Attendance Representatives from the following agencies: Boys Club of Coachella Valley Girls Club of Coachella Valley Sinatra Teen Center Fetch Center Family Y.M.C.A. of the Desert Senior Center Desert Sands Unified School District College of the Desert Riverside County Library Recreation and Park Commissions of Palm Desert and Coachella II . Comments from Gary Doty (C.V. Parks and Recreation) A. Competition for funding requires better coordination of recreational activities in the valley. B. Conflicts, redundancies exist between agenies. C. No one agency has the ability to totally serve the leisure services' needs of the valley. D. Perhaps we should create a clearinghouse for programs. III. General Comments A. All school Districts have a 5¢ tax that must be used for recreational purposes for the community. 1. C.O.D. provides specific recreational oriented programs with the money. Over 80,000 people used C.O.D. facilities last year which were unrelated to educational programs. 2. Desert Sands uses the money to offset the use of all buildings and grounds for community purposes. B. C.O.D. has unused facilities available on campus from 2-5 everyday including the pool and classrooms. C. Publicity of programs in the valley is poor. IV. Conclusions A. All agencies would benefit from better coordination and cooperation among agencies. B. Another meeting in March would be good to consider the creation of a coordinating council with representation by all agencies. Most agencies responded and expressed a desire to see coordinated response to the Valley's growing recreational needs. Therefore, I hope you can find time in your busy schedule to join us for a few important hours. We will discuss areas of responsibility, programs, publicity, cooper- ation, communication, and whatever else that may come to mind which might initiate better understanding and cooperation between all our agencies. The following agencies have been invitied to send representatives to this meeting: v Boys Club of Coachella Valley, Girls Club of Coachella Valley, Sinatra Teen Center, Fetch Center\Family Y.M.C.A. of the Desert,`*Senior Center,\Desert Sands Unified School District;4Coachella Valley Unified School District,M College of the Desert, Riverside County Library;Recreation and Park Commissions of Palm Desert and Coachella. Dear Fellow Professionals: The residents of the Coachella Valley have a great public resource available to them which they cannot fully utilize. That being the combined resources of the public recreational/educational opportunities of the Coachella Valley. As the Valley and its cities have grown we have all made attempts to fulfill the recreational needs. Now through the combined resources of all the Valley's recreational/educational agencies the residents should have a trememdous out- let to a broad cross-section of leisure opportunities. However, they find that programs are not offered, duplicated, not known to exist, or thought to exist only in some other part of the Valley. That the service population of all our agencies should receive the best programs possible is taken for granted; but, unfortunately so far we agencies have not pooled our brain power and created the best programs for the best and maximum utilization of every agency. Our budgets cannot absorb individual desires and petty differences. We must take appropriate steps to assimilate the programs into the best possible agencies and avoid cross hatching the Valley with identical programs. None of us propose, or desire to be the only recreational/educational resource in the Valley, nor do we wish to possess any type of veto or governing authority over our parallel agencies. Our goal should be: The most of the best for all concerned through close cooperation, communication and planning. I propose that we meet and assess our combined programs; taking every opportun- ity to curtail needless duplication, or potential duplications; look for deficiencies and failures, brain storm new ideas and potentials, and see to it that a crash program of Valley-wide publicity is initiated to let all of our citizens know the wide variety and selection of recreational/educational opportunities available to them. I would sincerely appreciate your feed back on these ideas and gladly host such a meeting if you feel , as I do, it warrants our immediate attention. Respectfully, Y � Gary D. Doty Superintendent jd Tel.3473485 ` RESOLUTION NO. 78-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, AUTHORIZING THE PURCHASE OF LAND FOR PARK PURPOSES, AUTHORIZING THE TRANSFER OF FUNDS FOR SAID PURCHASE, AUTHORIZING RECORDING OF TITLE AND AUTHORIZING PAYMENT FOR SUCH PURCHASE WHEREAS, the City of Palm Desert desires to obtain 5.2 acres of land north of and along Haystack Road; and WHEREAS, such land is being made available to the City for a price of $95,000; and WHEREAS, funds are available for such transaction in the Trust Fund for park acquisition. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California that the City Clerk be authorized to record the grant deed on behalf of the City; and FURTHER, BE IT RESOLVED that the sum of $95,000 is hereby appropriated from the Unobligated Fund Balance of the Building Excise Tax Fund to Account #30-4991-401 , "Park Land Acquisition - Haystack"; and FURTHER, BE IT RESOLVED that the Director of Finance is authorized to draw a check in the amount of $95,000 from Account #30-4991-401 and for- ward such to Marrakesh Building Corporation.
