BITTER Senior Office Assistant City of Palm Desert, California rif ftlehe CITY OF PALM DESERT ..r►' DEPARTMENT OF COMMUNITY DEVELOPMENT MEMORANDUM TO: Phil Drell, Acting Director FROM: Jeff Winklepleck, Associate Planner DATE: January 30, 1996 SUBJECT: Budget Items for Community Development/Planning The following items are either on-going, projected to begin, or to be encumbered prior to the end of the current fiscal year: Civic Center Interactive Fountain The original concept which consisted of the fountain and an equipment pit has been expanded to incorporate two statues per Art in Public Places and now includes an equipment building/seating area/art wall which replaces the equipment pit. Due to a low original estimate and the changes in scope, the approximate cost of the fountain has increased from $275,000 to $475,000. Aquatic Center Feasibility Study The aquatic center feasibility study contract was awarded to Aquatic Design Group in September 1995. The study is on-going and the estimated completion date is April 26, 1996 . The study will include a community survey, preliminary master site plan, developmental alternatives, potential funding sources, location and setting economic evaluation, market support sources, projected attendance levels, determination of physical facilities requirements and a financial analysis . The cost of the study is $22,500. Civic Center Park Tot Lot Fencing The parks and recreation commission has endorsed the concept of enclosing the civic center park tot lot with a four foot high wrought iron fence. The fencing will help to protect the children from loose dogs as well as helping the parents to ensure that their children don't wander off from the area. The estimated cost of the fencing is $15,000 . Civic Center Park Roller Hockey Rink The parks and recreation commission has endorsed the concept of installing a roller hockey rink in the civic center park adjacent to the recently constructed storage yard off San Pablo Avenue and the entrance to the YMCA. The facility will include four foot high boards with a six foot high coated chain link screen fence on top, a six inch thick reinforced slab for the rink, seating for players, seating for spectators and tennis court-type lighting. Approximate cost of the facility is $175,000. BUDGET ITEMS "'` COMMUNITY DEVELOPMENT/PLANNING JANUARY 30, 1996 Ironwood Park Upgrade The parks and recreation commission has recommended that the grass and soil area at Ironwood Park be replaced with new amendment and new • grass. Also included is removal of the majority of pebble ground cover in the concrete park entry and parking lot area with installation of colored concrete and additional landscaping. Approximate cost is $35,000. Cahuilla Hills Park The tennis courts at Cahuilla Hills Park have been a constant target of vandalism. A survey of nearby residents is underway to assist the parks and recreation commission with determining the future of the park. Soccer Facility The parks and recreation commission formed a soccer subcommittee to work with the PDYSA on a memorandum of understanding (MOU) as it relates to the maintenance and operations of a multi-field soccer complex. The approximate $15,000 . Magnesia Falls Park The parks and recreation commission has directed staff to look into the safety and durability of the existing playground. JPIA is doing a safety investigation of all the city parks and is preparing a report. Based on the information contained in this report, the results will have a large impact in determining the extent of the equipment upgrade or replacement.
