PM 7078 IRIS CARMEL-Appi ;ant: Request for lot consoidation of three 50 ' x 207 ' parcels (Lots 4 , 5 , & G) into one 150 ' x 207 ' parcel and a waiver of the final map , on the north side of E1 Pasco, between Portola and San Luis Rey. Steve Fleshman presented the staff report . It was staff ' s recommendation that the Planning Commission approve the parcel con- solidation and waiver of the final map by Planning Commission Resolution No. 81 with the attached conditions . After a review of the conditions , Chairman Seidler asked for comments from the applicant , if present . The applicant was not present and there were no further comments. Commissioner Mullins moved, Commissioner .Van de Turk seconded the motion to approve Resolution No. 81 with the attached conditions . Electricity - Southern California Edison IV. DISCUSSION: Applicant is proposing to connect to sanitary sewers for the entire site. The staff is requesting that the applicant post a cash bond for a prorata share of the cost of undergrounding the overhead utility lines for the entire block. In addition ,. condition #5 would require the applicant to join any assessment districts created in this area that might be established to perform other improvements . As in other cases, the applicant is being requested to submit an agreement to the City of Palm Desert allow- ing a public access easement over the parking areas of the site. This area is protected from stormwater flows by a system of channels and dikes built and maintained by this District. This tract may be con- sidered safe from stormwater flows except in rare instances. The Coachella Valley County Water District will furnish domestic water and sanitation service to said tract in accordance with the currently prevailing regulations of this District.
