F. CASE NO. PM 8810, JO CRAIL McCART, APPLICANT
Consideration of a Parcel Map to divide an 81,000 square foot
parcel into two (2) parcels of 10,000 square feet and 71,000
square feet respectively, on property located at the northwest
corner of Larrea Street and Prickly Pear Lane.
Mr. Fleshman presented the staff report and explained that
the Commission had reviewed the working drawings for the
new building to be located on this parcel at their last
meeting and had approved same. Further, he explained that
the purpose of the Parcel Map was for financing purposes
only; that the ownership would remain in one entity with
separate financing to be provided.
Chairman Wilson asked if there were any questions of staff at this time.
Being none, he then opened the Public Hearing and asked if the applicant
was present.
JO CRAIL McCART, 73-860 Larrea Street, spoke to the Commission
and stated she was the owner of the property under considera-
tion. Further, she stated that she was making this application
for loan purposes only.
Chairman Wilson asked Ms. McCart if she was in full agreement with
the staff report and staff's recommended conditions of approval .
Ms. McCart answered yes.
Chairman Wilson asked if there was anyone present wishing to give
testimony either in FAVOR of or OPPOSED to this Parcel Map. Being
no one, he then closed the Public Hearing on Case No. PM 8810.
Chairman Wilson asked that the resolution be corrected to include a
-' phrase regarding the fact that a duly noticed Public Hearing was held.
Being no questions, comments, or objections, Chairman Wilson stated
that a motion would be in order.
Commissioner Reading moved to approve Planning Commission Resolution
No. 200, as corrected, approving PM 8810. Commissioner Mills seconded
the motion; motion unanimously carried.

consideration of a Parcel Map to divide a 4.53 ac parcel into
o (2) parcels of 4.25 acres and 10,000 squar eet respectively,
on operty located at the northwest corner Sun Lodge Lane and
El Pas
Mr. Fle man presented the staff eport on this case and
explained at it was reviewe y both staff and the City
Engineer and at the Parce ap met all the requirements
of the Municipa ode an he State Subdivision Map Act, as
i amended. Further, e ity Engineer had agreed with staff's
recommended conditio of approval . Therefore, staff was
recommending appr 1 o lanning Commission Resolution Num-
ber 201.
Chairman Wilson ask if there were any q tions of staff at this time.
Being none, he th opened the Public Hearin n Case No. PM 8740 and
asked if the ap icant was present.

I. REQUEST:
That the Planning Commission approve a Tentative Parcel Map (PM 8810)
to allow the creation of a 10,000 square foot parcel from an 81,000
square foot parcel generally located 150 feet west of Prickly Pear
Lane, on the north side of Larrea Street.
II. STAFF RECOMMENDATION:
By Planning Commission Resolution No. 200, approve PM 8810, subject to
compliance with conditions.
Justification is based upon the following:
1. The Tentative Parcel Map meets the requirements of the State Map
Act, as amended.
2. The Tentative Parcel Map meets the requirements of the Palm Desert
Municipal Code.
3. The Tentative Parcel Map is in conformance with the Palm Desert
General Plan and the Redevelopment Plan.
III. BACKGROUND:
Description: Lots 6 & 7 of Block U, Palm Desert Unit #1
Size: 81,000 square feet to become, one parcel of 10,000 square feet
and one parcel of 71,000 square feet.
EIR Finding: The project was found to 'be exempt as a minor lot line
adjustment under the provisions of the Class 5 exemptions
listed in City Council Resolution No. 74-14.
Existing Zoning: C-1
IV. DISCUSSION:
The purpose of the Parcel Map is for financing purposes only. Ownership
will remain in one entity; however, separate financing will be provided.
All of the public improvements are in with the exception of the curb, gutter,
sidewalk, and tie-in paving, which are conditions of approval . The Planning
Commission recently approved the working drawings for the building to be lo-
cated on the new parcel .

This area is protected from stormwater flows by a system of channels and
dikes built and maintained by this District. This area may be considered
safe from stormwater flows except in rare instances.
The District will furnish domestic water and sanitation service to said
area in accordance with the currently prevailing regulations of this
District
This area shall be annexed to Improvement District No.s 54 and 80 of the
Coachella Valley County Water District for sanitation service.

PALM DESERT, CALIFORNIA, SETTING FORTH ITS FINDINGS AND
RECOMMENDING TO THE CITY COUNCIL, APPROVAL OF A TENTA-
TIVE PARCEL MAP TO SUBDIVIDE 81,000 SQUARE FEET, GEN-

WHEREAS, the Planning Commission of the City of Palm Desert, California
did, on the 30th day of November, 1976, hold a duly noticed Public Hearing to
consider an application from JO CRAIL McCART, requesting approval of a Parcel
Map to divide 81,000 square feet into a 10,000 square foot parcel and a 71,000
square foot parcel , located in the C-1 Zone District and situated on the north
side of Larrea Street, approximately 150 feet west of Prickly Pear Lane, and more
particularly described as:
A Portion of Lots 6 & 7, Block U
Palm Desert Unit #1
WHEREAS, said application has complied with the requirements of the
"City of Palm Desert Environmental Quality Procedure Resolution Number 74-14" ,
in that the project is exempt as a minor lot line adjustment, as specified by
S Class 5 exemptions; and,
WHEREAS, the Planning Commission did take into consideration, the
Tentative Parcel Map as submitted, and the reports of the various reviewing
agencies; and, °
WHEREAS, the Planning Commission did find that the subject Tentative

Parcel Map does substantially comply with the City of Palm Desert Municipal
Code, and the State of California Subdivision Map Act, as amended; and, i
WHEREAS, the Planning Commission did find that the subject Tentative
Parcel .Map does comply with the adopted General Plan and Redevelopment Plan. j
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City

1. The Tentative Parcel Map is granted for the land as described in the
application and any attachments thereto, and as shown on the Plot Plan
as revised, labeled Exhibit A, and the requirements herein.
2. All requirements of any law, ordinance, or regulation of the State of
California, City of Palm Desert, and any other applicable government
entity shall be complied with as part of construction. .
3. Street trees shall be planted along Larrea Street in accordance with
City Standards.
4. Curb, gutter, sidewalk, and tie-in paving shall be installed to the
specifications of the .City Engineer.

Reference PM 8810
The General Telephone Company will provide the telephone distribution
facilities to and within the subject tract in accordance with its cur—
rent tariffs as approved ,by the California Public Utilities Commission.
The developer will be required to deposit the full cost of these facili—
ties under certain conditions as outlined in the above mentioned tariffs.
These facilities will be underground unless extreme or unusual conditions
arise. No single subdivision will affect the telephone rates as rates
are developed over a large base. We have no expertise on the asthetic
impact of trenching and cannot comment on this subject extent to state
that the distribution facilities will be place in a joint trench with
other utilities wherever possible.
