Re: Parcel Map 7892 and your letter of
June 3, 1976
Dear Mr. Williams:
We are enclosing a Xerox copy of Parcel Map 5308 which was submitted in 1973
on this parcel . It shows the topography of the site and the existing struc-
ture. Under the present Ordinance 460 of Riverside County, the applicant
is not required to submit contour maps, improve roads, or provide percolation
data.

Subject: Response to inquiry on Parcel Map No. 7892
Dear Mr. Streeter:
At the regularly scheduled meeting of June 1, the Planning
Commission of the City of Palm Desert did review Parcel Map
No. 7892 and did by Planning Commission Resolution No. //
express a number of concerns relative to said Parcel Map.
Basically their concern was a lack of adequate information
regarding the existing condition of the land and the lack of
adequate improved access to the property. In addition they
are expressing a concern relative to the absence of a structure
that appears to exist on the property which under the State
Map Act should be shown on the Parcel Map. They do request that
the Parcel Map not be acted upon until this information is
provided so that the City Planning Commission can adequately
evaluate the proposed parcel split.

Request: For Comments
DISCUSSION:
This property is adjacent to the, City Limits of Palm Desert, NW of
Indian Springs Mobile Home Park.
The staff has reviewed this parcel map request and found several serious
problems
1. No contours are shown on the Map and this area does have a substantial
change of elevation.
2. No indication is made as to which roads will be improved and to what
extent.
3. The existing structure is not located on the map.
4. Parcels of 60,000 sq. ft. with their own private sewage systems
should not be considered without an analysis of slope and soils.
RECOMMENDATION:
By Planning Commission Resolution No. 156 direct staff to prepare a
response to the County, objecting to the approval of this map until further
information can be provided by the engineer and applicant relative to slope,
soils, and access.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM
DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND EXPRESSING CON-
CERN OVER THE APPROVAL OF TENTATIVE PARCEL MAP 7892 ON PRO-
PERTY GENERALLY LOCATED IN THE CAHUILLA HILLS AREA.
CASE NO. PM 7892.
WHEREAS, the Planning Commission of the City of Palm Desert did

receive a request for comment from the Riverside County Planning Office,
for a Parcel Map on property located in the R-1-1 Zone, and situated in the
Cahuilla Hills Area to allow for the division of 5 acres into 3 - 1.6 acre
parcels; the property being more particularly described as :
S 2 of the NE ', of the SE a
of the NE a of Section 36
T5S, R5E, SB B & M
WHEREAS, on June 1, 1976, the Planning Commission did consider
this request; and,
WHEREAS, at that time, upon considering the request, said commission
did find that said Parcel Map 7892 should not be approved until the following
informaiton is provided:
1. Contours & drainage map.
2. Schedule and type of road improvements
3. Location of existing structure
4. Slope and soil analysis relative to acceptability of conventional
private sewage disposal methods.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Palm Desert as follows :
1. That the above recitations are true and correct and constitute
the findings of the commission in this case.
2. That it does hereby request that the Planning Commission of
Riverside County not act on said Parcel Map 7892 until the additional information
is provided.

VIII . NEW BUSINESS
A. CVCWD REQUEST (continued)
Mr. Williams brought Finding No.. 3 to the Commission 's attention which
stated that the water district would be responsible for damages to the
recently completed road improvements.
Commissioner Van de Mark made a motion to approve Planning Commission
Resolution No. 154, finding that the above listed projects proposed
to be constructed by the CVCWD are in compliance with the adopted
Palm Desert General Plan . Commissioner Kelly seconded the motion.
Motion carried unanimously.
IX. DESIGN REVIEW BOARD ITEMS
A. REVIEW OF ACTIONS OF DESIGN REVIEW BOARD MEETING OF MAY 25, 1976
Steve Fleshman presented the four cases which had been approved by the
above listed ORB action. He also reviewed the two cases which had been
rejected and the one case which had been deferred.
Commissioner Van de Mark moved to adopt Planning Commission Resolution
No. 155, as amended to show the change in conditions and the resolution
for Case No. 21MF/SHADOW MOUNTAIN RESORT CLUB. Commissioner Kelly
seconded the motion. Motion carried unanimously.
X. ORAL COMMUNICATIONS - None
At this time , the Commission went back to the discussion of Case No.
PM 7892-County Referral of Tentative Parcel Map. This discussion had
been deferred so that the Commission could hold the Public Hearing items
first.
Steve Fleshman explained the County Referral and stated that staff had
reviewed this parcel map request and found several serious problems .
These problems are as follows:
1. No contours are shown on the Map and this area does have a
substantial change of elevation .
2. No indication is made as to which roads will be improved and
to what extent.
3. The existing structure is not located on the map..
4. Parcels of 60,000 square feet with their own private sewage systems
should not be considered without an analysis of slope and soils.
A short discussion ensued, after which Commissioner Berkey made a motion
to adopt Planning Commission Resolution No. 156, announcing findings and
expressing concern over the County approval of Tentative Parcel Map No.
7892, on property generally located in the Cahuilla Hills Area. Com-
missioner Van de Mark seconded the motion. Motion carried unanimously.

XI . COMMENTS
A. City Staff
Mr. Williams informed the Commission that at 7:00 p.m. on Thursday,
June 17, 1976, there would be a meeting of all property owners in
the two block area between El Paseo and Highway 111 relative to
undergrounding.
