KELLY FROM: DONNA BITTER •� DATE: DECEMBER 9, 1993 SUBJECT: PARKS AND RECREATION COMMISSION ACTION At the December 8, 1993 Parks and Recreation Commission meeting the following action was taken: It was moved by Commissioner Orsborn, seconded by Commissioner Driskel, to support a proposal by Mr. Wayne Wilcox to use the Civic Center tennis facilities as the headquarters for the "Guess Tennis Tournament" to be held January 8 through January 16, 1994 . This annual event was previously headquartered at Hyatt Grand Champions . Its purpose is to raise funds for the College of the Dessert tennis team. Mr. Wilcox requests approval to use the city logo on promotional items, along with other sponsors . The commission concurs with this use. Motion carried 6-0. If you need any further information from the minutes of this meeting, please let me know. ESLINGER • I have been a Palm Desert resident since February of 1991, and was married on the grounds of the Civic Center in June, 1991. In my professional carrier as a recreation and natural resources planner and manager for the U.S. Bureau of Land Management I have been deeeply involved in the designation of the Santa Rosa Mountains National Scenic Area (SRMNSA) , and am currently responsible for the construction and operation of the SRMNSA Visitor Information Center, which will open on Highway 74 in the City of Palm Desert in October, 1993 . I feel that the City has been a rewarding, progressive, and pleasant residence, and I would like to repay the community in small part for the benefits I have received during my residency. I have over 17 years experience as an Outdoor Recreation Planner for the federal government, and have also worked as a private consultant, conducting recreation and environmental studies, impact evaluations, and planning efforts from the megascale to site-specific actions. I have been involved in every aspect of outdoor recreation planning, from wild and scenic river studies, to trail evaluations, to scenic and natural area management plans, to campground and day use facility development. I have a great deal of experience with local government in a capacity similar to that currrently available. In 1980-81 I served as a member of the Santa Catalina Island Master Plan Technical Advisory Committtee. From 1980-84 I was a member the the City of Riverside's Environmental Protection Commission. From 1981-82 I also served on the City of Riverside's Citizen's Advisory Committee for Fairmount Park. From 1982-83 I was a member of the City of Riverside's Sycamore Canyon Citizen's Advisory Committee. My curent job responsibilities also help keep me informed of current recreation trends, needs, and other agency planning actions. I feel my greatest strengths lie in my organizational, communicative, and analytic abilities, and my desire to provide ongoing quality recreational experiences to the public. I am a participating member of the National Association of Interpreters (NAI) , and am very effective at reaching diverse publics. I would like very much to be involved with the City as we approach development and operation of planned facilities. As you are well aware, there remains much to be done. I trust that the Commission will carry on with long-range planning of Parks and Open spaces so that the community will be able to enjoy these facilities in perpetuity. I know that the faithful commissioners will see to it that the spirit of the original Ironwood Park plan will be fulfilled at the earliest possible time. The residents are anxious to see the new facility (including a large grassy area) and would be grateful for some tangible sign of progress. I know too that the commissioners will see to it that the trails plan is incorporated into the master plan. Finally, I know that our commissioners will plan for many new and better parks and open spaces (and prod where it is necessary to see the early completion of these projects) . Though I regret not being a part of the process, I am quite confident in the ability of the Commissioners to proceed apace with quality facilites for the future of our growing community.
