PLACED ON THE AGENDA OF THE CITY COUNCIL OF FOR PUBLIC HEARING. Any appeal of the above action may be made in writing to the Director of Environmental Services, City of Palm Desert, within fifteen (15) days of the date of the decision. PAUL A. The tentative Parcel Map is granted for the land as described in the application and any attachments, thereto , and as shown on the plot plan labeled, Exhibit A, and the requirements herein . 2. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as part of any construction. 3. Applicant shall dedicate five (5) feet of public easement along San Pasqual Avenue and along Catalina St . with a 15 ' corner "cut off" at the intersection. 4. Applicant shall install full public improvements along both front- ages including sidewalks and a catch basin on San Pasqual. 5 . The applicant shall comply with all current Palm Desert Community Services District Ordinances, particularly Ordinance No. 13 per- taining to new development . 6 . The applicant shall submit an engineered water plan to the Palm Desert Community Services District for approval . 7. The applicant shall extend the water main from a point approximately 325 feet south of the centerline of Catalina Way, north 350 feet to join the existing water main in Catalina Way if required by the Palm Desert Community Services District. f 8. Applicant shall install or show exists a water system capable of delivering 500 GPM fire flow from any fire hydrant for a two hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measure- ment . 9. Applicant shall install a Riverside County super fire hydrant located on the southwest corner of San Pasqual and Catalina. a. Exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted red. b . Curbs, if installed shall be painted red 15 feet in either di- rection from each hydrant . 10. Prior to recordation of the final map, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. 11 . The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification : "I hereby certify that the design of the water system in Parcel No. ( 11390 is in accordance with the requirements prescribed by the Fire Il Marshal . " Upon approval, the original plan will be returned to the developer. AGREEMENT I accept and agree, prior to use of this permit or approval , to comply with all the conditions set forth, and understand the Department of Building and Safety will not issue a building permit or allow occupancy on the use permitted until this signed confirmation has been received by the Department of Environmental Services. Mr. Williams reviewed the case explaining that the proposed lost size was just under 18,000 sq. feet and a variance was appro- priate. Commissioner Reading asked if 500 GPM fire flow was correct . Mr. Engel indicated it was. Chairman Berkey declared the public hearing opened and asked the applicant to speak at this time. ALFRED COOK, 73-301 Pinyon Street , stated that he felt that the project met general intent of zoning ordinance for that area. He was concerned about fire flow require- ments since the hydrant across the street was only 336 GPM. Chairman Berkey declared the public hearing closed and asked if the Commissioners had any questions at this time. Commissioner Kelly asked if this area was being upgraded by the Palm Desert Com- munity Services District . Mr. Williams indicated that other improve- ments would be provided as a part of the 10-lot tract that the ap- plicant was also doing at the northeast corner of San Pascual and Catalina. On a motion by Commissioner Kryder, seconded by Commissioner Kelly, the case was approved by Planning Commission Resolution No. 303; carried unanimously (5-0) . -B. Install or show exists a water system capable of delivering 500 GPM fire flow from any fire hydrant for a two hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install a Riverside County super fire hydrant located on the southwest corner of San Pasqual and Catalina. A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted red. B. Curbs, if installed shall be painted red 15 feet in either direction from each hydrant. 3. Prior to recordation of the final map, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the de- sign of the water system in Parcel No. 11390 is in accordance with the require- ments prescribed by the Fire Marshal .
