1. Any person wishing to discuss any item not otherwise on
the agenda may address the commission at this point by
stepping to the lectern and giving his/her name and
address for the record. Remarks shall be limited to a
maximum of five minutes unless additional time is
authorized by the commission.
2. This is the time and place for any person who wishes to
comment on non -hearing agenda items. It should be noted
that at commission discretion, these comments may be
discussed. Remarks shall be limited to a maximum of five

PARKS AND RECREATION MISSION BY -LAMS
1. GOALS AND OBJECTIVES OF THE PARKS AND RECREATION COMMISSION
Introduction
The City Council of Palm Desert by Resolution No. 76-145 has created the
Parks and recreation commission as an advisory body to assist the city in
developing recommendations to meet the needs of the community in the area
of parks and recreation. In order to provide for some sense of direction
and purpose. the parks and recreation commission has been requested by
the city council to prepare Its' by-laws to include, among other things.
aoals and objectives. Therefore, the following represents the initial
goals and objectives of the parks and recreation commission.
GOALS
Recognizing that one of the basic needs of the citizens of the
community is for recreation, the parks and recreation commission
proposes to advise the city council on the best possible methods
that this need can be met.
OBJECTIVES
a) To advise the city council of the actual, individual parks and
recreation needs of the community and to recommend the
priorities in which these needs should be met.
b) To assist the city council in the coordination of the parks
and recreation activities or other special districts and public
aaencies in and adjacent to the city.

c) To obtain continuous citizen input as a means to quantifying
the parks and recreation needs of the community for the council.
d) To advise the council as to appropriate levels and standards of
Improvements and recreational facilities in the community.
i e) To advise the city council as to the appropriate locations of
park facilities throughout the community to guarantee convenient
access and usability by all the citizens of the community.
f) To assist other commissions, boards and staff of the city in
developing plans and programs which include parks and
recreational facilities.
g) To develop and recommend to the city council a comprehensive
parks and recreation program which could be adopted by the city
as a master plan of parks and open space.
h) To assist and advise the city council and other agencies in
developing capital improvements in the area of parks for the
community.
IMPLEMENTATION MEASURES
a) Commission shall be consulted in ample time to give their
opinion on park and recreation programs and funds.
b) All park and recreation plans shall be reviewed by the
commission prior to adoption.
c) Any substantive questions or issues brought before the city
council relating to parks and recreation should be referred to
the commission for review and comment.

2. MEMBERSHIP - TERMS - VACANCIES
The parks and recreation commission shall consist of five members.
Members are appointed by and serve at the pleasure of the city council.
Commissioners shall be appointed to four year terms unless appointed to
fill an unexpired term.
3. COMPENSATION OF MEMBERS
The parks and recreation commission shall act as such without any
compensation.
4. CHAIRMAN
The appointed members of the parks and recreation commission shall elect
their own chairman. who shall preside at all meetings. The chairman and
vice chairman as elected by the commission, shall hold office for a term
of one year from and after his date of election. Thereafter, successive
elections shall elect a new chairman and vice chairman at each succeeding
vear. The chairman or vice chairman may serve for more than one
successive term.
5. SECRETARY
The parks and recreation commission secretary shall be a city staff
person. established by the city manager, to record the minutes of the
commission meetings.

6. DUTIES
The parks and recreation commission shall have the power, and it shall be
the duty of the commission. to make recommendations to the city council
and to advise the council in matters pertaining to the creation.

Programs, of playgrounds and indoor and outdoor recreations, activities
and facilities.
7. MEETINGS
REGULAR MEETINGS
The Parks and Recreation Commission of the City of Palm Desert shall hold
regular meetings at city hall. 73-510 Fred Waring Drive, Palm Desert.
California. on the 2nd and 4th Wednesdays of the month. When the day for
any regular meeting of the commission falls on a legal holiday, no
meeting shall be held on such holiday, but a regular meeting may be held
at the same hour on the next succeeding Wednesday thereafter that is not
a holiday. Commission may change the date and times of their regular
meetings subject to approval by the city council.
ADJOURNED MEETINGS
Any meetings may be adjourned to a time, place and date certain. but not
beyond the next regular meeting. Once adjourned, the meeting may not be
reconvened.

SPECIAL MEETINGS
Special meetings may be called by the chairman or a majority of commission
members on 72 hour notice. Only matters contained in the notice may be
considered.

NOTICE OF MEETINGS
Mailed or personally delivered notice is required of all regular,
adjourned and special meetings. Posted notice is required of all meetings
72 hours prior to the meeting.
MEETINGS TO BE PUBLIC
All regular, adjourned, study sessions and special meetings of the
commission shall be open to the public.
8. ORDER OF BUSINESS
AGENDA
The order of business of each meeting shall be as contained in the agenda
prepared by the secretary. The agenda shall be a listing by topic of
subjects which will be taken up for consideration and disposition in the
following order, except with the unanimous consent of the commission,

AGENDA DEADLINE
Any person wishing to place an item on the agenda shall provide sufficient
information to the secretary seven (7) days prior to the next scheduled
meeting. No matters other than those on the agenda shall be finally
acted upon by the commission.
ROLL CALL
Before proceeding with the business of the commission, the secretary
shall call the rot) of the commissioners and the names of those present
shall be entered in the minutes.
APPROVAL OF MINUTES
Unless the reading of the minutes of the previous commission meeting is
reauested by a majority of the commissioners. such minutes may be approved
without reading if the secretary has previously furnished each
commissioner with a copy thereof.
PRESENTATION BY MEMBERS OF THE COMMISSION
The chairman or any commissioner may bring before the commission any new
business under the comments portion of the agenda subject to the laws of

the State of California governing public meetings and appointed boards
and commissions.
9. ROBERTS RULES OF ORDER
iAll meetings of the Palm Desert Parks and Recreation Commission shall be
conducted in accordance with Roberts Rules of Order; except that a
majority vote of the commission rather than a quorum shall be required
for any action.
10. ADDRESSING THE COMMISSION
Any person desiring to address the commission shall proceed to the podium
and wait to be recognized by the presiding officer. After being
recognized. he shall state his name and city of residence for the record
and shall limit his remarks to the question under discussion. All
remarks and questions shall be addressed to the chair and not to any
individual commissioner, staff member or other person. No person shall
enter into any discussion without being recognized by the presiding
officer. No person shall address the commission without first securing
Permission of the commission.
WRITTEN CORRESPONDENCE
The secretary is authorized to receive and open all mail addressed to the
commission as a whole and give it immediate attention to the end that all
administrative business referred to in said communications and not
necessarily requiring commission action may be disposed of between

commission meetings. Any communications requiring commission action will
be reported to the commission at the next regular meeting at which the
secretary can have a report and recommendation on the matter.
