CALL TO ORDER II . APPROVAL OF MINUTES: May 22, 1996 III . ORAL COMMUNICATIONS: 1 . REQUEST FOR APPROVAL TO CONSTRUCT SHADE STRUCTURES OVER TOT LOT EQUIPMENT AND SAND AREA IN THE CIVIC CENTER PARK. Recommendation: Recommend to city council approval to install shade structures as proposed in tot lot and appropriation of $15, 000 from Fund 233 . Action: 0. Recommendation: Oppose siting of hydrogen generating facility at civic center park. Action: B. REQUEST FROM CITY MANAGER TO LOWER REGULATION SIGNS AT CIVIC CENTER PARK. Recommendation: Lower civic center park regulation signs to 6 feet. Action: C. REQUEST FOR APPROVAL TO INSTALL A LIVING CHRISTMAS TREE AT THE CIVIC CENTER AMPHITHEATER PER CIVIC ARTS COMMITTEE. Shade Concepts has been in business for over 15 years and has an excellent reputation for manufacturing an "industrial strength" product. As you know, the Desert area has a unique problem of very strong winds and extremely hot sun. Because UV Screen Protectors are installed with 3 1/2" diameter posts they are warranted to withstand winds up to 80 mph. We install our galvanized steel posts embedded into 18" x 18" square cement 3 to 4' deep. The "top" is also a very strong fabric called "Knittex". It is not a solid tarp which would trap both heat and wind rather it is a fabric that "breathes". A cable around the perimeter restricts the fabric from "flopping" in the wind. One of the most significant features is that it is U V treated therefore protecting :Jur children from dangerous UV rays, plus, it won't fade, r^' 7r mildew. Another advantage of this shade is, no maintenance,just hose c'r occasionally. Our City is already enjoying the benefits of a Shade Concept at "Bark Park". Tot Lot- 28'x40'x8' - Total including, installation, freight, and tax $5862.00. Middle Tot Lot- 40'x40'x10' - Total including, install., frt. &tax $8310.36 I hope you will agree that these structures will do the job for you. They are both effectual and attractive. CITY MANAGE LQ lga £' (111\11 Minutes • Civic Arts Committee After much discussion it was moved by Member Funk and seconded by Member Ha/loran-Lewis to combine the Holiday Festival of Music with the Children's Authors Reception. Motion carried unanimously. Chairperson Brody requested that Councilman Kelly find a large tree for the tree lighting. Councilman Kelly suggested starting with a tree that is not too big and plant it, then every year take a picture of it and watch it grow. OLD BUSINESS None COMMITTEE REPORTS A. ART-IN-PUBLIC PLACES - SLOANE HALLORAN-LEWIS Member Halloran Lewis reported the lizard panels are up and you can see them as you go down the I-10. The Call for Artists went out for the Desert Willow Golt Course. Future A.I.P.P. meetings will be held at 3:00 PM rather than 11:00 AM. Ms. Gilligan reported that the City Council approved the design for the lobby. At the last Council meeting they approved the flooring which was a different flooring than was originally presented. It is a smoother flooring with less danger of someone catching a heel on it and falling. The proposals for the Desert Willow Golf Course are in, and they will be presented at the A.I.P.P meeting of May 15, 1996.
