SUBJECT: COMMUNITY DEVELOPMENT CITIZENS DATE: July 15 , 1981
PARTICIPATION PLAN
Per memorandum dated April 6, 1981, the Riverside County
Office of Community Development has requested that each
cooperating city accept a specific plan for citizen
involvement in the planning, implementing, and assessing
of the Community Development Program.
Included for your consideration is a suggested Citizen' s
Participation Plan for the City of Palm Desert. It is
recommended that instead of appointing a new committee
to deal specifically with the Community Development Pro-
gram, that the City make use of existing City committee
and commission members which already represent a wide
spectrum of Palm Desert residents .
The suggested timeline allows sufficient time for the
development of projects for submittal to the County of
Riverside for consideration in the Program' s eighth year
funding.

I. INTRODUCTION
The following document shall be known as the City of
Palm Desert Community Development Block Grant Citizen
Participation Plan. The Plan serves as a guideline to
implement the U. S. Department of Housing and Urban
Development five basic standards to guide citizen
participation:
1. Involvement of affected persons and other
concerned citizens;
2. Openness and freedom of access ;
3. Adequate and timely information;
4. Opportunity for submission of views and proposals ;
5. Continuity of participation throughout all stages
of the program.
II. PURPOSE
In accordance with Community Development Block Grant
Regulation C .F.A. 570. 303 (a) the Purpose of a Citizen
Participation Plan is to encourage the participation
in Community Development activities. Citizen involvement
should be one of "an advisory role in planning, implementing
and assessing the program".
III. CITY COUNCIL'S INTENT
The intent of the Palm Desert City Council in formally
establishing a Citizen Participation Plan is to distribute
information about the City's participation in the
Community Development Block Grant Program, projects that
have been undertaken and financed under the program and
to request citizen participation in the identification
of eligible Program projects for future program funding.
IV. GOALS AND OBJECTIVES OF CITIZEN PARTICIPATION PLAN
Goals : The following goals are hereby established for
the City of Palm Desert.
A. To the greatest extent possible obtain citizen
participation in identifying community needs .
B. Assimilate identified community needs with.
Community Development Block Program Goal and
Objectives .
C. Identify specific programs and or projects
that the City should implement through actual
program funding.

VI. AVAILABILITY OF CITIZEN PARTICIPATION PLAN
Copies of this Citizen Participation Plan shall be made
available for review at the office of the City Clerk,
45-275 Prickly Pear Lane, Palm Desert , California.
Questions regarding this plan or any of its provisions
may be addressed to the office of the City Manager.
VII . COMPLAINT PROCEDURES
Citizen complaints regarding the City of Palm Desert' s
performance under this plan may be made- to the office
of the City Manager, City of Palm Desert at (714) 346-0611
or to the Riverside County Director of Community
Development in writing at 4080 Lemon Street, Riverside,
California 92501 or by telephone at (714) 787-6547 .
