Any person wishing to discuss any item not otherwise on the agenda may address the commission at this point by stepping to the lectern and giving his/her name and address for the record. Remarks shall be limited to a maximum of five minutes unless additional time is authorized by the commission. 2. This is the time and place for any person who wishes to comment on non-hearing agenda items. CITY MANAGER/PUBLIC WORKS DIRECTOR FROM: LARRY RILLERA, PARKS SUPERVISOR SUBJECT: MONTHLY PARKS REPORT FOR AUGUST DATE: September 13, 1989 MAGNESIA FALLS PARK Foreign soil fine graded and fertilized. Pre-emergent & post-emergent herbicide sprayed around trees. Six new trash cans replaced worn out ones. Litter, trash a daily chore. Bathrooms had trouble flushing (2 day project) Weekly mowing. Magnesia Falls median mechanically weeded. COMMENTS: Boy Scouts cleaned out sand area. Scheduling of irrigation needs to be reprogrammed. Calculations drawn up for over seeding needs. EL PASEO MEDIAN Irrigation repairs to sprinklers. Planting plan overlayed onto irrigation plan. 1-3 foot shrubs (xylosma, oleander, palm pups, lantana) removed. Daily litter pick-up. Gazania removed; to be replaced with annual color. Weekly mowing. Tree canopy raised up. Tall weeds mechanically pulled. COMMENTS: Chemical control program implemented. Irrigation scheduling continually reworked. Calculations being drawn up for flat count and soil replacement. Flat types & color being evaluated. Lights need attention. Calculations drawn up for over seeding needs. HAYSTACK PARK Daily maintenance of irrigation systems. Stakes removed. Trees lifted and laced out. Dead trees and stumps removed. Weekly mowing. • `Y�r COMMENTS: Met with Soil Conservation to discuss better water distribution near east end of park. Calculations drawn up for over seeding needs. SPORTS COMPLEX Irrigation regimes interrupted by construction to high school . Daily litter and trash pick-up. Weekly mowing. Post-emergence applied to fences and tree wells. COMMENTS: High school has not been mowing field. Irrigation programming continually altered by outside parties. All concerned with complex will be contacted about obligations. Soccer season begins 9-16-89. CIVIC CENTER COMPLEX Weekly mowing, daily litter pick-up. Carob trees selectively pruned to increase canopy. Date palms trimmed. Ficus and ivy power sheared. Flower beds weeded. Chemical program implemented Oleanders near entrance dropped to allow for better vision. Watering times cut down. Inspector parking lot trimmed and cleaned up. COMMENTS: Scheduling and location of stations a continual effort. Calculations being drawn up for annual planting. OVERALL COMMENTS: Now that vacation schedules have been completed, movement toward accomplishing goals can procede. Presidents Plaza parking lot drew numerous hours of attention during reconstruction and hence affected regular maintenance schedules. With the fall season approaching, careful planning is of critical concern. Attention to proper irrigation function will dictate the success of the fall/winter planting. I just worked out a program with court-released youth to do work in our city. Started a monthly Park inspection sheet to be filled out by Ralph Romero. This will keep us informed of replacements and reduce liabilities by documentation. Suggest that Parks Commission put out sign far the name of the parks. City Hall Regular maintenance: litter, trash, vacuum parking lot and sidewalks Weekly mowing, edging and weed whipping Water shut off to accommodate scalping induce dormancy of bermuda Flowers pulled from beds Flower beds renovated to enlarge planting area Sprinkler system continually checked for (breaks, leaks, stuck valves) Oleanders near entrance dropped to allow for better vision Comments: Annual planting being evaluated Experimented with reel mowers for next years scalping program Controllers reprogrammed for overseeding and fall planting season Calculations for landscape, landscape and bed areas being worked on ' '~ - , Page 2 Richard Folkers, Asst. Sprinkler main broken Comments: Calculations for landscape, landscape being worked on. Suggest that Parks Commission put out sign for the name of the park. Sports Complex Water main shut off half a month for: 1) broken main from back flow 2) construction of parking lot 3) relocation of laterals, shut-off valves 4) vandalism Play area cleaned up Regular maintenance: mowing, litter, trash, sprinkler checks Desert Sands notified of agreement responsibilities Comments: With the water shut-off so much and traffic from soccer season heavy, turf areas look less than standard. El Paseo Weeds, flowers pulled from bed Natal Plum along perimeter removed to accommodate more color Trees lifted Lights repaired Scalping, overseeding, topdressing completed Sprinkler system repaired/readjusted Controllers reprogrammed for fall planting Flower beds prepared for fall planting Soil mounds leveled near Prickly Pear Large boulders in beds removed Comments: Overall design simplified for a clean, colorful look. Rye germination expected in 5-9 days depending on night time soil temperatures. Annual planting delayed by growers. Calculations completed on turf and bed areas. � Page 3 Richard Folkers, Asst. City Manager/Public Works Director October 16, 1989 Parks Report Presidents' Plaza Although this is not typically an area of major concern, improvements and oversights have caused us to spend an inordinate amount of time here. Sprinkler mains, and laterals were relocated in every bowl as well as heads to particular trees. Fifteen ( 15) trees, ground cover, existing plant material and top dresser were removed.
