BITTER Senior Office Assistant City of Palm Desert, California % Nese CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT MEMORANDUM TO: Dick Folkers, ACM/Director of Public Works FROM: Philip Drell, Acting Director Department of Community Development/Planning DATE: November 1, 1995 SUBJECT: Civic Center Park Tennis Court Cleaning Schedule The Parks and Recreation Commission has requested a report from the Department of Public Works describing alternative tennis court cleaning schedules that would minimize conflicts with players during peak demand periods . Of special concern was the weekly wash down which is conducted in a single day. While it is understood that from city staff perspective it is most efficient to wash the courts in a single day, the commission felt an attempt should be made to examine alternate schedules which avoid the peak use hours of the courts even if it means added expense or inconvenience for city staff. For example, what would be the cost of a two day wash schedule? Please prepare a report for the November 8th meeting. Based upon the lack of complaints, it is our feeling that the current maintenance schedule is still satisfactory. Folkers, ACM/Director of Public Works From: Thomas Theobald, Maintenance Services Manager RE: CIVIC CENTER PARK TENNIS COURT CLEANING Date : November 2 , 1995 The purpose of washing the tennis courts on monday is that there is usually the heaviest accumulation of sand from the weekend. When we perform the work, there is always three courts open for play. The cleaning process takes about six and one half hours . With the cooler weather upon us, court usage is fairly consistent throughout the day. Again, there are always three courts open during the cleaning operation. If we divide the process up between two days, there will still be three courts closed (and open) during the three plus hours it takes to clean each segment . There are four signs designating cleaning hours, one posted on each entrance area. Cost to change the signs would come to $600 . At the request of Commissioner Barnes, we purchased a court cleaning machine in 1993 for $800 . The machine takes about one hour to set up and break down. If we split the maintenance up over two days, the net increase in labor for the process would add one man hour. One suggestion was to either have a maintenance worker come in late or be paid overtime to enable the cleaning process to begin after 10 : 00 a.m. If a worker began the process at 10 : 00 a.m. , he would be completed at 6 : 30 p.m. Many players use the courts after work and this may interfere with play. Cost for overtime would come to approximately $3500 per year. The courts are well maintained and we receive many compliments on their condition. I have received requests to change maintenance hours from only one person since the courts were built . Monday is the logical time to wash the courts for removing sand and debris on the surfaces, which could potentially be ground in. Taking these facts into consideration, I would make the following recommendations : 1 . Leave the wash down times on monday, as they have been. The cost and public interest does the justify the change . Nave' 2 . Always have three courts available for play during the wash down. 3 . Continue blowing the courts off on friday afternoon. 4 . If more than one person requests changing the times or complains of inconvenience, then we will re-evaluate the schedule .
