The tentative parcel map shall be approved subject to the following
conditions:

I. Cocmeats regarding tentative map
The Department of Public Health has reviewed Parcel Map No. 5897, and while we are
not privileged to receive any preliminary information relative to subsurface sewage
disposal or connection to sewers or domestic water supply, it is our opinion at this
time that the soils in this area should present no problems in relation to individual
subsurface disposal. However, it is recommlended that clearance be granted by this
Department for subsurface sewage disposal prior to the issuance of any building
permit.

Gentlemen: Rs: Parcel. Map 5397
Reference is made to tentative Parcel Map 5897 being the E.
of the s.44. 4 of the S.W.4 of the Is.d of Section 36, T5S,
R5E in the Cahuilla Hills area.
Our review indicates the topography of the area consists of
well defined ridges and natural watercourses which traverse
the individual parcels. The tributary drai-nage areas to
these watercourses are considerel to—al, therefore the quantity
of water that flows in them is relatively small., however, the
erosion which occurs from storm to storm is substantial clue to,
the nature of the soils in the area. The individual parcels
are approximately 1 acre in size and each contains an adequate
building site, therefore, the District has no objection to
the proposed land division or to a waiver of the final map
as requested by the applicant.

Re: Consideration of the Parcel Map Applicatio #5897 - ahuilla
Hills Grace Branet Applicant, by the Count
As you probably remember, on June 23, 1974, I appeared before the
East Area Planning Council regarding this matter, and as a result
of my protest, the Council did deny this parcel map. Subsequent
to that, the applicant did appeal the matter to the Board of Super-
visors. The Board of Supervisors referred the matter back to the
East Area Planning Council to reconsider the parcel map on the basis
of a two-lot configuration of one lot at 111 acres, and one lot at 3'k
acres. The original application was for four lots.
This matter is to be considered by the East Area Planning Council
on August 29. Should I again appear to speak against this matter?
It is my opinion that the division of this five-acre parcel in the
two lots as now proposed, is substantially less objectionable than the
original application.

Sirs:
It has come to the attention of this association that the city of Palm
Desert has raised sane question regarding the intent to lot split in the case
of Grace Bramet.
. It should be Pointed nut that prior to the first attempted incorporation
of Palm -Desert, 7% of the oro::erty owners within Cahuilla Halls petitioned
against inclusion within Palm Desert city limits. Based on that action, .Cahuilla
Hills was excluded from the proposed incorporation area. Since that time
(December 1966) there has been no substantial change in attitude on the part of
the prop=rty owners in Cahuilla Hills.
The "concern" of Palm Desert over possible lot splits in Cahuilla Hills
is not relevant to the intornal af'airs of Palm Desert and is not in proper
order. Our locale has historically enjoyed complete cooperation and support
from county government.
I am certain that if Cahuilla Hills is to become a part of Palm Desert,
it will be throuah our own motion and not the result of some projected "sphere
of influence."
The actual question of lot splitting- into .l or 1L acre parcels does not
warrant concern particularly with regard to high density or damaae to the environ-
ment. The area is presently zoned R-1-1 and because of terrain features, not
all of the Property is suitable as 1 or 1= acre R_1-1 parcels. As an example,
if 60a of the section were split into 1 acre parcels and a single family unit
placed on each acre, this would accomcdate 512 units or approximately 2,000
people oar 640 acres - still a far cry from many of the compressed conditions
within Palm Desert city limits.
It is tberefore recommended that existing and future lot split petitions

It has come to the attention of this association that the city of Palm
Desert has raised s^me question reogrding the intent to lot split in the case
of Grace Bramet.
It should be ocinted out that prior to the first attempted incorporation
of Palm Desert, 79? of the property owners within Cahuilla Hills petitioned
against inclusion within Palm Desert city limits. Based on that action, Cahuilla
Hills was excluded from the proposed incorporation area. Since that time
(December 1966) there has been no substantial change in attitude on the part of
the property owners in Cahuilla Hills.
The "concern" of 'alm Desert over possible lot splits in Cahuilla Hills
is not relevant to the int•:rnal af`airs of Palm Desert and is not in proper
order. Our locale has historically enjoyed complete cooperationand support
from county government.
I am certain that if Cahuilla Hills is to become a part of Palm Desert,
it will be through our own motion and not the result of some projected "sphere
of influence."
The actual question of lot splitting into 1 or lQ acre parcels does not
warrant concern particularly with retard to high density or damage to the environ-
ment. The area is presently zoned R-1-1 and because of terrain features, not
all of the property is suitable as 1 or 11 acre R-1-1 parcels. As an example,
if80a of the section were split into 1 acre parcels and a single family unit
placed on each acre, this would accomcdate 512 units or approximately 2,CDO
people per 640 acres - still a far cry from many of the compressed conditions
within Palm Desert city limits.
It is therefore recommended that existing and future lot split petitions
be approved on the rational that open space will ,not be violated coupled with
a semi-rural or suburban ranch concept.

1. All road easements shall be offered for dedication to the public and shall
continue in force until the governing body accepts or abandons such offers.
All dedications shall be free from all encumbrances, as approved by the
County Road, Commissioner.
2. All offers of dedication and conveyances shall be submitted and recorded as
directed by the Riverside County Surveyor.
3. Right of way along the South, West and East boundaries of parcel map shall
be offered for dedication to provide for a 30-foot half-width right of way.
4. A 30-foot minimum private access easement will be permitted and public access
is waived pursuant to Section 3.25 (c) of Ordinance No. 460.
5. Corner cut backs shall be shown on the final map and offered for dedication.
6. Easements, when required for roadway slopes, drainage facilities, utilities,
etc., shall be shown on the final map if within the land division boundary.
Said easements shall be submitted and recorded as directed by the Riverside
County Surveyor.

CONDITIONS .OF .APPROVAL
PARCEL MAP NO, 5897
The tentative parcel map shall be approved subject to the following
conditions;
1. All road easements shall be offered for dedication to the public
and. shall continue in force until the governing body accepte ,or
abandons such offers. All dedications shall be free from all en-
cumbrances as approved by the County Road Commissionero
2. All offers of dedication and conveyances shall be submitted and
recorded as directed by the Riverside County Surveyor.
3o Legal access as required by Ordinance 460 small be provided froin
the parcel map boundary to a County maintained road.
4. Right of way along ,Jaguar toad shall be offered for dedications to
provide .for a 30-foot half-width right of way.
5. Easements, when required for. roadway slopes, drainage facilities,
utilities, etc. , shall be shown on the final snap if within the
land division boundary. Said easements shall be submitted and
recorded as directed by the Riverside County Surveyor,
6. The final map shall be prepared by a registered civil engineer or
licensed land surveyor subject to all the requirements of the State
of California Subdivision Map .Act, Section 11575 through Section
11580, inclusive; Riverside County Subdivision Ordinance 460, aid
all the above conditions.

The Department of Public Health has reviewed Parcel Map No. 5897, and while we are
not privileged to receive any preliminary information relative to subsurface sewage
disposal or cocunecsion to sewers or dome3etic water supply, it is our opinion at this
time that the soils in this area should present no problems in relatian to individual
aubaurface disposal. However, it is recommended that clearance be granted by this
Department for subsurface sewage disposal prior to the issuance cf any building
permit.

Reference is made to tentative Parcel Map 5897 being the E4
of the 5.61.4 of the S.W.; of the S.E.' of Section 36, T55,
R5E in the Cahuilla Hills area.
our review indicates the topography of the area consists of
well defined ridges and natural watercourses which traverse
the individual parcels. The tributary drainage areas to
these watercourses are considered local, therefore the quantity
of water that flows in them is relatively small, however, the
erosion which occurs from storm to storm is substantial due to
the nature of the soils in the area. The individual parcels
are approximately 1 acre in size and each contains an adequate
building site, therefore, the District has no objection to
the proposed land division or to a waiver of the final map
as requested by the applicant.
