SUBJECT: DRAFT YEAR 2010 STRATEGIC PLAN
Over the past year seven subcommittees, consisting of over 100 residents and business
representatives, have been meeting in order to identify issues, goals. and objectives to direct and
guide the City of Palm Desert through the year 2010. The seven subcommittees utilized are as
follows:
Government
Economic & Business Development
. Art, Recreation & Education
Public Safety
• Roads & Transportation
Environment
Neighborhoods
A Steering Committee was then formed to review, organize and consolidate the subcommittee
recommendations into one report. A final draft of these recommendations is attached for your
review and comment. Feel free to call me with any questions you may have. Please return your
comments and concerns to my office by Monday, June 17, 1996.

5. Establish separate marketing programs targeting desired business activities and
population groups.
a. Establish list of desired businesses and develop recruitment program.
b. Provide adequate resources to support marketing effort.
c. Examine opportunities and identify targeted tourist groups to attract to
the area (year-round tourists, international visitors, etc).
d. Increase promotional dollars in order to adequately promote Palm Desert
as a place to do business as well as a place to visit.
e. Continue to support the Greater Palm Springs & Desert Resorts
Convention and Visitor's Bureau and other means to improve Palm
Desert's image.
f. Invest in an advertising program to make "Palm Desert"a distinct entity.
g. Conduct marketing, public relations, and lobbying to build consensus for
city projects.
ART, RECREATION AND EDUCATION
1. Provide the public with information in a convenient and comprehensive manner.
• a. Establish a computer information database related to arts and culture.
b. Provide the public with user friendly facilities and materials.
c. Produce a monthly publication sho••''g activities (look into expanding
Haute Line).
d. Establish an internet site and computer kiosk to assist with the
dissemination of information on arts and culture.
e. Establish a link with local schools and libraries to provide/receive
information.
f. Investigate feasibility of providing government education access
television.
2. Identify how the growth needs of future residents will be addressed.
a. Preserve the desert look and feel.
b. Provide user friendly public facilities and materials.
c. Provide pedestrian interlink system throughout entire city.
d. Diversify facilities and programs to address the needs of all age
segments.

3. Assist in the development, expansion and support of the performing arts.
a. Provide for the establishment and support of community theater.
b. Provide for development of concerts, venues, and performing arts
programs.
c. Investigate observatory, planetarium and aquarium facilities for city.
d. Investigate consolidating festivals to provide accurate history and
meaning behind each event to help increase cultural awareness, address
all age segments and increase the number of year-round events for our
permanent population.
e. Diversify events to address all age segments and cultures.
4. Assist with expansion of art education.
a. Assist in establishment and support of library art education programs.
b. Assist in establishment and support of museum art education programs.
c. Emphasize art displays on major corridors such as Fred Waring and El
Paseo.
d. Partner with services for children at risk to help expand education
services.
e. Assist in establishment and support of art education programs with
• regional, state, and federal agencies and foundations
(funding/partnering).
f. Ensure that art facilities ,c integrated into public improvement design
process. -
5. Develop park master plan for the city.
a. Determine feasibility/criteria for development of pocket parks where
vacant lots exist within the city. Develop small parks to include putting
greens, trees, exercise course equipment, drinking fountains, sidewalks,
benches, tables, and limited playground equipment to foster continuity
within the neighborhood(s).
b. Identify city/redevelopment agency owned land for park set-aside and
identify additional potential park sites.
c. Provide mile markers in all parks.
d. Provide additional recreation and/or park areas for the increased
population projections.

6. Develop a master recreation plan to include expansion of public recreation
facilities and activities.
a. Look at possibility of separate recreation department within city hall.
b. Pursue creative/joint funding of parks and recreation facilities and
programs.
c. Improve code enforcement of parks and recreation facilities (i.e. leash
law enforcement).
d. Continue to enforce lighting standards to assist in the preservation of the
night sky (i.e. minimize light pollution).
e. Develop scenic routes for residents and visitors away from heavy traffic
areas. Mark routes where necessary and develop promotion guides for
distribution.
f. Provide quality, affordable public golf.
g. Consider feasibility of roller blade hockey site.
h. Addition of baseball, softball and soccer fields.
i. Discourage "gaming facilities" in city.
j. Encourage private investors to develop spectator as well as participatory
sport/entertainment facilities.
k. Work cooperatively with the Coachella Valley Recreation and Park
District to enhance communication.
I. Increase recreation activities for youth of all ages. Arrange to use school
yards as they are centrally located.
• m. Develop a variety of recreational activities and encourage organized
participation.
7. Support an education system that will provide a diverse and highly skillt.d labor
force as well as allow all citizens the opportunity to enhance their lives through
personal growth and expression.
a. Continue to work with the university system to establish a 4 year
university including distance learning technology.
b. Encourage a trade/vocational/occupational school to locate here.
c. Explore cooperative programs between area schools and private health
clubs for student fitness and competition programs. Work with the area
schools to enable students to earn credit for participation.
d. Provide personal enrichment/volunteer classes for citizens (C.O.D.,
Joslyn Senior Center, other).
e. Facilitate the establishment of child care facilities to allow parent(s) to
further their education.

8. Set up a network of information/contributors and job search possibilities for
high school and college students.
a. Encourage local business to utilize the pool of applicants to fill
environmental conservation positions. Explore possibility of City creating
such a position for landscape experience and environmental legislation.
b. Offer annual scholarships to local high school students interested in
environmental conservation studies.
c. Encourage the Desert Sands Unified School District Board and College of
the Desert to investigate methods of providing enriched education and
internship programs.
9. Work cooperatively with the schools and the school district to improve
communication.
a. Establish a City-Schools Communication Committee to consist of City
Council members, School Board members and other school and
government authorities.
PUBLIC SAFETY
1. Provide optimum police support for the City.
a. Maintain the present ratio of at least 1.5 police per 1,000 cI:,zens.
b. Adopt a "community-based"policing approach by law enorcement.
c. Improve the effectiveness of mutual aide in the Coachella Valley.
d. Increase the use of privatization for police support duties.
e. Improve "police intelligence" capabilities and coordination.
f. Support and foster legislation for more jail bed space.
g. Recruit and use more volunteers in programs like Citizens on Patrol
(COPs).
h. Explore ways to recover costs of policing the city (i.e. requiring offenders
to provide restitution for the crime committed).
i. Increase helicopter support.
j. Address the serious space constraints placed on police by enlarging the
present facility or dedicate the building to Palm Desert Police only.
k. Establish a police sub-station in the northeast part of the city (this could
be a separate, leased storefront co-located with other city services or a
dedicated police facility adjacent to a fire station).

Subject: TURF RENOVATION SCHEDULE FOR THE CIVIC CENTER PARK
Date: June 18, 1996
As per our discussion, we are planning the Civic Center Park turf renovation schedule
early this year. Distributing the schedule now will hopefully eliminate reservation conflicts in the
fall. This schedule was prepared to accommodate the concert on September 19th, the Golf Cart
Parade on November 10th and keep at least one field open for soccer during the entire renovation
process. With your approval, the following is the tentative schedule:
September 10-11 Cut turf at lower height and cut back water to one cycle in phases
1, 2 and field #1.
September 17 Turn off turf water in phases 1, 2 and field#1.
September 23-Oct.11 Renovate all areas except fields#2,3 &4.
October 14-16 Plant seed in renovated areas.
October 30 Cut turf at lower height and reduce watering on fields#2,3 &4.
November 8 Reopen phases 1,2 & field#1.
November 11-15 Renovate fields#2,3,&4.
November 18 Plant seed on fields#2,3,& 4.
December 16 Reopen fields 2,3 &4.
While the park will not be officially closed, with the exception of the dog park and playing
fields as listed, the turf areas will be dry, dusty and ugly during renovation and constantly wet
after over seeding. Of course, the non-turf recreational areas will be fully operational during the
seeding process.
The turf area immediately south of the Date Grove will not be renovated this year due to
impending construction of the Community Gardens. We will, however, keep it watered and

cut to allow for soccer and other uses. This area will be fully functional for use during the
renovation process.
