RJF/ms Attachment INTEROFFICE MEMORANDUM To : Ramon Diaz, Acting City Manager From: Thomas Theobald, Maintenance Services Manager RE: TENNIS COURT MAINTENANCE Date : August 15 , 1995 This is in response to your memo of August 3 , 1995, regarding the timing of tennis court maintenance at the Civic Center Park. I regret that we are unable to comply with the request from the Parks and Recreation Commission for altering our maintenance schedule on the tennis courts . Frankly, I was surprised that Commissioner Barnes brought up this issue since I had a conversation with him in early June and thought the matter was settled. The following is a synopsis of that conversation and the resulting mitigation measures : 1 . We were chastised for not notifying tennis players of the maintenance schedule last year and -erected signs showing our exact maintenance schedule . We wash the courts on Monday and blow them off on Friday. 2 . Commissioner Barnes called in June to ask that we perform the maintenance in the afternoon so as to not interfere with the morning players . I told him that we could rearrange the Friday schedule but Monday was impossible . The task of blowing off the courts takes 1 . 5 to 2 hours . Since our conversation, we have been blowing them off after 10 : 00 a.m. to comply with his wishes . As for the Monday wash down, I informed him that task takes at least 6 hours . With travel time, lunch and breaks, the crew realistically only works 7 hours per day. Unless we pay overtime, we must begin first thing in the morning to finish in one day. 3 . The whole park is trashed every weekend, including the tennis courts . Mondays are devoted to cleanup and repairs . For the safety of the players and protection of the surfaces, Monday is the logical day for the thorough wash down of the courts . The crew has designated scheduling for the remainder of the week. Tuesdays are for planter maintenance . Wednesday and Thursday is for mowing. 4 . The maintenance schedule signage separates and identifies which courts are washed down when. There are always 3 courts open during the wash down process. If the Commission wishes to leave the courts trashed until Tuesday, this is a possible option. Labor and materials for changing the signs would come to approximately $120 each. On Sunday, July 30, 1995 , we experienced a heavy windstorm. On the following Monday, because of the extensive damage throughout the park, we opted to only blow off the courts for expediency. The courts were littered with tree debris . The maintenance person performing the work asked Commissioner Barnes to move to the previously cleaned courts . Commissioner Barnes identified himself and told him to stop blowing the courts . The maintenance worker complained that Commissioner Barnes was verbally abusive and yelling. I would ask that the Commissioner air his grievances with a supervisor or myself .
