It is recommended that the committee structure and operation be as follows: 1 . The committee be an ad hoc committee, which will be disbanded upon the conclusion of its charge. 2. The committee should be administered by the community development department. 3 . The committee should be composed of seven to nine citizen representatives with two from the parks and recreation commission (one serving as chairperson) , one representative from the planning commission, and four to five members named by council . 4 . The community development department will staff and administer the committee with the following staff members participating as needed: a. public works department b. environmental conservation manager c. sheriff ' s office d. representatives of California State Department of Fish and Game and United States Bureau of Land Management 5. The committee' s principle charge shall be to prepare a citywide trails plan that connects with existing and future regional trails. The plan shall include bike trails, as well as riding and hiking trails and other trails it may feel needs evaluation. (Note: the interface with the city' s golf cart study committee will be facilitated through the staffing interconnections. ) Staff has developed a series of agendas for the committee and a suggested time schedule. It is staff ' s ambition to have a proposed plan to council for its review as part of the FY 91-92 budget process. Staff is therefore anticipating a five to six month process.
