
