A. DESERT WILLOW:
I) Review of presentation from Kemper Sports Management regarding green
fees.
ii) Discuss Parks & Recreation Commission representation on the Desert
Willow Committee.
B. WARNER TRAIL PARK:
Recommendation: Staff to abandon the site as a potential park site and continue
to look at other sites.
C. CIVIC CENTER PARK PICNIC PAVILIONS:
Recommendation: Change recommendation from tile to metal roofs similar to
the Ironwood Park structures.

B. AQUATIC CENTER: Staff awaiting recommendation from the YMCA Board of
Directors
C. ROLLER HOCKEY/SKATEBOARD COMPLEX: Staff receiving plans from City
of Temecula for review.
D. CIVIC CENTER PARK TOT LOT: Higher shade structures are now installed.
E. SOCCER COMPLEX: Approved by the Planning Commission on December 3,
1996. City Council gave the O.K. to proceed with Phase II (final master plan and
construction documents) and allocated an amount not to exceed $200,000.

SUBJECT: DESERT WILLOW GREEN FEES
Re —commendation:
Approve Resolution No. establishing fees for Desert Willow Golf Course in
accordance with attached Exhibit A, and providing a discount to residents of Palm
Desert.

You have previously received a memorandum and recommendation outlining the need
to establish the fees for the Desert Willow Golf Course.
On December 10, 1996, the Desert Willow Committee reviewed the proposed fees'
structure and approved a two-part recommendation consisting of the following:
a. That the Agency Board authorize the purchase of the maintenance equipment,
golf carts, and temporary clubhouse facilities impacting the net revenues for the
Golf Course pro forma.
b. That the fees as outlined by Staff be approved providing for a 25% discount to
City residents instead of the 20% discount.
Based on the Kemper pro forma for the first operational year at the 20% discount, the
City would realize a net operating income of $136,731. Providing a 25% discount
reduces this net operating income to $73,933. Staff provided the Committee with some
alternatives that would lessen the operating impact on the budget. This was by

capitalizing three items: (1) the lease for the temporary clubhouse; (2) the lease for the
maintenance equipment; and (3) the golf carts. All three would have reduced operating
expenses and, therefore, would have provided additional net operating income to the
City.
After reviewing this with Agency's legal counsel, he has determined that only those
things that are real property can be paid for by the Agency, and therefore, the
temporary clubhouse can be capitalized. Given that, the golf cart and the equipment
leases will have to remain in the operating budget and the responsibility of the
Operator.
Staff has accomplished a review of green fees for courses in the Valley. That review
includes courses that are comparable, as well as non -comparable, for comparison
purposes (see attached). Additionally for your review is a summary of Kemper's efforts
for public service programs at the.Golf Course.
It is Staffs desire to maintain green fees some what lower than what comparable
courses are charging until the Golf Course is stabilized.
The green fees must be reviewed periodically and adjusted to meet market demands.
This review should include resident discounts.

SUBJECT: Items of Public Benefit to City
Palm Desert Residents and Community.
The following is a list of primary benefactors and a brief explanation of
programs which we at Kemper Sports Management will endeavor to foster as the
management group for your golf resort. Many programs will follow these as the
project matures and evolves into the ensuing golf seasons.
1. Relationship with Palm Desert High School:
We anticipate being the host golf course for the high school golf teams
and will hold periodic tournament space for their events. In addition, we will be
structuring programs that will involve practice and instruction with your facility
and our PGA staff.
2. College of the Desert:
I have met with Mr. Tony Manzoni, regarding the golf management school
and their programs. We anticipate formalizing a relationship that would make
Desert Willow Golf Resort their pilot golf course. This would involve Desert
Willow Golf Resort providing space for playing and instruction and College of the
Desert providing qualified personnel for staffing requirements. A very win -win
situation for both parties as well as the community.
3. Junior Golf Programs:
The Kemper Lesnik Institute offers high school boys and girls the
opportunity to learn the business of golf. The institute has two programs, (1) golf
course operations and (2) golf course maintenance. Students are taught and
tested on information they will learn, first hand, in the field by Kemper Sports
Management employees. The top student in each program is awarded a $1000
scholarship for The College of the Desert. Graduates of the program receive
l;EMPER special attention when applying for jobs at Kemper Sports Management
LESNIK operated facilities.

4. Men's/Ladies Club Functions:
We intend to design men's and ladies club organizations that would be
available to Palm Desert residents only at an attractive annual fee which would
include handicaps and formalized events/toumaments on a regular basis
throughout the year.
