BITTER Senior Office Assistant City of Palm Desert, California CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT MEMORANDUM TO: PARKS AND RECREATION COMMISSION FROM: JEFF WINKLEPLECK, ASSOCIATE PLANNER DATE: DECEMBER 13, 1995 SUBJECT: ROLLER HOCKEY RINK I have been in contact with the City of Garden Grove regarding the cost and operation of their newest roller hockey rink. The rink measures 180 feet by 70 feet and includes a 6 inch slab, boards with sound proofing, fencing, lights and bleachers . Attached is a breakdown of the project costs (prevailing wage) . The issue of liability and injuries was also brought up. They indicated that while there have been some minor injuries (scrapes, bruises, twisted ankles, etc. ) no claims have been filed against the city since their first rink opened in 1989 . As for operations, the rinks are left open and unsupervised. They said they used to lock them, but the kids would just climb the fence. There are signs indicating required equipment and hours that the rink is open. The rinks can be reserved for league play or practice. Folkers, ACM/Public Works Director SUBJECT: FOLLOW-UPS FROM PARKS & RECREATION MEETING ON 11/8/95 DATE: November 20, 1995 * Ironwood Park We have investigated the site and agree that it has been very difficult to establish good turf. Last Thursday morning, November 9, Tom Theobald and I reviewed various aspects of the Ironwood Park. In the past we added a soil amendment to the soil; however, there are still spots where the turf cannot grow because of the high concentration of gravel material . It would cost approximately $15,000 to sod the 1 .5 acres at Ironwood Park, and both Tom and I would recommend these items be done. Also, we have a problem with park users kicking the decorative rock around in the parking lot resulting in our recommendation to install concrete in certain areas and remove the decorative rock. The estimated cost for this work is $12,250 . As a result, the total estimated cost for these improvements is $27,250, and it would be our recommendation to begin work on these improvements as funding is available in the parks account. * Replace Tire Swing The tire swing was replaced on Tuesday, November 14 . * Task Force - Maintenance Schedule for the Tennis Courts A meeting has been scheduled with the appropriate staff and Dan Barnes for today, November 20, 1995. ra RIC RD J. I had intended to bring this item up at the Executive Management Team meeting this week. In any event, it appears there is a problem with people allowing their dogs to run without leashes in the park and apparently the police do not respond as rapidly as the Coachella Valley Recreation and Park District staff desire. Additional lighting might be the solution to this continuing problem. Lighting as well as patrolling by deputies, I hope, might make this an undesirable area.
