GENERAL PLAN LAND USE DESIGNATION: Medium Density Residential, 5-7d.u./ac. C. ENVIRONMENTAL ASSESSMENT: The Director of Environmental Services has determined that the proposed project will not have a significant adverse impact on the environment and a Negative Declar- ation has been prepared. D. MAJOR PROJECT IMPROVEMENTS : Development of the project would involve half street dedication and improvements on Hovely Lane. ' Onsite improvements illustrate a 24-ft. easement with 12-ft. driveway to be granted to the Coachella Valley County Water District. E. NET SITE AREA/DENSITY CALCULATIONS/OPEN SPACE: u20 .dc.u: Is on 4_68 -net_acres;:" equals:.4 . 27.-d.u./ac. - Proposed Common Open Space, 3. 0 acres, equals 64% of net site. F. DWELLING UNIT DESCRIPTION: Single story, duplex buildings, attached two-car garages. Range of unit sizes 1050 to 1650 sq. ft. G. PARKING ANALYSIS :AND DESIGN CONSIDERATIONS : - Required, 2 covered spaces per unit, plus 0. 5 spaces per unit guest parking. - Proposed, 2 garage spaces per unit, 10 open bay spaces , plus 32 ft. wide private street which could allow parking on one side. Design Considerations : deficiencies exist in the depth of garage driveways, recommended standard for this project 20 ft. H. RECREATION AMENITIES : - one swimming pool area - one tennis court III. DISCUSSION: The project has a single entry from Hovely Lane, with an internal private street terminating in the southern portion of the site. Emergency access is provided to the east. Perimeter treatment will require an additional setback from Hovely Lane to provide for an enriched parkway design, and wind/blowsand protection planting.along the north frontage and west boundary. The use of two parking courts in the northern portion of the site should be re-evaluated. If eliminated, bay parking could be handled in a different manner and 20 ft. garage driveways could be achieved, which would have more design merit than the scheme now proposed. Egress for the garage in the southeast corner of the site should be redesigned to eliminate a long back-up distance. Architectural approach is expressed by an exhibit showing a conceptual view into the project. The Design Review Board viewed the project plans, but had no specific comments to offer. TV. STAFF RECOMMENDATION: Subject to the refinement of design details, through the Design Review Board process, the general concept appears acceptable, therefore, staff recommends, based on the justifi- cation contained in the Resolution: Approval by adopting Planning Commission Resolution No. , subject to conditions. I - INTEROFFICE MEMORANDUM City of Palm Desert TO: Planning Commission FROM: Director of Public Works SUBJECT: DP 09-79 DATE: June 12, 1979 (1 ) Safety street lighting shall be installed at the main entrance to this development. (2) This development shall pay all the required drainage and signalization fees to the City of Palm Desert. (3) This tract shall be designed to retain approximately a 10-year storm waters on site. (4) Blow sand protection shall be provided on the westerly and northerly . boundary lines of this development. (5) Stacking for a minimum of four automobiles shall be provided at the entrance to this development. (6) It appears the turnaround at the most southerly end of the main street in this development is too small for the fire trucks to make a complete turnaround. (cont. ) On a motion by Commissioner Kryder, and seconded by Commissioner Miller, Case No. DP 08-79 and related Design Review Board Case - No. 178 MF were approved as submitted with the conditions set forth; by Planning Commission Resolution No. 505; carried unan- imously (4-0) . At this point, Engineer Pack asked the Commission if Mr. Lo would have to come back should he decide to in- crease the minimum size to 1000 sq. ft. Chairman Sn der said affirmatively. F. fCallo. DP 09-79 &D INVESTMENTS/PRO-CON DEVELOPMENT,cants.st for approval of a Planned Residential Development to provide 20 single family attached units, recreational amenities and common open space on approximately 4 . 9 gross acres within the PR-5 zone. , Mr. Williams reviewed the report for the Commission noting that due to an excellent design, the Fire Department feels that with the center cul de sac treatment, a very good fire access has been created. The Staff recommends approval of the design in that it is consistent with standards of the Ordinance, but with some revisions. Mr. Williams discussed Condition #8 to reduce the back out distance of one area. Commissioner Miller asked if the water would be draining off to the South. Mr. Williams stated yes and mentioned the Tentative Master Drainage Plan. There being no applicant present, Chairman Snyder declared the Public Hearing open, asking if anyone present wished to speak in FAVOR or OPPOSITION- to this proposal. There being none, Chairman Snyder declared the Public Hearing closed and asked for the pleasure of the Commission. On a motion by Commissioner Kryder, seconded by Commissioner Berkey, Case No. DP 09-79 was approved by Planning Commission Resolution No. 506 as presented; carried unanimously (4-0) . G. Discussion Items The Board discussed the following cases for the purpose of Il providing design imput to Staff: VAR 04-79 - Request for variance of sign requirements to allow "RB" logo for furniture store on southside of Hwy. 111 at west city limits. The Board felt that .only one freestanding sign should be allowed facing Hwy. 111, therefore, no wall sign should be allowed. DP 08-79 - Request for development plan approval of 60 unit apartment on east side of Portola Avenue , south of Whitewater storm channel. The Board felt that wood trellis sun screening should be pro- vided on the east, south & west elevation of all residences . The Board also felt that based on the number of units pro- posed, an additional swimming pool should be incorporated. DP 09-79 - Request for development plan approval of 20 unit condominium project on the south side of Hovely Lane, between Monterey Ave. & Portola Ave. The Board had no comments regarding need for redesign considerations. CUP 04-79 - Request for approval of a conditional use permit for a 176 unit mobile home park, west of Cook Street, north of Merle Drive & east of Rebecca Road. The Board felt the site plan is poorly layed out & lacks imagination. The Board determined that redesign is necess- ary. 92 C - Request for review of conceptual landscaping plan for "Rusty Pelican" at corner of Painters Path & Hwy. 111. The Board believes that it is necessary to review the land- scaping plan for the entire site to insure compatibility & attractiveness. Over 200 sq. miles of habitat range would continue to exist after implementation of this proposal. The Palm Desert General Plan makes specific provision for maintenance of a defined natural habitat area (Sand Dunes Park) as a partial mitigation of the impact of urbanized uses. * 6. NATURAL RESOURCES The proposal will use natural resources in the construction of a future project, some of which may not be renewable. The proposal will also in- volve the continued use of petroleum products by project occupants. The demands of this project are considered to be incremental and are not considered to present a significant adverse impact. * 7. ENERGY Energy efficient standards within the Palm Desert Building Code (adopted version of the Uniform Building Code) will be applied to this project. Motor fuel considerations are discussed in 6, above. * 8. RISK OF UPSET The proposal will not involve the use of hazardous substances. * 9. ECONOMIC LOSS a. & b. The proposal site is not endangered by flooding, but will be subject to strong ground motion in the event of an earthquake. The residential development will be enclosed by a solid masonry wall to act as a sound barrier to perimeter street noises. * 11. Units will probably be owner-occupied (partially on a seasonal basis) and may serve as a second house, or short-term rental in some instances.
