INTEROFFICE MEMORANDUM
CITY OF PALM DESERT
TO: PARKS AND RECREATION COMMISSION
FROM: RICHARD J. FOLKERS, ASSISTANT CITY MANAGER/PUBLIC WORKS
DIRECTOR
SUBJECT: STATUS OF THE SAN PASCUAL PEDESTRIAN BRIDGE
DATE: JUNE 6, 1995
This project has been delayed for a long period of time
because of funding problems . Finally it was determined that park
funds rather than grant funds would be used to proceed with the
bridge. As we proceeded with the project parameters problems arose
with the grade differentials in the channel at the original
location opposite Krug Avenue. The staff then selected Manny
Sanchez as the engineering consultant to prepare the necessary
design, and he is working with Brian Gottlieb who is working as a
consultant on the foundations for the design. Unfortunately, the
design process has taken considerably longer than anticipated.
On May 11, 1995, the City Council awarded a contract to
Continental Bridge for the structure on for $12, 162 .00, and the
delivery date for the bridge is expected to take place near the end
of July. At the present time, the contract is out for the
foundation work, sidewalks, electrical and other miscellaneous
items . The bid opening is scheduled for early July and award of a
contract will be placed on the agenda for the Redevelopment
Agency's review and approval on Thursday, July 13. It is expected
that this work should be completed by September 1.

Mr. Van Tanner
City of Palm Desert
Dear Mr, Tanner:
I would like to take this opportunity to introduce myself to you. My name is Jerome
Diop, a resident of Palm Desert and the Manager/Coach of the Arsenal Soccer Club of
Palm Desert.
We are a local team and have been playing for the Palm Springs Soccer League for the
past eight (8) years. We consist of dedicated soccer players and we are the only team
in Coachella Valley which are made up of International players. We have players from
Europe, South America, Mexico and the United States. All other teams in the valley
consists of Mexican players only.
I understand there is a new field being built in Palm Desert. We are very interested in
using the field for practice and hopefully for games in the future. We are interested in
using the field for practice only at this time...we are presently using the field at the Palm
Desert High School. We practice twice per week, Tuesday and Wednesday evenings.
We, of course, are prepared to pay for the lighting in the new facility just as we do at
the High School. We do sincerely hope that in the very near future, we could start
having ouur games here in Palm Desert. Perhaps we could start a Palm Desert Soccer
League. This will mean extra revenue for the City of Palm Desert since we are finding
that the interest for soccer has escalated since the World Cup of 1994 was held in the
United States. We know that many families enjoy spending their Sundays at the Soccer
Games.

Dear Mr. Diaz,
We would like to take this opportunity to thank you for your continued interest in
installing our shade structures at your recently developed baseball facility in Palm Desert.
Pursuant to our recent conversation with Rudy Acosta, project coordinator, he requested
additional information regarding the strength, durability and engineering specifications of
our product.
Structure- We use a 2 7/8" galvanized powder coated steel framework with 2 3/8" ridge
posts. These structures are completely pre-engineered and approved to withstand 85 mile
per hour wind loads. Our structures are extremely durable, strong and always firmly
attached to a concrete surface or footing(we have included a sample of our engineering
drawings for your review).
Material- Our material is a revolutionary, double monofilament knitted material which
actually blocks our 91% of harmful UV(ultra violet)rays and has a bursting strength of
240 pounds per square inch. Our shade material provides a shade factor of up to 83% and
allows trapped hot air to be released.
Our product is mildew and rot resistant which is also extremely easy to maintain and is
maintenance free, just hose with water to clean.
As you know, the public is increasingly conscious about the harmful effects of the sun. In
our recent visit to the subject facility, it was apparent that spectators desire a shaded area
to observe the baseball activities. We feel our pre-engineered structures provide an
aesthetically pleasing, cost effective method of providing shade for the city of Palm Desert
at this site.
The ownership of Shade Concepts realizes the tremendous importance of customer
satisfaction. Please feel free to contact us should you have any additional questions
regarding our product or if you would like us to furnish you with a list of our clients. Our
client list includes National Rent a Car, McDonalds, and Unocal along with numerous
schools, day care facilities and businesses.
Sincerely, . ,
