INTEROFFICE MEMORANDUM
CITY OF PALM DESERT
TO: Palm Desert Park and Recreation Commission
FROM: Richard J. Folkers, Assistant City Manager/
Director of Public Works
SUBJECT: IRONWOOD, CAHUILLA AND COMMUNITY PARKS HOURS OF USAGE
DATE: April 6, 1995
Attached is the page from the municipal code that specifies
hours of use and authority to close park.
Ironwood, Cahuilla and Community Parks have had ongoing
problems with vandalism and illegal activities . Incidents include
off road vehicle activity, graffiti, damage to facilities and
equipment, discharge of firearms, alcohol consumption and sexual
activities .
The Civic Center Park has significantly fewer problems because
of many supervised activities, lighting and patrols by the
Coachella Valley Recreation and Park District staff . The other
parks are unsupervised and isolated from organized activities .
The problem was discussed by our Synergy Team which included
the Director of Public Works, Police Chief, Maintenance Services
Manager and Parks Supervisor. It was felt that the problem
activities are occurring during the period of darkness to the 11:00
p.m. curfew.
A recommendation will be passed on to the City Manager and
City Council that the curfew hours for the subject parks be
extended from dusk to dawn. Dusk will be defined as 30 minutes
after published sunset and dawn as 30 minutes before published
sunrise.
The extended curfew will be temporary, through
August 31, 1995, to evaluate any impact on the stated problems .
Signs will be posted and the extended curfew will be enforceable
under the municipal code.
Please provide any comments to the Director of Public Works,
attention: Tom Hassler.
