SIGNAGE GUIDUINES FOR THE VILLAGE AT UNIVERSITY PARK
ENERAL
These guidelines are intended to set standards for each product type in the development and
identify the project specific signs and locations. Each developer should create individual
guidelines that govern the signs in that product type.The product types are Garden Office
Condominium, Retail and Hotel.

The overall project will be allowed monument signs naming the;project"T JE VILLAGE AT
UNIVERSITY PARK"and directional,signs for the convenience of customers the project signs
will be located at the street entrances on Uerald Ford Drive and Cook Street. A feature project
monument sign will be located at the corner of Gerald Ford and Cook Street. Variotus directional
signs will be;allowed in the common area to direct customers to feature areas of the project such
as:
• 1"he Main Plaza
• Individual office buildings
• The Hotel
Traditional traffic sip;nage will be allowed as required by City code and State law.
All exceptions to these guidelines are subject to the approval of Declarant or their respective
architect or successor.

The overall length of the sign must be within 40%of the width of the office front
between neutral piers or no longer than 10 feet or taller than 1.5 feet and 2 feet away
from building corners.

• All electrical sources must come from within the Tenant's space and be on the
Tenant's meter. Sign contractor is responsible for repair to fascias or bulk-heads.

concealed.

WONDER PALMS
MIXED USE RETAIL AND OFFICE DEVELOPMENT
SOUTHWEST CORNER OF COOK STREET AND GERALD FORD DRIVE
introduction
Alliance Retail Partners proposes to develop the subject 23.6 arse site to provide a mixed use,
retail and garden ofrioe corrnpkx at the soutfiwest corner of Cook StrW and Gerald Ford DrW in
Palm Desert,California. The facilities will be developed with uses and area densities within the
guidelMes of the existing Wonder Palms Development Agreement adopted as Ordinanoe Na SM,
dated April 24, 1997(the Deveiopment Agreement).
The planned mixed-use complex is conNured to promote the concept of a new urban deset
village promoting vehicle and pedestrian access through and between the retail and office areas.
The project r+epre Wit a gateway to the City of Palm Desert. As such the appropriate focal point
has been developed at the comer of Cook Street and Gerald Fonts Drive to emphasize the town-like
setting,Including a pedestrian plaza at the comer with the Main Simi acting as a Ink between the
plaza, the primary retail district to the south and the offloe campus to the west. These concepts
are discussed further below.
An amendment to the Development Agreement is requested to revise the specific boundaries of
Planning Area 3 within the unchanged total acreage of the Wonder Palms planned development,
Precise Plan and Architectural Review Committee applications are hereby submitted for approval
subsequent to our amendment request to City CAuncil. In addition,the f0owing specific
amendment requests are made:
• Two 4-way intusecticins with median arts at the primary entrance locations from Cook
Street and Gerald Fond Drive, respectively.
• A provision to allow the size of any specific building shown on the site plans submitted
with this application to be increased up to IP/o to be processed as a minor modification of
the devellowymnt agreement within the Development Services agency.
• Accommodation of drive-thru restaurant use on this site.
• A variance from the 31)4bot nw3dnwm building height requirement o f the PC2 general
zoning pis to accommodate the height of the planned hotel.
• Allowance for the site to be parked per the subrriltbed site plan using paridrng spaces 8-1/2
feet wide.

The Development Agreement specifics that the PA3 planning area shall be developed using the
general provisions of the PC-2(Planned Commercial Center—District RetaH). Some of the moor
Provisions of this zoning ordinance include:
I. A building site coverage of fifty percent of the subject parcel area.
2. A maximum floor area for a single building of 40,000 square fleet and a maximum building
height of 30 feet.

3. A variety of commercial mail and office uses, as well as use fbr hotels
4. PaftV at 4 spaces per 1000 square feet of office space, S.5 spaces per 1000 square feet
of retail space and 1.1 spaces per roan for holds

Sit Carospm
Taking advantage of the existing grade elevation,a view corridor has been created across the
entire length of the central area of the she. Mewing from the northern crest of Cook Street
between Interstate 10 and Gerald Ford Drive,the urban complex emanates from the low-rise
corner,with both grade and buMIng dNatim rising to culminate at the twin office buildings at the
pinnacle of the site.
Directly behind the corner gateway Is the pedestrian plaza whim serves as a gracious gathering
area to serve merchants and customers,and support the pavilion retail buildings. The plaza will be
apQropristely appointed with landscape and hardscape feature bdn#tng a pro3ect of#*scope.
One enhancement example is a plan to occasionally expand the plaza to penetrate into the parking
area,thus Mowing flexibility to meet special event needs. Also,a concept fbr futum expansion,
including subterranean pars ft levels with additional topside retail space is being designed into the
site plan now as an erxbmsbn of the new urban village concept.
Main Street is the primary circulation boulevard which links the retail and office districts bo the
gateway plain• TraveNrq west from the plaza toward Bergner Street,the retall district is oriented
along both sides of Main Street, proving an Old Town village atmosphere along the street
between the plate and the 100-room hold which anchors the south aid of the site.
Site Chrculadon
The site contains frontage to public streets on all sides, irKluding Cook Street to the east, Gerald
Ford Drive to the north,Wonder Palms Drive to the wet and Bergher Drive to,the south. Main
entrances from Cook Street and Gerald Ford Drive feed vehicle traffic onto a single central main
circulation road, Main Street, w to i Ing from the hotel she at the south end,through the retail
plaza, and up to Wonder Palms Drive at the western end of the site. A secondary circulation road
bisects the office developmeK starting at its Intersection with Male Street In the south end retell
district, icing through the office development and terminating at Main Street at the west end of
the site. At the hotel st6e, a third circulation road parallels Bergher Drive,UrMing east-wet
between Cook Street and the spine road to allow aoom into the hotel and the retail distrk t. An
additional site entrance accesses the office development from the spine road.

A total of 106500 square Beet of mull-tenant retail space is planned. Two mirrored retail
buikflogs,each with a floor area of 16,500 square Beet,fi me the corner gateway into the projeCt.
A third retail stnu re, 12,000 square feet in floor area, is located along Cook Street to the south,
fourth and fifth bulklirgs with 24,000 and 13,500 square fbet of area, respectively,are also located
south&the comer plaza on the west side of Main Street. The retail buildings are one-story
structures of"type V wood*ame oastru,ction. Retail bull lirgs 4 and 5 regnant the final phase
of won. These buildings are two sbaies In height with second story office space,further
enhancing the urban street setting. Five pad bukkV sloes, with floor arm ranghq from 3,500 to
4,000 square feet are located throughout the site. .

Office Facilities

with a total floor area of appra dmabdy 135,000 square feet. Each phase contains several similar
bufldi , raring fhom b,=to 14,000 square feet. The structures well be variations of a
common theme with sirrdar Type-V wood frame shear wall construction. The buildings are
divisible to provide felt ty for the user. Dapandirg on mar11"A oonnditions,the office space may
be leased or it may be sold as condominium un ra A portion of the buildings may be used as
medical ollice space.
Architecture
The sloe is situated at the"Gateway"to Palm Desert,Calibrnia and embraces the intersection with
twin synvndYW one sbay repUl PrAllon buildings. The bWWkgs are separated at the corner,
providing strong vistas through the tower plaza at the intersection and the upper plaza focusing
axd*on the oMw bWidkw at the rear of the site and the hobo at the south end of the sloe. The
Adak site access Is defined by palm-lined Main St+eel, connecting visitors a" both Cook Street and
Gerald ford Drive. Building design, messing and articulation Is described as"Maantile Modern"
and will be achieved through the interplay of each of the building facades, landscaped trellises,
arbors,and street furniture.
The western portion of the site Is developed with single-story garden d%m buildings Inter-
connected by landscaped pedestrian wallaywys and paridrg counts with covered parldng. The
oflloe buildings are designed in an urban desert village duster concept. The architecture is defined
with soft desert floor colors and deep recessed windows. Entry bowers are pronounced by warner
desert hues and trellis eonniees at the parapets. Horizontal shade devices provide solar protection
at the glass areas.
The retail components of the site follow the same palette of colors, materials and finishes. The
twin pavilion buildings at the Intersection of Cook Street and Gerald ford Drive wr&ace the Main
Upper Plaza and reinforce the "Gateway' concept for the City of Palm Desert Pedestrian
circulation is defined by wick o"eai walkways in flnont of shop space. The tuning mabdtais are
smooth ere*& Piaster finishes in neutral desert floor colors and "patina" metal root covered
arcades. The use of layered cultured stone 19 utilized as an aooent maee W at seiecbI tenant
entries, proJect portals and column dements as well as the office development areas. The use of
the stone frberpplays the rough stone finish against the smooth exterior plaster finishes to treats a
warm inviting desert architectural character that defines wonder Palms Center.
The subsequrent additional out parcels snap be governed by the prWwW Wonder Palms Design
Guiddines and the existing wonder Palms Developrtnent Agreement as the projects are defined and
developed. The Individual buMnng sees shall eonlbrrrn to the strict design guidelines that will
govern all the design aspects within the Wonder Palms development that include but not limited to
colors, materials and finishes.

Landscaping
Retall Features:
1. Parking lot carved out of a remnant Olive Grove.
2. Retail Main Strut Breed with stately date palms for visual IndiMdon of main drive aisles.
The Retail Main Street is narrowed for a classic old town feel with trees that overtang the
street, creating a canopy affect. Stokely date palms fine the retail front and continuous
Pedestrian walkway that links one end of Main Street to the other.
3. Rehab plea handsomely planted with character trees such as southern five oaks
Intermboed with ground plane planting undulating between drought tolerant grasses and
colorflcl shrubs and groundeom with seasonal and textural internal. The central retail
Plaza at the corner of Cook and Gerald Ford is infused with water elements that evoke
coolness and a place to relax. The largest of the water elements within the plan is a
circular fountain with castling water steps that dance toward the Main Street and large
Parking bay. The water at the cascading water steps Is designed to be turned off for
events and the steps become amphltheater seating for viewing the stage area, which
functions as a vehicle tumar+ound for times when events are not planned. Thematic
boilards that fine the zero curb condition in front of the cascading wager fountain are
removed and placed at the outer circle of accent paving surrounding the ceift stage
area for controlling trafl9c during times of events. A consistent wall of water falls on the
reverse side of the contra circular portion of the Ca9CadIng water feature,creating
additional sound for the patron dining outdoors,shopping or just relaxing at the retail
courtyard behind the fbuntain, located bend the circular fountain is an Interactive jet
fountain for kids play. At the very rear of the courtyard, facing the intersection of Cook
and Gerald Ford,is another cascading water feature that visu gy draws the panaby to
the mail center. Large oak trees and stately date palms are located at the central retail
Plaza to provide scale and shade to the user. These trees and palms are intermixed with
ground Plane planting undulating between drought tolerant grasses and colorful shrubs
and grotnJower proviolng seasonal and textural loter+at.

bosque of evergreen pears or crab apple trees providing a pedestrian scale while

spaces, providing an oveiral Panidnq ratio of over flour spaces per 1000 square fleet of gross

In the event that the final officie and retail phases include the two-story construction shown, the
