Any person wishing to discuss any item not otherwise on the Agenda may address the
Citizens' Sustainability Committee at this point by giving his/her name and address for
the record. Remarks shall be limited to a maximum of five minutes unless additional time
is authorized by the Committee. Because the Brown Act does not allow the Citizens'
Sustainability Committee to take action on items not on the Agenda, members will not
enter into discussion with speakers but briefly respond or instead refer the matter to staff
for report and recommendation at a future Citizen's Sustainability Committee meeting.
� This is also the time and place for any person who wishes to comment on Agenda
items. It should be noted that at Citizen's Sustainability Committee discretion, these
comments may be deferred until such time on the agenda as the item is discussed.
Remarks shall be limited to a maximum of five minutes unless additional time is

Mr. Lee McCormick, CMFA, �,talked briefly abc�ut the CMFA and said they are
requesting an approval from ���$��t�stainability Cc��r�mittee to move forward with the

Mr. McCormick explained the repayment is collected as part of the property owner's
taxes, and the CMFA has many finance structures.
Councilmember Sabby Jonathan commented that some utilities are restructuring
their solar energy programs, such that, some homeowners are not able to benefit as
much or at all from some of the incentives. He questioned if there has been an
impact on the demand or what would be the future impact.

Mr. Druyon asked Vice Chair Gatons if he is receiving sales calls.
Mr. McCormick said that they have not seen much of an impact yet. He stated that

charging more for the infrastructure that could impact PACE down the road.
Vice Chair Gatons mentioned he receives unsolicited sales calls daily regarding
PACE programs. He said people do not understand the PACE programs, and they
cannot follow the people that are calling them about the programs.

Chair Rosenberg asked if there are issues with people selling their properties that
have a PACE loan.
Mr. Druyon responded that the Obama Administration addressed that PACE liens
are good. The administration is working with the Federal Housing Administration,
� Fannie Mae, and Freddie Mac so a PACE lien does not become an issue upon the
sale or refinance of a property.

Vice Chair Gatons moved to recommend to the City Council to approve the City of
Palm Desert's participation in the CMFA PACE Program. Motion was seconded by Member
Gritters and carried by a 7-0 vote (AYES: Edwards, Gatons, Gritters, Guinaw, Lingle, Raya,
and Rosenberg; NOES: None).

Member Edwards asked if there is a cost to take the course. Ms. Barrows replied
that the course is free.
Chair Rosenberg asked how they reach out to the HOAs.
Ms. Barrows replied that they are going to rely on the water districts to provide the
HOAs with the information, possibly through inserts with thei��water bill.

Citizens Sustainability Committee for 2017.
Executive Summary:
Each year the Committee is responsible for selecting a chairperson and vice chairperson.
Nominations are open to every Committee member and do not require a second.
Nominations can be made at the meeting. The term runs through December 2017.
