Re: Proposed Aquatics Center
A subcommittee of the Palm Desert Parks and Recreation Commission has
been meeting since 1993 researching the feasibility of an aquatic facility.
Committee members include Gerry Hundt, Rick Blanke, Jim Dunphy, Laura
McGalliard, Daniel Barnes, Staff member Jeff Winklepleck and Chair Maria
Heatherton.
A. Research included the following:
1. Uisits to Southern California aquatic facilities and
interviews with staff regarding design, operational costs, and programming.
2. Local statistics from recreation departments, YMCA and other
aquatic groups regarding their participation, and perceived needs for this
facility, and interviews with visitors to the community.

B. This research has identified a need for the following programs for
residents and visitors:
1. Lessons for infants, toddlers, youth, adults/seniors

C. To insure maximum usage, the center should include the following:
1. Indoor pool with shower and locker room facilities to provide
the aforementioned programs.
2. Warm water therapy/teaching pool located next to large pool.
This would provide a place for special needs groups, such as seniors,
arthritics, preschoolers, and participants with injuries that would use
\� water exercise as therapy. The pool could be used in cooperation with the
CV medical community for therapy and rehabilitation programs.
3. A small outdoor shallow pool to be used by all ages,water pla:
;) vAwhich includes appropriate water toys such as water jets and slides, and
V' a ' a lounge area for parents. This would attract families and
t`� visitors and generate revenue to offset maintenance costs.
4. The outdoor area should include a snack bar that would serve
pool participants and well as park users and again provide revenue for
maintenance costs.
5. The committee recommends that the large indoor pool contain a
slide area to act as a revenue enhancer.
D. Based on our research and the conclusion from the
City survey, the Parks and Recreation Commission feels that a complete
feasibility study is prudent.
The study should include but not be limited to
a. random survey to determine projected users
b. sources and methods of funding, both operational and
capital
c. identification of design features to encourage energy and
maintenance efficiency
d. cost effectiveness of revenue producing components.
we request that the Civic Center Steering Committee support this
feasibility study and recommend to the City Council that Council
appropriate $30,SSS to fund this study.

SUBJECT: 1995 DESERT AIDS WALK IN PALM DESERT
The Desert AIDS Project has made application to hold the 1995
DESERT AIDS WALK in Palm Desert on SUNDAY, APRIL 2, 1995 . This
event, held in Palm Springs in past years, is the annual fundraiser
to support the Project ' s services to over 1200 clients throughout
the Coachella Valley and to expand its prevention and educational
programs .
With a goal to reach a broader spectrum of citizens and gain
support from all the Desert Community, the theme, "ALL WALKS OF
LIFE" emphasizes the impact of this disease upon all ages and all
demographic groups . The WALK has traditionally been a high-profile
event, attracting widespread media attention, as well as support
from business, professional and religious groups .
An initial meeting was held on November 30, 1994, between City and
Project officials . A follow-up meeting was held on January 5,
1995 . Attendees were Kevin Honeycutt and Pamela Troxel, Desert
AIDS Project and from the City, Jean Benson, Bruce Altman, Richard
Folkers, Sheila Gilligan, Sargent Mark Barfknecht and myself . A
consensus was agreed upon to hold the 1995 WALK in Palm Desert with
certain conditions and understandings :
1 . The event will be held in Palm Desert this year only. In
subsequent years, it should be rotated between other Coachella
Valley cities .
2 . The WALK will begin and end in the Palm Desert Civic Center
Park. The route will be laid out so that pedestrians are
walking against traffic; start in the PARK, north on west side
of SAN PABLO, west on south side of MAGNESIA FALLS, south on
east side on MONTEREY, east on north side of HIGHWAY 111
FRONTAGE ROAD, north on west side of SAN PABLO, and end in the
PARK (see attached map) .
3 . Desert AIDS Project will furnish eight volunteers at two
street crossings; four volunteers at Fred Waring and Monterey
and two volunteers at Fred Waring and San Pablo to ensure the
walkers use crosswalks and obey signals . The volunteers would
need to attend a 30-minute training session with a sheriff
deputy to ensure they are aware on their duties . The City
will provide two bicycle patrol officers assigned to monitor
the walking portion of this event and may choose to assign two
target team members to have presence throughout the event.
4 . A banner may be erected on San Pablo a week before the event
( "DESERT AIDS WALK HERE SUNDAY APRIL 2ND" ) . The Project must
obtain a Temporary Use Permit (TUP) from the City' s Director
of Community Development.
5 . The City will place barricades and/or delineators along the
walk route where necessary. Any temporary "AIDS Walk" signs
placed along the route by the Project must be removed after
the conclusion of the walk.
6 . A reservation has been made with the Coachella Valley
Recreation and Park District for use of the park and
amphitheater, but the Project must obtain an Amplified Sound
Permit from the City' s Director of Public Works .
7 . The Project should contact Waste Management, Patty
Sommerville, 324-1741, and arrange for Port-a-potties and
cardboard trash containers to be delivered to the Civic Center
on Friday afternoon, March 31 .
8 . Any tents used in the park must be stakeless and fire
retardant and the Project will need to obtain a certificate
from Fire Marshall Mike McConnell, 346-1870 . Any food vendors
must have self-contained units .
9 . The City normally requires a refundable cleaning deposit.
However, the City will waive that requirement for the Desert
AIDS Walk. The Project must arrange for the cleaning of the
park facilities after the conclusion of the event.
10 . It is estimated there will be around 3,000 participants and
there will be insufficient parking at the Civic Center. The
Project should shuttle in as many as possible. It is
suggested that the Sunline Transit Agency be contacted for
transportation and that the owners of the vacant Ahmanson lot
on El Paseo be asked permission to use the property for
parking.
11 . The Desert AIDS Project must provide a certificate of
insurance for $1,000,000 naming the City as additional
insured, insuring the City from any and all liability for
injury to persons or property resulting from the event (see
attached example) .
12 . The City shall bear the cost of all police and security.
13 . Also attached for Desert AIDS Project officials ' perusal, is
a copy of the City of Palm Desert Park Ordinance, Chapter
11 . 01 .

The day-long event will begin at 7 : 00 a.m. with an ECUMENICAL
SERVICE at the amphitheater. The WALK will "step off" from the
park at 9 : 00 a.m. and final walkers should return to the park by
1 : 00 p.m. CLOSING CEREMONIES will take place at 4 : 15 p.m. (see
attached concept) .

The Concept
Thousands of people from All Walks of Life come together in a mass
of humanity to raise money for and consciousness of the HIV virus
and deadly AIDS.
In this one day, people with nothing more in common than a desire
to put an end to this epidemic, join each other in n effort to make a
difference. There are housewives, school children, agricultural
workers, hospitality professionals, seniors, civic leaders and everyone
in between.
Starting early in the day and continuing through the late afternoon,
the Desert AIDS Walk is a day-long event with entertainment,
refreshments, educational opportunities and a general feeling of
community and hopeful spirit.

SUBJECT: VANDALISM AT THE IRONWOOD PARK
DATE: February 6, 1995
Ironwood Park was opened for public use on December 18, 1993. In
the first four months the park was open, our vandalism costs were
approximately $4,500. The following is a brief listing of some of
the reasons for this cost.
1 . A large portion of the above-mentioned cost was due to theft
of irrigation heads on the turf area and drip emitters in the
planter areas of the park.
2 . On one occasion, the toilets in both the mens and womens
restrooms were filled with sand resulting in the hydroflushing
of the sewer line.
3 . All of the wires to the valves were cut so the irrigation
system would be disabled while irrigation and drip emitters
were being removed. These problems seemed to stop when
daylight savings time started in April .
At the present time, most of our vandalism problems seem to center
around the restrooms and play area. Vandalism problems consist of
beer bottles being scattered throughout the area and broken either
on the sidewalk or against the restroom walls, plants being broken
or uprooted from the ground; broken tree stakes and tree limbs, and
vehicles driving on the park and spinning circles on the turf area.
On one occasion someone found a way to climb onto the roof and pry
off five roof tiles .
In November 1994, the CV Park & Recreation Department started
locking the restrooms on a regular basis. We have had only minor
problems with graffiti on the inside of the restrooms since then;
however, on three occasions, Sunline has had to repaint large areas
on the outside walls. We have had problems with homeless
individuals threatening younger CV Park & Recreation staff members
when they come to the park to close the restrooms, so Don Martin
now has older staff members, who have police powers, close the
restrooms.

SUBJECT: VANDALISM AT THE IRONWOOD PARK
One spring toy was unbolted from its base and stolen in the
playground area. These problems seem to have steadily increased
since we changed from daylight savings time to standard time in
October.
Lastly, a nearby resident called to complain about a variety of
problems but mainly to relay the incident of teenagers drinking in
the evening hours between 9 :00 -11:00 p.m. ; girls screaming and
crying; rocks being thrown; and a variety of other problems . When
the resident was asked if he called the police, he stated that a
Deputy Miller was called to the scene and never even escorted the
drinking teenagers home from the park. Apparently, the resident
was told by the deputy that' in order to enforce "no drinking at the
park" signs must be placed stating this prohibition and citing the
municipal code. Our staff checked the existing signs and there are
signs in place stating no drinking in the park.
Recently Don Enos found several rounds of live 7 .62x39 mm and 1
round of .45 acp ammunition which was turned over to Brent Conley.
We have not had any shooting incidents that we are aware of but
just finding the live ammunition is scary.
I am sending this memorandum to update you as to the problems we
are continuously encountering.
