Mr. Cipriani noted that the applicant had requested an inde- finite continuance and he then stated the reasons for the staff recommending that the case be denied without prejudice which include : The applicant has asked for an indefinite continuance for related Case No. CUP 18-77 in order to greatly modify the proposed develop- ment which will necessarily require a revised tentative parcel map; and, as the Planning Commission is confronted with time constraints which compel the Commission to take action on submitted parcel maps during a limited time period, the applicant ' s request for an inde- finite continuance makes it imperative to act on the submitted parcel map at this time. _. On a motion by Commissioner Snyder, seconded by Commissioner Reading, the Commission denied the request without prejudice by Planning Commission Resolution No. 333; carried unanimously (5-0) . I . OLD BUSINESS A. City Council request for Study and Report on Ca e No. C/Z 12-77. Co ssioner Kelly noted that the minutes fro the City Council meeting did n change her mind and that by recomm ding R-1-12, 000 she was acting behalf of the citizens. Commiss ' ner Kryder concur- red with Commissio er Kelly. Commissioner Snyd read a statement summarizing the vie of the Commission (see E ibit A) . Commis- sioner Reading noted h ' agreement with Commissioner Snyder. Chair- man Berkey agreed with t other Commissio rs and read his state- ment (see Exhibit B) . Cc ssioner Kell asked that the comments of the Commission at this meeti be forwa ded to the City Council and perhaps the Council would take seco look at the request . Commis- sioner Snyder asked to review the S ff report prior to its going to the Council. On a motion by Commissi er Kel seconded by Commissioner Kryder, the Commission reaffi ed their p evious recommendation of R-1-12, 000 to the City Coun 1 ; carried una imously (5-0) . B. Status Repo on the Cove Communities -Pass Project . Mr . Cipriani oted a letter received from CVAG see Exhibit C) noting that CVAG 11 present the problem to the Techni 1 Advisory Committee on Feb uary 23, 1978 . Chairm n Berkey noted that since CVAG was handling the tua- tion that St ff could discontinue their study but keep in touch ' th CVAG as to heir progress. VIII . NEW BUSINESS A. Advanced Planning Program for 1978-80 i Mr. Cipriani noted that two major and two minor studies could be handled by the Staff in the coming year and that the housing element has to be completed by July of 1979 . He also .noted the im- portance of a Specific Plan covering the area west of the Palm Valley Channel . Where was some discussion as to the location of the BLM land. PM 11796 WHEREAS , the Planning Commission of the City of Palm Desert , did receive a verified application from CHARLES HAVER AND ASSOCIATES , re- questing approval of a Tentative Parcel Map (PM 11796) to both divide and assemble various parcels of land for development purposes at a site located north of E1 Paseo and east of Highway 74 within the C-1 , S .P. zone , more particularly described as : A portion of the Southwest Quarter of Section 20, TSS , R6E , S .B.M. WHEREAS, said application has complied with the requirements of the "City of Palm Desert Environmental Quality Procedure Resolution No . 77-7" , in that the Director of Environmental Services has determined on December 12, 1977 that the project would not have a significant impact on the environment and the appeal period did expire; and, WHEREAS, the Planning Commission did take into consideration the Tentative Parcel Map as submitted, and the reports of the various re- viewing agencies, and; WHEREAS, the applicant has asked for an indefinite continuance for related Case CUP 18-77 in order to greatly modify the proposed develop- ment which will necessarily require a revised tentative parcel map . (See attached Exhibit B) Mr. Williams also informed the Commission of the Council ' s consideration of Case No. C/Z 12-77, Lewis Homes of California, applicant at their meeting of January 26, 1978. He noted the map showing the Council ' s proposal . Since their proposal is different that the recommendation of the Planning Commission , the case must be referred back to the Planning Commission for further review and a report must be reported back to the Council within 40 days. Mr. Williams noted the alternatives the . Commission could take, which _ are as follows : 1 . Reaffirm its previous recommendation of R-1-12 , 000 on the total property. 2. Concur with the action of the City Council on this matter . 3. Consider other alternatives. There was some discussion with regard to when the case should be discussed and when the Planning Commission makes their recommenda- tion, can the City Council continue the case at their meeting. All improvements for this parcel map should conform to the Redevelopment Agency's plan. 2. This parcel map should participate in a signal at E1 Paseo and Highway 74. It is suggested that one-fourth of signal costs be borne by this parcel. 3. All - street improvements, curbs, gutters and tie-in paving, on the parameter of the parcel shall be constructed. 4. Traffic safety lighting shall be provided as directed by the Director of Public Works. 5. Ingress and egress for this parcel shall have the approval of the Traffic Committee for the City of Palm Desert and the Director of Public Works approval . 6..
