The applicant proposes individual channel letters, sign size consistent with City limits, maximum width of 75% of store frontage, Helvetica Medium or Souvenir letter type, dark bronze trim caps and returns to match building color. The applicant proposes the following colors be approved for use in the center: blue, red, green, orange, and blackhvhite. The program also notes that franchise ands regiona corn nap ies shall use their corporate colors. ANALYSIS: Code limits centers to a total of four colors. Typically, we have not counted black/white as a color so the requested colors are acceptable for code purposes. We question delineating orange as an approved color only because so few businesses utilize it. Commission may wish to suggest another color. We have no problem with individual channel letters on the units with significant setback from public streets. The satellite buildings, 32 feet from Country Club drive, should use reverse channel letters. SELECT PROPERTIES LLC 77-880 Country Club Drive SA 00-92 The plans show proposed locations for some tenant signage. Code limits wall-mounted signs with a maximum height of 20 feet. Signs above that height will need individual approval by the City Council. RECOMMENDATION Staff recommends that the sign program be approved as presented except that signs located on the east, west, or south sides of the buildings adjacent to Country Club Drive shall utilize reverse channel letters and that all signs comply fully with the City sign ordinance (le, height mounted on wall). On buildings facing the parking lot (away from the street), the signage as AOL shown is individual channel letters in size consistent with City limits, maximum width of 75% of store frontage using either Helvetica Medium or Souvenir font, dark bronze trim caps and returns to match building color. The applicant proposes blue, red, green, orange, and black/White as well as some franchise colors being introduced. Some signs on interior buildings are shown above the 20 foot height limit. Code limits wall-mounted signs to a maximum height of 20 feet. Signs above that height will need individual approval by the City Council. Commission suggested reducing size of facia lettering to 15"to provide minimum 12"top and bottom borders, and balanced either over arches or over columns. There are three buildings with their backs to Country Club. Staffs concern is their close proximity to Country Club and that they do not need to be internally illuminated. Lettering along Country Club needs to be centered. Reverse channel letters across the back of the three buildings on Country Club and on the exposed ends of Buildings 1 and 3 was recommended. Plaza entry monument: Applicant is suggesting a double-faced, I Ox6046ot monument located at plaza entrance and viewable from both the east and westbound traffic on Country Club. The monument is the same stucco as the plaza's buildings. This center is entitled to two signs. As shown, it appeared that the current architecture takes up a lot of the area that may be needed for tenants' names and suggested replacing current ends with less massive looking stone and paramolding to free more space for signage. Two options were discussed: Having two single-faced monuments flanking the entrance and tucked into the landscaping or having a single double-faced sign. Action-, Commissioner Gregory moved, seconded by Commissioner Van Vliet, to continue the case. The Commission,s concern had been the size and location of lettering, particularly on buildings on the interior of the center. The applicant explained that the allowable sign area (1 sq foot for each lineal foot of frontage)would dictate the size of each tenant,s letters. Signs under the shed roof section will be restricted to 15,, maximum height and centered over columns or arches with space above and below the letters. Applicant responded that they would, of course, try to center the words, but one tenant,s signage cannot overlap another tenant,s space. Signage on building walls closest to the street would be reverse channel letters with size and actual location dictated by the number of letters in each tenant,s name. The applicant provided revised colored drawings of the free-standing, 6-foot monument. Commission expressed approval of the changes shown, recommending a contrasting background inset to bring letters out and a tan/brown colored concrete base. Southwest comer of Country Club Drive and Portola Avenue ZONE: PR-5, S.O. Staff presented revised plans for the villas and casitas at Portofino. The height for the villas was increased from 24 feet to 29 feet 3 inches and the casitas height was increased from 15 feet to 17 feet 4 inches. With tower elements to 22 feet 3 inches. Buildings in excess of 24 feet must be approved through a height exception process. The site slopes from west to east (high to low). At the midpoint, the site is at street level. Units to the east will appear lower(as much as ten feet below Country Club), while units to the west end will be at or above street level. Staff noted that the applicant can either amend the villa plans back to 24 feet or go through the exceptionN process. Commission felt that the revised architecture of the villas and casitas was far superior to that previously approved.
