Bob : r As a result of the LAFCO action on our Sphere of Influence , I have been directed to obtain some additional materials to be utilized in providing you input to resolve the Bob Hope Drive issue. In order for us to proceed, could I obtain the follow- ing information: 1) The exact LAFCO vote on the City of Palm Desert sphere in- cluding the names of the Ayes and Noes . 2) Copy of the November 20 LAFCO Minutes as soon as they are approved. 3) The address of the State Association of LAFCO Executive Directors . 4) Maps of the proposed incorporation of Cathedral City and La Quinta. 5) A copy of your study boundary lines east of Bob Hope Drive . This information will be useful to me in preparation of recom- mendation to you regarding the establishment of the common boun- dary between Rancho Mirage and Palm Desert east of Bob Hope . As a result of this analysis , we find that there is some concern as to the utilization of streets and boundaries as the dividing line between streets . I am writing your organization to determine if you are aware of any written material which describes the appropriateness of either utilizing or not utilizing a public street as a dividing line between cities . This information would be of great value to us in making our analysis of the ultimate City boundaries . Since we are greatly involved in this process at the moment , we would appreciate an immediate response if at all possi- ble. Thank you in advance for any information that you can supply us . During this pro- cess , a question has arisen as to the appropriateness of using a street right-of-way as a boundary line be- tween two spheres . Does your LAFCO have a written policy for or against the use of streets as boundaries either for spheres or annexations? Is it possible to obtain a copy of any such policy? Box 1648 Palm Desert, Ca. 92260 Ph. 346-0811 April 7 , 1975 As you are probably aware, the Riverside County Local Agency Formation Commission, at its meeting of February 19 , 1975 , established your properties as being in the Sphere of Influence of the City of Rancho Mirage, As you might expect, the City of Palm Desert was very disappointed in this decision since by all planning logic and historical evidence your property is more closely associated with the future of Palm Desert. Sphere of Influence boundaries are more readily subject to change than are established City boundaries , therefore, future adjustments in sphere boundaries are highly probable. The feeling of the property owners as to which City they may ultimately wish to become a part of will have a major bearing on future sphere boundary adjustments . For this reason, I would suggest that in the future if there is an attempt to annex your properties to the City of Rancho Mirage, you should make your position known to the Local Agency Formation Com- mission either in writing or by testifying at the hearings which are held in Riverside. Whenever action is taken to annex your property, this City will attempt to have you noti- fied or made aware of the annexation attempt . If this City can be of any future assistance to you in matters of this nature, please do not hesitate to call upon me, our City Manager, or our Planning Director. Your documented preference for the City of Palm Desert was very helpful in establishing this sphere boundary. I would like to thank you for your support and assure you of our full cooperation in any future municipal activi- ties which might involve your property, As you know, establishing the sphere merely indicates that at some future date when you wish to receive municipal services you would look to the City of Palm Desert for annexation. Any such future action must be initiated by you as the property owner. While it may be many years in the future before you are interested in bringing your properties into the City, we will, in the interim, include you in our master planning efforts for ultimate land use and also work with the County to develop a County master plan and zoning compatible with the future plans of the City. For this reason, we are very interested in any thoughts you may have about the future use of your properties and also any reactions you may have to our proposed future land use plans . WHEREAS, this City Council- initiated support for and has continued to actively encourage the improvement of i Monterey Road from Highway 111 to Interstate 10; and I WHEREAS, the Cove Communities General Plan and the Rancho Mirage General Plan indicate Monterey as a major roadway and an extension of State Highway 74; and WHEREAS, the development of Monterey extending State Highway 74 to Interstate 10 would lessen the traffic on Highway 111 and Bob Hope Drive; and WHEREAS, the residents and property owners of the area north of Country Club Drive have actively supported the extension of Monterey Road; and WHEREAS, at such times due to wind, earthquake or other disaster as Interstate 10 through Beaumont and Banning is closed; the extension of 74 to Interstate 10 would present a logical alternative route to the coast for business, passenger and military traffic. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rancho Mirage that it fully supports all efforts to improve Monterey Road from Highway 111 to Inter- state 10 at the earliest possible date and that it urges the State of California, the County of Riverside, the City of Palm Desert, other affected public agencies and . . abutting property owners to give the improvement of this most important roadway the highest priority for completion. If possible, develop support from Bob Hope Classic group, based on desire for Palm Desert address . 7. If possible, develop behind-the-scenes support from EMC. 8. Get more direct support from Lazzar and Dale. 9. Statement from Doug Powell about difficulty of developing Monterey under three governmental jurisdictions . 10. Statement from postal authorities indicating reluctance to change postal zones . 10a. Refine material relative to Rancho Mirage current size and expansion capability. . 11. Communicate with Rancho Mirage committee for referendum on method of councilmanic representation. Remove possibility that we could do Rancho Mirage some damage. lla. Pursue libelous matter. 12. Meet with Mayor from Banning to acquaint him with true facts . 13 . Line up with Schroeder and Wade to front for desired action i at rehearing. 14. Determine Foster ' s financial involvement and encourage him to disqualify himself from Commission for rehearing. 15.
