Has the cities of Rancho Mirage and Indian Wells agreed to share costs in producing a map of bike paths? Trails and Bike Path committee would develop a map on the city trails (September 8, 1993 minutes) See attached Palm Desert bike trails map adopted on April 14, 1994 . Map is also enclosed in binder. 2) What is happening with the Park Patrol? Is this still being worked out with the senior volunteers and sheriffs department? What has happened with Lt. James ' suggestion that sheriff security ride through the park? Refer to attached minutes of the October 12, 1994 meeting where Mr. Martin reports that the Parks & Recreation District are now responsible for patrolling the park. 3) Does the city own the lot on Haystack? If referring to the green belt along Haystack - Yes it is a green belt retention basin deeded to the city and is public property. It is also an assessment district paid by both Lewis Homes and the City of Palm Desert. 4) City's chain of command would be in writing at the next meeting (June 9, 1993) . It was discussed at the November 9, 1994 meeting how staff was going through an reorganization that will not be in effect until after the first of the year. Once this organization is in place, a chain of command can be provided. Now' '44010 RESPONSES TO COMMISSIONER PEAT 5) Check the building of the Westinghouse Development Corporation's Visitors Bureau building along Highway 74 . If referring to the Bureau of Land Management' s Visitors Center currently under construction, see attached information sheet provided by Commissioner David Eslinger. 6) What is the healthy cities project for this year? September 22, 1993 minutes Donna Gomez presented emergency preparedness . "Gate Keeper" the new program??? Refer to minutes of May 11, 1994 where Ms . Gomez outlines the "Gate Keeper" program for 1994 . See attached memo from Ms . Gomez with an update on the Healthy Cities Projects . 7) Safe paths to school? Was this ever addressed by Dick Folkers (September 22, 1993 minutes) . Memo to Dick Folkers on January 3, 1995 . 8) Commission was asked by Dick Kelly to create a list, a summary of items that we wanted to add to the city's wish list. Ray Diaz said this was to be given in writing by March, 1994 in order for it to be ready by the budget meeting. (October 13, 1993 minutes) 9) Additional trees were to be added to the parking lot at Ironwood Park, comment was made by Dick Folkers December 8, 1993 minutes . Memo to Dick Folkers dated January 3, 1995-. 2 'lore *we RESPONSES TO COMMISSIONER PEAT 10) Garbage cans and park benches on El Paseo? (January 26, 1994 minutes) . The park trash containers will be moved from the park and put along El Paseo, new trash cans would be purchased for the park (May 11, 1994 minutes) Has this happened? The city met with El Paseo Merchants Association and they did not want the trash cans or benches . The association has now approached the city and asked to have the trash cans and benches installed. Additional trash cans have been ordered for the civic center park and should be arriving in January 1995 . Once they arrive the concrete cans will be scheduled through the maintenance department to be installed along El Paseo. The question now is how to handle the trash pick-up. This is still an issue and will either be done by outside contract or city staff . Memo to Dick Folkers dated January 3, 1995 asking about status of park benches . 11) When will the opening of Ironwood Park be? (February 9 , 1994 minutes) Sheila Gilligan remembers that someone did not want to have a ribbon cutting/dedication at the time this park was open. Does Mr. Diaz remember or commission remember? 12) We need to work up a master sports program, this was discussed again at the February 9, 1994 meeting. To be addressed by the Synergy Team at the January 11, 1995 meeting (see attached minutes from the November 9, 1994 meeting) . 13) Lights for Olson field? (February 9, 1994 minutes) . Memo to Dick Folkers dated January 3, 1995 . 3 RESPONSES TO COMMISSIONER PEAT 14) Most of the money comes from the public works budget? Dick Folkers (June 8, 1994 minutes) Entire budget distributed to commission on October 12 , 1994 . 15) Where is our representative from the school district? Discussion of what we want done on the school grounds? (June 8, 1994 minutes) . We need to look at the original contracts we made with the school district. Only contract with the city is attached. This is the lease agreement for the property at the sports complex on Cook Street. /db 4 itorie Nmile MINUTES pARKS AND RECREATION COMMISSION OCTOBER 12 , 1994 f 90 was written by the planning department. Originally the funds were obtained in 1980 but were not spent at that time because there was no actual plan yet. Mr. Diaz iff noted that it was difficult for the city to qualify for grants because they are approved and based on income. Commissioner Peat asked where the funds come from on internal items that the commission approves . Mr. Diaz noted that he contacted Carlos Ortega about the swing set requested by Commissioner Neatherton for Gerald Ford School. He indicted that Mr. Ortega asked that the school district contact him directly to work out a pass- through agreement and this was currently in process . Commissioner Barnes noted that he inspected the tennis courts at Cahuilla Hills Park recently and felt that they should not be resurfaced at this time because of the constant vandalism. He felt that resurfacing these courts should be postponed for at least a year. Mr. Diaz noted that these courts were built prior to the city' s incorporation and thought the commission should re- examine them. Mr. Martin noted that not too many young people are using these courts, and when a facility like this is not something that the kids enjoy and use, than they are proned to vandalize it. D. REVIEW OF COMMENTS SUBMITTED BY COMMISSIONER PEAT: Mr. Martin reported that the C.V.R.&P.D. stay out in the parks until 11: 00 p.m. They now also schedule all the sports programs on all the fields and the big gyms, as well as the picnic pavilion. If any one wants to reserve a court they have to go through us at least 30 days prior to the reserved date. He added that they will also have the concession stands and will maintain from the infields in, and the city will take care of all the grass . He indicated that he would go through the list and make comments for the next meeting. Mr. Diaz asked if there have been any problems to date with reserving park space. Mr. Martin indicated that they have park patrol and the main thing he gets is people wanting more information on the park. He added that the primary vandalism is the kids swimming in the lagoon. Commissioner Peat noted that she had a very unique idea for a kiosk for the park and will be bringing 5 .01/04/95 09:00 ' 619 251 0248 BLM PALM SPRINGS 002 SANTA ROSA MOUNTAINS NATIONAL SCENIC AREA VISITOR CENTER FACT SHEET A COOPERATIVE PARTNERSHIP BETWEEN THE U.S, BUREAU OF LAND MANAGEMENT, THE CITY OF PALM DESERT, AND THE FRIENDS OF THE DESERT MOUNTAINS Location: California State Highway 74 at north base of Santa Rosa Mountains, overlooking Palm Desert and the Coachella Valley. Size: Lot: 6.8 acres; Building: 1750 square feet; exhibit area: 750 square feet. Cost: Lot donated ($832,000); building-$462,000; interpretive prospectus donated ($10,000); interior interpretive exhibits- $103,000; exterior landscaping-$30,000. Capacity: Parking Area: 5 busses and 20 cars; Visitor Center main exhibit area capacity: 20 persons at one time. Projected Visitation: First year: 10,000. Second Year: 20,000. Type of Facility: Informational and interpretive facility for the Santa Rosa Mountains National Scenic Area and Coachella Valley. The facility is the initial point of contact and referral for area visitors, and promotes leisure opportunities throughout the area_ A sales outlet will sell area maps, guides, and other information. A self-guided interpretive trail outside leads through a "Cahuilla Garden" of plants used by Native Americans. A large kiosk outside presents information on the City of Palm Desert and the San Bernardino National Forest; a series of smaller displays on site also present environmental/ conservation messages. The facility is operated by the U. S. Bureau of Land Management with support from the Friends of the Desert Mountains and the City of Palm Desert Interpretive Themes: Conservation Through Cooperative Management Regional Diversity of Ecosystems Regional Recreational and Leisure Opportunities Native American and Contemporary Land Uses Audience: Individuals, families, school groups, organized groups and tours. CALL TO ORDER: The meeting was called to order at 9 :05 a.m. Commissioners Present: John Marman, Chairman Dolores Driskel, Vice-Chairman Daniel Barnes Dennis Orsborn Maria Neatherton David Eslinger Donna Peat Staff Present: Ray Diaz Jeff Winklepleck John Wohlmuth Donna Gomez Donna Bitter Others Present: Councilman Dick Kelly Don Martin, C.V.R.&P.D. Jerry Hundt, Y.M.C.A. II. APPROVAL OF MINUTES: It was moved by Commissioner Driskel, seconded by Commissioner Neatherton, to approve the minutes of the April 13, 1994 meeting as submitted. Motion carried 5-0-2, Commissioners Orsborn and Eslinger Abstaining. III . DISCUSSION ITEMS: A. HEALTHY CITIES PROGRAM: Donna Gomez spoke to the commission on this years Healthy Cities program "Gate Keeper" for senior citizens . She outlined the program and asked for volunteers . One of the main aspects is a training program where the city would be going out to various agencies (Edison Co. , Gas Co. , G.T.E. , C.V.W.D. , Colony Cable, etc. ) and provide a training program to their employees which would enable them to spot senior citizens throughout their daily routes that may need some type of help. Ms . Gomez noted that the organization works on a one year basis, and therefore once the program is established and is underway, it will have to be taken over by another agency to continue the program. The committee meets about every other month and this program would be ending in October of this year. MINUTES PARKS & RECREATION COMMISSION MAY 11, 1994 Commissioner Driskel volunteered. Ms. Gomez asked the commission to give her any comments or suggestions for future programs . She indicated that Healthy Cities has a wide range of options available and noted previous programs which included water safety, seat belt awareness and earthquake preparedness . B. CIVIC CENTER PARK: 1) Interactive Fountain - Jeff Winklepleck presented a video on a water feature in Universal City which was designed by Wet Designs . Mr. Diaz asked if the surface would be treated in any way. Mr. Winklepleck indicated that it was a non-skid concrete surface. He noted that the long term maintenance costs on this design would be approximately half the cost of the Liquid Labyrinth and the Popjet Playground because the jets are much less complicated than the others. Commissioner Driskel questioned the time frame the fountain would be on. Mr. Winklepleck indicated that the fountain could be programmed to go on and off at any time. Chairman Marman would like to see about having it on at night if it were equipped with the proper lighting. Commissioner Driskel asked about the location of the fountain and Chairman Marman indicated that the commission was suggesting the area near the tot lot and restrooms, on the back side of the hill for the amphitheater. He added that they could not place it too close to the sand so the kids would not tract sand into the fountain. Mr. Winklepleck noted that he would discuss the sand situation with the manufacturer. He added that he is trying to get plans on the actual lay- out from Wet Designs . Mr. Diaz noted that he would present the video to the civic center steering committee and at the staff management meeting to get their input. Commissioner Orsborn asked if there were any other manufacturers that staff could talk to. Mr. Winklepleck noted that every fountain of this type that he could find was designed and installed by Wet Designs. Commissioner Orsborn asked about the time frame on getting the fountain approved. Mr. Diaz indicated that it would be approximately 5 to 6 weeks for the process . 2 CITY OF PALM DESERT MEMORANDUM TO: MEMBERS OF PARKS AND RECREATION COMMISSION FROM: DONNA GOMEZ, HEALTHY CITIES PROJECT COORDINATOR DATE: JANUARY 5, 1995 SUBJECT: PROGRESS REPORT ON HEALTHY CITIES PROJECT In response to the request for an update on the progress of Palm Desert's Healthy Cities Project, we are currently in the process of wrapping up our latest project, the Gatekeeper Program. Under this program we have sought to improve the health and welfare of senior citizens in our community through education, training and community awareness. Over 100 employees of local businesses have received training on identifying signs of seniors at-risk and several hundred guides and promotional materials have been distributed throughout the community. Efforts are continuing in the area of community awareness and education with information on assistance and services available to seniors in our area being distributed on a continual basis. The Healthy Cities Committee has been meeting recently to discuss proposals for a new project to begin on March 1. Ideas considered include community access, nutrition/healthy restaurant guide, exercise program, walking/bicycling program and participation in the Smoke-Free Cities program. After consideration of all suggestions the committee decided to focus on a walking/access program. Objectives of this program would include development of a plan that identifies and prioritizes areas in need of sidewalks. Efforts would also focus on safety and health aspects of walking, design of a walking map, placement of distance markers in select locations, and promotion of the program. We recognize the correlation between the efforts of the Healthy Cities Committee and those of the Parks and Recreation Commission and feel we have adequately addressed this issue. Dolores Driskel is currently serving as the Healthy Cities Committee liaison for the Parks and Recreation Commission and she will be able to keep you updated on all progress of the Healthy Cities Project. PROVIDE TIMELY RESPONSES TO PARKS AND RECREATION COMMISSION (GET COUNCIL RESPONSES BACK TO PARKS AND RECREATION COMMISSION AFTER COUNCIL CONSIDERATION) . Mr. Diaz noted that the council liaison passes information from this commission to the city council. Councilman Crites suggested that the commission type up all the motions made and bring them back to each city council agenda until the city council answers it. 1/ . DEVELOP A PARK MASTER PLAN. DETERMINE A PROCESS FOR DEVELOPMENT OF THE MASTER PLAN. Commission is concerned about the future plans for Parks and Recreation. 13 . THERE EXISTS FRAGMENTED PARKS AND RECREATION SERVICES WITHIN OUR COMMUNITY. WORK ON CHANGING PUBLIC PERCEPTION REGARDING SERVICE PROVISION AND • CENTRALIZE SERVICES. Jerry Hundt felt that this issue was very important as he sees it from the public point of view. He thinks it looks like a lack of communication. 14 . HOW CAN WE BETTER INFORM/EDUCATE PUBLIC AS TO RECREATIONAL SERVICES THROUGHOUT THE COMMUNITY/REGION PROVIDED BY DIFFERENT ENTITIES? 15 . DEVELOP A MASTER PARKS AND RECREATION BROCHURE/CATALOG. 16 . SHOULD WE HAVE A SEPARATE PARKS AND RECREATION DEPARTMENT IN PALM DESERT? SHOULD WE HAVE A PARKS AND RECREATION COORDINATOR POSITION? Councilman Crites noted that C.V.A.G. is doing a report now on a non-motorized transportation system and felt that this might be something the commission needs to look at. Mr. Wohlmuth indicated that management would address these concerns noting that some of the issues would take some research. He noted that a staff report would be written to address the issues and would be brought back to the commission at its December 14th meeting. Since the City contracts these types of services for the adjacent Community Park, we would like to offer to have this company provide the same services for the District's property. We would then bill you monthly for your share of the cost. It would seem that the incorporation of this work would provide a uniform standard of maintenance for these properties and would eliminate the eyesore that currently exists in the neighborhood. It is my understanding that one of the residents is actually mowing the perimeter of your property which in itself could pose a liability problem for the School District.
