Advanced Planning Program for 78-80 Mr . Williams revi/wed some of the dif rent studies proposed in the staff report andInoted a letter receive from residents in Section 30 (Exhibit B) . Mr. Williams gave the ist of studies in order of their priorities as stated by the Commi sion which are as follows : 1 . Specific Plan - West of the Palm Vall Channel 2. Po]licy Statement 3. Maister Development Plan of Streets and ghways 4. General Plan and Zoning Ordinance Update 5North Sphere Area - Growth Management Pla 6. Civic Center Design 7. BLM Land - Acquisition Plan 8� Recreation Needs Study 9. Other Studies J Mr Williams noted that these priorities will be discu ed further aft a joint Study Session with the City Council on Marc 30th. On a motion by Commissioner Reading, seconded by Commissioner Snyder the Commission approved the above list as a preliminary pro gram to be recommended to the City Council ; carried unanimously (4-0) . REQUEST: A request for approval of a Tentative Parcel Map to divide into 2 lots a 1 . 10 acre parcel within the C-1 , S.P. zone generally located on the south side of Highway 111 , west of Deep Canyon. II . STAFF RECOMMENDATION: Approve the Tentative Parcel Map by Planning Commission Resolution No. 338 , subject to the attached conditions. Justification is based upon the following: 1 . Conformance of the Tentative Parcel;lMap to all requirements of the Palm Desert Zoning Ordinance, Subdivision Ordinance, General Plan and the California Subdivision Map Act. 2. The proposed project would conform to all existing and proposed ad- jacent land use. 3. The proposed project does insure the protection of the public health, safety and general welfare. III. BACKGROUND: A. Description: The subject site is described as Assessor' s Parcel Number 625-121-005. B. Location: The subject site is located south of Highway 111 and west of Deep Canyon. C. Size: The existing 1 .10 acre parcels would be divided into Parcel_) 1 - 0.55 acres and Parcel 2 - 0.55 acres. D. Existing Zoning: C-1 , S.P. E. Adjacent Zoning: North - C-1 , S.P. South - R-3(4) East - C-1 , S.P. West - C-1 , S.P. F. EIR Finding: The Director of Environmental Services has determined on February 13, 1978, that the project would not have a signifi- cant effect on the environment, a Negative Declaration filed and the appeal period has expired. IV. DISCUSSION: The subject parcel is being divided merely for sales purposes. The division of the property into two parcels will not adversely effect development of the property in accord with the objectives of the C-1 zone in which it is located. DISCUSS3ON: (Cont. ) Special Condition of Approval No. 3 requires that the applicant pay fees into the "Planned Local Drainage Facilities Fund" as required by recently adopted Ordinance No. 175. Special Condition No. 4 requires the installa- tion of sidewalks along the full frontage of the property on the frontage road. PM 11311 WHEREAS, the Planning Commission of the City of Palm Desert , California, did receive a verified application from COMPTON, RUSSIE , and HARTLEY, requesting approval of a lot split of 1 . 10 acres of land, located in the C-1, S.P. Zone District and situated on the south side of Highway 111 and west of Deep Canyon, more particularly described as : APN 625-121-005 WHEREAS, said application has complied with the requirements of the "City of Palm Desert Environmental Quality Procedure Resolution No . 77-7" , in that an Environmental Assessment form was submitted and a Negative Declaration was made by the Director of Environmental Services, and the appeal period has expired; and, WHEREAS, the Planning Commission did take into consideration the Tentative Parcel Map as submitted, and the reports of the various re- viewing agencies; and, WHEREAS, The Planning Commission did find that the subject Tenta- tive Parcel Map does substantially comply with the City of Palm Desert Municipal Code and the State of California Subdivision Map Act , as amended; and, WHEREAS, the Planning Commission did find that the subject Tenta- tive Parcel Map does comply with the adopted General Plan . NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows : 1. That the above recitations are true and correct and consti- tute the findings of the Commission in this case ; 2. Development Plan 02-78 This development shall make a cash contribution towards the future signalization of E1 Paseo and Highway 74. Unless the demand for electrical generating capacity exceeds our estimates, and provided that there are no unexpected outages to major sources of electrical supply, we expect to meet our electrical load requirements for the next several years. Our total system demand is expected to continue to increase annually; and, if our plans to proceed with future construction of new generat- ing facilities are delayed, our ability to serve all customer loads during peak demand periods could become marginal by 1981. In addition, the major fuel used in Edison's generating facilities is low sulfur fuel oil. We now believe our low sulfur fuel oil inventory, together with our contractual commitments for delivery, and our customers' conservation efforts, will permit us to meet the forecasted demand for electricity during 1978.
