Mr. Williams presented this case in detail stating that the access points have been reviewed, that there is an emergency access proposed to Country Club. It is felt that the recrea- tional amenities proposed are in conformance with the City ' s Zoning Ordinance. The Staff recommended approval of the de- velopment plan by Resolution No. 523 subject to conditions . Staff further recommended approval of the Tract Map by proposed Resolution No. 524 subject to conditions. There being no questions from the Commission, Chairman Snyder opened the public hearing and asked if the applicant would like to make a presentation. INGRID MACK, 111 N. 5th Street, Redlands , refered to Page 4 , under Special Conditions , stating that it would be to the benefit of she, as the applicant, and the owners to the east, that this street be dedicated. She stated that there should be no problem as far as obtaining an easement but that she would like cooperation from the City in this matter if an easement could not be obtained. Chairman Snyder asked that she define what she meant by coop- eration? Ms . Mack stated that they would like to go ahead and develop their side of the street and that the City should make sure that when the owners to the east develop their property, they are aware they must develop their portion of the street at that time. Mr. Williams explained that the City ' s Subdivision Ordinance 111 is quite specific as to the minimum width of 42 ft. so the property owner either has to acquire an easement from the adjacent property owner or provide the 42 ft. on their parcel or said width must be provided on the subject property. Mr. Beebe, Director of Public Works , was asked by Chairman Snyder if the Staff has any flexibility in said ordinance? Mr. Beebe replied by asking if the access rights were going to be denied on Street "A"? If that is the case , then the 8 ft. parking area may not be utilized. Continued Case No. VAR 06-80 - QRS CORPORATION (for ANAHEIM SAVINGS), Applicant Request for approval of a Variance from Sign Ordinance standards to allow three (3) main signs, one of which would be a freestanding sign located within the C-1, S.P. ; (General Commercial, Scenic Preservation Overlay) zone generally located at the southwest corner of E1 Paseo and San Pablo Avenue. Mr. Sawa presented this case stating that the Commission previously reviewed this request and continued it for an alternative Sign Program. He explained that the applicant is now requesting two wood signs 10" x 8' under the facia and a freestand- ing wood sign 6'8" long by 3' high in a planter near the intersection of San Pablo and E1 Paseo. Mr. Sawa stated that Staff did not feel there was justification for three main identification signs and noted that it conflicts with the building's sign program. Therefore, denial was recommended. Chairman Miller opened the Public Hearing asking if the applicant cared to make a presentation. MR. BOB VAN GERPEN, 1002 Geneva Street, Glendale, explained what they were proposing and described the size and location of the monument sign. Commissioner Kryder asked the applicant if the two stores presently in that building are in agreement with the proposed monument sign. Mr. Van Gerpen replied that he did not know and explained that the entire building will be used by the bank in the future. Commissioner Kryder asked if the monument sign would be legal under these circumstances. Site Access - A primary feature of this development is provision for a new street running south of Country Club Drive. It will have the effect of reducing the number of access points to Country Club while allowing entrance to several properties. As the plans illustrate, this project will have its entrance on the new street, necessitating two travel lanes to be installed initially. B. Site Design - Unit arrangement is around motor courts. These modules of units and courts are rather ridgidly laid-out, but changes in site grades would help the appearance when actually constructed. Internal cir- culation could be improved by providing a driveway connection between two of the courts (between lot no. 102 and lot 103) . C. Recreational Amenities - The project provides a central recreation area containing a pool and four tennis courts. The courts should be recessed to reduce their visual impact. Four satelight pool areas are distributed in each quarter of the site. D. Architectural Approach - Buildings will incorporate hip roofs with flat tile, and stucco wall . The applicant' s architectural representative indicates that they will be trying to achieve a modified version of the architecture commonly found in Florida, rather than a repeat of a Spanish approach. E. Tract Map Considerations - While the filing of a Tract Map can not be precluded, it is considered premature until the Design Review process is completed. Therefore, the map should be revised to reflect any subsequent changes in the site design. A condition to this effect has been included in the draft Resolution. IV. Mr. Williams presented this case in detail stating that the access points have been reviewed, that there is an emergency access proposed to Country Club. It is felt that the recrea- tional amenities proposed are in conformance with the City ' s Zoning Ordinance. The Staff recommended approval of the de- velopment plan by Resolution No. 523 subject to conditions . Staff further recommended approval of the Tract Map by proposed Resolution No. 524 subject to conditions. There being no questions from the Commission, Chairman Snyder opened the public hearing and asked if the applicant would like to make a presentation. INGRID MACK, 111 N. 5th Street, Redlands , refered to Page 4 , under Special Conditions, stating that it would be to the , benefit of she, as the applicant, and the owners to the east, that this street be dedicated. She stated that there should be no problem as far as obtaining an easement but that she would like cooperation from the City in this matter if an easement could not be obtained. Chairman Snyder asked that she define what she meant by coop- eration? Ms. Mack stated that they would like to go ahead and develop their side of the street and that the City should make sure that when the owners to the east develop their property, they are aware they must develop their portion of the street at that time. Mr. Williams explained that the City ' s Subdivision Ordinance - is quite specific as to the minimum width of 42 ft. so the property owner either has to acquire an easement from the adjacent property owner or provide the 42 ft. on their parcel or said width must be provided on the subject property. Mr. Beebe, Director of Public Works , was asked by Chairman Snyder if the Staff has any flexibility in said ordinance? Mr. Beebe replied by asking if the access rights were going to be denied on Street "A"?
