V. WRITTEN COMMUNICATIONS A. Gary Doty - Superintendent, Coachella Valley Recreation and Park District. Letter is in reply to previous letter sent by the City requesting that the recreation district assume the maintenance of all parks developed by Palm Desert. District' s response is that the Board of Directors will consider the merits of assuming these responsibilities at the time development occurs. B. Don McNeilly - Executive Director, Chamber of Commerce. Packet indicating the type of material the Chamber hands out or mails out. VI. OLD BUSINESS - NONE VII . NEW BUSINESS A. Discuss and review proposed Civic Center design. B. Discuss and review proposed condominium and public park project by the Mayer Group, Inc. VIII. ADJOURNMENT INTEROFFICE MEMORANDUM City of Palm Desert TO: PARKS AND RECREATION COMMISSION FROM: DEPARTMENT OF ENVIRONMENTAL SERVICES SUBJECT: SUMMARY OF STUDY SESSION AND SUBSEQUENT DATE: November 23, 1979 ACTION The City Council and Parks and Recreation Commission held a joint study session in the City Council Chambers on Monday, October 29, 1979. At that meeting, the Commission expressed a critical need for lighted playing fields. Two potential sites were discussed: the proposed Sand Dunes Park site and the proposed high school site. Major points regarding the Sand Dunes Park site included: - Capital Improvement Program shows acquisition in 1983. - Most of the site could be obtained through park dedication from development of surrounding area in the future; 58 acres will come under City's ownership by 1982/83 from Charles Gibb's property. - Over $800,000 is needed to acquire the property today. - Good site for lighted fields because of no residential development in the area. - The site is more susceptible to vandals because of its remoteness than the high school site. Major points regarding the high school site included: - Dr. Wilson, Superintendent of Desert Sands Unified School District, supports joint usage of vacant school land for community use. - Can light with minimal adverse impact on surrounding residential area. - Greater risks will be taken: the City could lose some of the improvements and the school district could lease the wrong part of the property. - Could lease with just option to buy should the school district decide against the building of the high school . City Manager Marty Bouman stated that about $360,000 was available for park development. However, since this would require the transfer of funds from one account into another account, the City Council must INTEROFFICE MEMORANDUM Page -2- authorize the funding. It was decided that the City should pursue the high school site. Mr. Bouman stated that Dr. Wilson will take the matter to his Board following the November 6, 1979, elections. As of this time, the Board has not responded to this proposal . Their consensus is : As the City develops each individual park and requests that the Recreation District consider assum- ing utilities and grounds maintenance management for that specific park, the Board of Directors will consider the merits of assuming these responsibilities , at that specific park. With regard to the San Pablo ball fields , the District has assumed grounds maintenance and utilities responsibility, the Board sees no potential problems with management of this site . Enclosed please find materials describing a project for which the following is being requested: a Change of Zone from County R-1-1200 to PR-7 upon annexation and a development plan for a 264 unit condo- minium complex including a ten acre public park on approximately 39.6 acres located at the northeast corner of the intersection of Monterey Avenue and Country Club Drive. The attached data was prepared by the applicant and is being forwarded to you for comments and recommended Conditions of Approval . The City is interested in the probable impacts on the natural environment (e.g. water and air pollution) and on public resources (e.g. demand for schools, hospitals , parks, power generation, sewage treatment, etc. ) Your comments and recommended conditions of approval must be received by this office prior to 5:00 p.m. November 26 , 1979, in order to be discussed by the Land Division Committee at their meeting of November 28 • The Land Division Committee (comprised of Director of Environmental Services, City Building Official , City Engineer, Fire Marshal and a representative of CVCWD) will discuss the comments and recommended conditions of approval and will forward them to the Planning Commission through the staff report.
