REPORT ON : Proposed public park at Monterey Avenue and Country Club Drive.

I. INTRODUCTION:
The subject of this staff report is to discuss the proposed public park
at the northeast corner of Monterey Avenue and Country Club Drive. The
park will be completed in conjunction with phase one of a 264 unit residential
development by Mayer Group, Inc. This staff report will provide
background material regarding the park site with a request for comments
concerning the proposal and potential name for the park.
II. BACKGROUND:
A. PROPOSED PLAN
The proposed plan calls for the development of a nine acre public
park site to be located at the northeast corner of Monterey Avenue and
Country Club Drive. Six nonlighted tennis courts are to be located at
the northwest section of the site; a soccer field is to be located at
the southwest area of the site. Between the tennis courts and soccer
field will be a combination little league baseball diamond and an
active/passive open space area. A barbecue picnic area will be
adjacent to the soccer field. A photograph delineating the various
activity areas and other features is attached at the end of this report.
This plan is different from the one proposed with the development plan
last November; differences include:
additional 24 parking spaces.
• increased landscaping.
• movement of barbecue area from open active/passive areas
adjacent to the soccer field.
• reworking of meandering pedestrian/bike path for parking area.
B. PARK'S PURPOSES
The proposed park serves four purposes:
• provide recreational opportunities and uses for the surrounding
neighborhoods as well as the subject development;
• present an aesthetically enhanced appearance at a major access
point to the city;
• provide for drainage retention area for the land under
development; and
• provide distance separation between residential units and a
major street intersection.
C. DEVELOPER'S RESPONSIBILITIES
The Mayer Group will complete all of the right-of-way improvements
(including curb, gutter and meandering pathway) , site grading, ornamental
landscaping, irrigation system for perimeter parkway, and construction
of six non-lighted tennis courts. They will also provide the City with
additional professional consulting services deemed necessary to complete
the park.
D. CITY'S RESPONSIBILITIES
The City will financially assist in the physical development of the park.
Approximately $250,000 are earmarked over the next two fiscal years for this
purpose. Monies will come from in-lieu fees already or will be collected
from surrounding development.
With the money the City will provide for ground cover and irrigation
system for the interior part of the park and other improvements deemed
desirable as a result of design study and City Review.
E. POTENTIAL NAME
The Commission has not established standards or procedures in which to
name city parks. Only once since the Commission was created was this topic
raised. In May, 1979 the City Council requested the Commission to discuss
the matter of naming a city park after the late Stanley Sayles. At that time,
the Commission went on record of being in favor of naming parks after
location and persons only if they had assisted in the park development.
Using location as the guiding principle, there are three potential names for
the park: Monterey Park, Country Club Park and Monterey-Country Club Park.
Of the three Country Club Park seems to be best. Montery Country Club Park
would be too closely identified to the development project of the same
name. Monterey Park is the name of a city in Southern California.
IV. REQUEST
The Commission should study the proposal and make comments, to be forwarded to
the Planning Commission, regarding the park site and potential name.

SUBJECT: FIVE YEAR CAPITAL IMPROVEMENT PROGRAM DATE: May 27, 1980
Attached please find the proposed five year Capital Improvement
Program beginning with the 1980 - 1981 fiscal year. The program
states how public money will be spent over the next five fiscal
years on public improvements. The Commission is primarily
concerned with Section VII , Park Development. The following parks
will be developed: Marrakesh Linear Park, Community Park,
San Pascual Park, Sports Center at High School , Ironwood,
Mayer Park, Civic Center Park, General Parkway Landscaping, and
Sand Dune Park. The program develops many of the sites proposed
in the City's General Plan.
The Commission should review the program for acceptability and
conformity with the City's General Plan and provide the Council
with comments. If found to be acceptable the Commission should
adopt Parks and Recreation Commission Resolution No.

A RESOLUTION OF THE PARK AND RECREATION COMMISSION OF
THE CITY OF PALM DESERT, CALIFORNIA, FINDING THAT THE
PROPOSED CITY CAPITAL IMPROVEMENT BUDGET FOR A FIVE
YEAR PERIOD IS IN COMPLIANCE WITH THE ADOPTED PALM
DESERT GENERAL PLAN.
WHEREAS, Section 65401 and 65402 (a) of the Government Code of
the State of California, require that the proposed Capital Improvement
Budget and any improvement of public property requires review by the
Park and Recreation Commission to determine its compliance with the
City's adopted General Plan or part thereof; and,

WHEREAS, the Park and Recreation Commission did review the
preliminary Capital Improvement Budget for a five year period beginning
in fiscal year 1980-81 at the Park and Recreation Commission meeting
of May 27, 1980; and,
WHEREAS, after review of said project, it was found that these
projects are determined to be in compliance with the City's adopted
General Plan.
NOW, THEREFORE, BE IT RESOLVED by the Park and Recreation
Commission of the City of Palm Desert, California, as follows:
1 . That the above recitations are true and correct and
constitute the findings of the Commission in this case.
2. That it does hereby report to the City Council that the
projects proposed under the preliminary Capital
Improvement Budget for the five year period beginning
in fiscal year 1980-1981 is considered to be in
compliance with the adopted Palm Desert General Plan.

I . INTRODUCTION
Vandalism is an increasing problem facing most communities , including Palm
Desert. A generally accepted definition of vandalism is "the deliberate
defacement, mutilation, or destruction of private or public property. "
Public park facilities are primary targets of vandals with devastating
results. As stated in a recent article in California Parks and Recrea-
tion, "Unchecked vandalism triggers a spiral of events that eventually
spells doom for a public facility: park users avoid unsafe and unattractive
vandalized areas, lose pride in their parks , stop caring about the parks.
altogether, and finally abandon them. "
Currently, only three developed public park areas exist in the City Commu-
nity Park, Washington School and Community Center; more facilities are
planned for the near future. The opportunity exists for City and Coachella
Valley Recreation and Park District officials to effectively deal with this
issue when park development occurs.
This Staff Report discusses park vandalism in Palm Desert and suggests
methods to abate the situation.
II . VANDALISM IN PALM DESERT
Vandalism is a major concern to park officials although they try not to
publicize its occurrence. According to Gary Doty of CVRPD, when vandalism
is reported in the local media, its incidence increases.
The actual dollar amount of vandalism is not readily known. Doty stated
that repairs for most acts, such as broken bottles, is a part of everyday
park maintenance. Recently, however, approximately $3,500 worth of damages
was suffered in Palm Desert when vandals did extensive damage to the Commu-
nity Park.
Most of the acts of vandalism are minor in nature and commonly occur in the
late evening or weekends when supervision and surveillance are low. There
are many types of vandalism as described in a recent Management information
Service Report:
• Acquisitive Vandalism: Property damage done to acquire money or goods ,
such as breaking open vending machines.
• Tactical Vandalism: Property damage done intentionally to advance some
other end or as a means to draw attention to a grievance.
• Ideological Vandalism: Similar to tactical but, carried out explicitly
to further an ideological cause.
• Vindictive Vandalism: Damage done to a selected target for revenge to an
individual .
• Play Vandalism: Damage to property in the context of a game, such as who
can break the windows on the highest level or shoot out the most street
lamps.
• Graffiti : Harmless vandalism as a determination on the part of certain
individuals to express their identity; usually not considered vandalism
on the part of the individual .

• Malicious Vandalism: Damage done to property as part of a general expres-
sion of rage or frustration, often directed at symbols of the middle class
and public institutions, such as parks.
There are a variety of types of vandalism in Palm Desert. Graffiti , broken
bottles , shot out windows/lights, holes punched into walls, stolen equipment,
stolen plants and cars driven over non-road areas are the major types of
vandalism. Also, park users, usually older users, are often verbally abused
by others. Men have often been found in women's restrooms. These types of
activities have caused many to stop visiting certain facilities for fear of
bodily harm.
The types of vandalism suggest that the vandal is of any age. The typical
image of a vandal, according to various studies completed on the subject, is
a young teenager, who is considered to be a hoodlum or punk and who is on
alcohol or other drugs. This is not necessarily the case. Vandals , who have
been apprehended, are also college-bound students from respected families and
not under the influence of drugs. Doty stated that, in Palm Desert, acts of
vandalism have suggested older individuals are the culprits as well . He said
the way plants and trees have been stolen, and cars have been driven over
restricted areas, suggest that every age group is involved. The more destruc-
tive acts are the result of a group rather than of an individual .
III . CAUSES OF VANDALISM
There is no one cause of vandalism. Instead, various articles and studies
have indicated a mixture of social , political and environmental causes.
Individuals apprehended for vandalism have provided the following reasons for
their actions:
• frustration and anger over a recent dispute in school/home,
• showing off,
• peer group pressure,
• revenge,
• frustration over school/home environment,
• boredom/jealousy, and
• desire for City officials to recognize the shortage of youth related facili-
ties.
Two John Hopkins University professors , James McPortland and Edward McDill ,
extensively studied the causes of vandalism. Their results were summarized in
a Management Information Service Report (pp. 3-4) in May 1976. The two
recognized five major theories , different in nature and concept, for individuals
participating in such behavior.
First, there is Restricted Opportunities. Most young people adopt the American
dream of a middle class way of life, but many, primarily disadvantaged back-
grounds, find that many barriers restrict their mobility to reach that dream.
Some, but definitely not a great proportion of such individuals , take their
frustration out through acts of vandalism.
The second cause is Subcultural Differences in Values and Attitudes. Under this
theory, some individuals do not subscribe to the American dream or values and
attitudes, and see vandalism as an acceptable behavior.
Prolonged Adolescent Dependence is seen as another cause of vandalism. The
central idea here is that adolescents are required to act like adults but, have
few opportunities to assume responsibilities. Therefore, they act to fulfill
their need to acquire independence by illegally obtaining money to free them from
parental dependence.
A fourth theory is entitled Seriously Damaged Personalities. This idea suggests
that due to parental abuse, rejection, neglect and lack of affection, the
individual has psychologically developed incorrectly and has turned to acts of
violence out of frustration, anger and hatred.
Finally, Labelling and Stereotyping have allowed certain individuals to have a
negative self-image of himself/herself. The person internalizes this image and
seeks others with the same image who reinforce his/her image. Once internalized,
the individual then takes upon certain behavior detriment to others.

No one theory or concept fully explains vandalism or reasons for such acts.
However, it is important to consider the above reasons if City and CVRPD
officials are to abate the situation.
IV. POSSIBLE METHODS TO REDUCING VANDALISM
The causes of vandalism suggest that action is needed. Obviously, the theories
espoused by professionals suggest the need to reorganize society's institutions ;
an activity beyond the means or capabilities of Palm Desert. However, there are
numerous activities available to abate vandalism. Methods fall into two cate-
gories: vandal-proofing and preventive techniques. Vandal-proofing deals with
the results of vandalism while preventive techniques deal with the symptoms of
vandalism.
Vandal-proofing techniques include a variety of design and administrative
approaches. Architectural design of the facility is a major approach. Poor
design, as in the case of the Community Park, according to Doty, invites
vandalism. Various architectural techniques that could be utilized to make a
building less vulnerable include: fewer windows , limited access , elimination
of hidden areas, increase amount of lighting, make non-road areas hard to drive
over by erecting barriers, use protective grills over windows , use plastic glass.
and use high intensity lights. These should be considered in future park
developments.
Quick maintenance is also essential to deter repeated acts of vandalism. Th_is.
is particularly true of the less harmful types of vandalism, such as graffiti
or play vandalism. Some vandals return to see the destruction. Doty stated
that, if quick repairs could be made immediately, then there is no monument to
see. CVRPD tries to make quick repairs to vandalism.
Increased surveillance, particularly during the times vandalism occurs, could
be a successful , although costly, way of reducing vandalism., Instead of
uniformed patrol , some communities have established neighborhood watch programs
and have hired park employees to live on the premise (with housing provided by
the park district). The aim is not to get citizens to apprehend the vandals,
but to notify local police of the act when in progress.
State law permits localities to recoup losses from the parents/legal gardi;ans
of those vandals who have been apprehended. Because few are apprehended, little
has been recouped. However, communities, who have combined this program with a
community awareness/education program, have witnessed sharp reductions i.n
vandalism.
Finally, there are many programs that could be available to prevent vandalism,
These programs are primarily educational or social in nature. The goals of
these programs are to increase the access of youth to opportunities, eliminate
premature and inappropriate negative labelling and reduce alienation and
frustration. Most of these programs are found in schools , churches and other
social organizations.
V. CONCLUSION
This report has touched upon the nature of vandalism in Pal Desert and has
described various techniques available to eliminate or redu e the situation.
As the City develops more park sites, these techniques sho d be considered.
It is important to involve all potential park users in park development if the
City is to be successful in reducing vandalism. Local government alone cannot
reduce vandalism. It is essential to involve other societal institutions ,
such as the schools, churches and homes in solving this problem. Only when
there is a commitment of government and other institutions to solve this
problem will the incidence of vandalism be reduced.
