The project involves installation of a link to the Coachella Valley Bikeway which is for the most part adjacent to the Whitewater Channel and parallels State Highway 111, at times a heavily congested major thoroughfare which is rapidly nearing capacity. The bikeway installation (.76 mile) would take place on property or right-of-way belonging to three agencies: The Coachella Valley Water District; Desert Sands Unified School District and City of Palm Desert. The project, if implemented, should not only induce the use of a bicycle as a mode of transportation in the short run, but also help to enforce the installation of a continuation of the bikeway as a condition of approval for adjacent proposed projects. The Coachella Valley Bikeway, when completed, will extend from Palm Springs south and east through Indio and Coachella, mainly being a parallel to State Highway 111. Among the major traffic generators that are in the vicinity of the bikeway and whose commuters will benefit from the installation of such, is a 160 acre industrial park, College of the Desert (the only State junior college in the valley) and the newly completed Palm Desert Town Center (760,000 sq.ft. regional shopping center) which installed 1.29 miles of a Class I bikeway as required by the City. The first part of the project would entail installation of a Class II bikeway along Magnesia Falls Drive for 900 ft. part of which has been dedicated to the City, and another part still under control of the Water District. The second part would be a Class I bikeway alongside the Whitewater Channel on water district property with chainlink fencing for safety reasons. The third part would be a Class II bikeway alongside a public parking lot and access road linking the route with Cook Street, a proposed major north-south thoroughfare.
