BITTER Senior Office Assistant City of Palm Desert, California interoffice M E M O R A N D U M PUBLIC WORKS - MAINTENANCE To: Phil Drell, Director of Community Development From: Thomas Theobald, Maintenance Services manager RECEIVED Subject: AMPHITHEATER COVER MAR 11 1997 Date: March 6, 1997 COMMUNITY DEVELOPMENT DEPARTMENT CITY OF PALM DESERT During a wind storm on January 6, 1997, the canvas cover to the amphitheater was damaged. This was the second time this had occurred within six months. On January 16, 1997, I wrote a memo for mid -year adjustments, which included repairs or replacement of the cover. This memo was passed on to the City Manager and the Finance Director. I have still not received a reply to the request. I have heard that the ball is now in your court concerning this item. With Springfest coming up in 45 days, I am getting rather nervous. The cover looks deplorable. Attached you'll find the original memo along with my recommendation. In either case, we must proceed immediately to have the amphitheater looking good for Springfest. The replacement costs include a redesign for anchoring the cable sections further away form the block wall to reduce abrasive damage and building mesh windows into the vertical sections to eliminate wind damage_ I cannot overemphasize that if we don't begin now, the cover will not ready for the event. Folkers, ACM/Director of Public Works From: Thomas Theobald, Maintenance Services Manager Subject: MID -YEAR ADJUSTMENTS Date: January 16, 1997 The following are requests for adjustments to the current budget year. All the maintenance accounts seem to be in order. I do, however, have one request for a special merit increase that will impact the parks budget. The other requests are for capital projects that would be in our better interest to implement during the current fiscal year. Don Enos received an evaluation in October of 1996. At that time, I recommended a special merit increase for him. In the five years since I've been here, I have not had an employee who deserved this consideration more. You suggested we wait until mid -year before proposing this action. Since Frank Gonzalez left palm Desert, Don has taken over many of his duties as well as supervising our in-house crew. He works every special event and puts in an inordinate amount of uncompensated overtime. He is invaluable to our organization. I feel this sort of dedication should be rewarded. He is currently at the "E" step and I am requesting a special merit increase of 2.5% to the "F" step. The amphitheater cover at the Civic Center Park is falling apart. We have had several incidents of vandalism, as well as wind damage. We had temporary repairs and cleaning performed before the Golf Cart Parade at a cost of approximately $3,000. Subsequently, a wind storm last week tore it apart again. More permanent repairs would cost an additional $2,000 and require the cover be removed and taken to the fabricator. The cost of a new cover would be approximately $12,500. ` I would recommend we purchase the new cover for the following reasons: * The existing cover is too white. Since we cleaned the cover in October, it is already filthy. There are several colors available. The manufacturer recommends using a tan. Any other color would show dirt and be a maintenance problem. * We need to reset anchors further away from the block wall. The current positioning allows the cabling to rub against the wall, causing damage. It would be difficult to modify the existing cover to accommodate this. * Mesh windows could be manufactured in to the vertical panels of the new cover. This would allow the wind to pass through the panels and reduce potential damage. * The holes in the canvas that were patched will always look ugly. Pe 2 January 16, 1997 �.. r..r The median on Cook St., next to the Mariott, as well as the medians on Country Club Dr., in front of the Whitehawk development, are in bad shape. They are of an older design with turf and inappropriate plant material. During a recent meeting concerning the urban forester, Councilman Crites agreed that these areas are a high priority. This is especially urgent due to the high visibility anticipated by the opening of the interchange. If we wait until next fiscal year, the retrofit would not be realistically completed until the end of 1997 (or later). The cost for both would be approximately $250,000.
